Fiscal year 2016 Housing and Community Development Needs The purpose of the Hearing is to obtain the public's input on the City's housing and community development needs. Of primary concern will be the needs of low and very low- income individuals and families, as well as the needs of the homeless, and people with disabilities. 2. CDBG Substantial Change The City of Lynwood proposes to amend its Housing and Urban Development (HUD) Consolidated Annual Action Plan for fiscal year 2014 to add a new activity for Street Improvements in the amount of $280,000. 3. Arnoldo Beltran, City Manager BY: Annette Potts, Deputy Director of Administrative Services SUBJECT: PUBLIC HEARING— JANUARY 7, 2015 HOUSING AND COMMUNITY DEVELOPMENT NEEDS FOR FISCAL YEAR (FY) 2016 The purpose of this public hearing is to obtain citizen input and comments on the City of Lynwood's community development and housing needs and how best to address those needs with the use of CDBG and HOME program funds. Enclosed is the CDBG Survey form for your completion and to assist you in identifying housing and community development needs. Additional forms have been provided to share with your neighbors and enable them to provide input in this process. Although the Housing and Urban Development Department (HUD) grant allocation amounts are not released until March of each year, the City must began the process of completing its FY 2016 Consolidated Annual Action Plan and Consolidated 5 -year plan which includes estimated funding allocations for fiscal year 2016, in order to meet the HUD's citizen participation requirements and the May 15th deadline. The City of Lynwood expects to have approximately $1,000,000 in Community Development Block Grant funds and $320,000 in HOME Grant funds for fiscal year 2016 (July 1, 2015 — June 30, 2016). HUD provides these funds to assist the City in carrying out a wide range of activities to benefit low and moderate - income families and requires that at least 70% of the funds allocated to the City benefit low and moderate income residents; 15% may be used for public services and a maximum of 20% can be used for program administration. Activities funded with CDBG funds must meet one of the following objectives: • Elimination of slums and blight and prevention of blighting influences; • Elimination of conditions detrimental to health, safety, and public welfare; • Stimulation of economic growth, development, and employment opportunities • Conservation and expansion of housing stock for low, and moderate income households; • Development and improvement of public facilities which will contribute to the livability of residential areas; Home Investment Partnership Program (HOME) The HOME Program enables the City of Lynwood to provide home improvement activities and /or affordable housing to low- income persons. For the past two years, HUD has granted Lynwood approximately $320,000 annually. Typical uses for HOME funds include: a. Property Acquisition b. Home Improvement c. Development/Construction of New Housing Priority funding of CDBG and HOME activities should be given to programs that: • have a high benefit to low and moderate income persons; • have a detailed plan for permanent funding; • require a one -time only infusion of funds; • 'are likely to achieve their objectives and be successful; • use other public and private sources to the greatest extent possible; • support or coordinate with other community development efforts; • present a reasonable, sound budget; and • are implemented by organization with a solid track record. Other activities should be geared towards the prevention and elimination of slums and blighted conditions. For an activity to meet this requirement, it must be designed to address the conditions causing the slums and blight. Generally, areas of slums and blight are determined by the County, though activities designed to remove a specific blighting condition can be considered. Activities that do not meet one of these two broad national objectives as noted above cannot be funded. Due of limited funding, not all activities will be funded this year, and /or funding allocations may be reduced. Therefore we are requesting that funding consideration be based upon priority needs. Arnoldo Beltran, City Manager BY: Annette Potts, Deputy Director of Administrative Services SUBJECT: PUBLIC HEARING— .JANUARY 7, 2015 SUBSTANTIAL CHANGE TO FISCAL YEAR 2014 CONSOLIDATED ANNUAL ACTION PLAN COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS The purpose of this hearing is to obtain public comments and input on the proposed Substantial Change to the Fiscal Year (FY) 2014 Consolidated Annual Action Plan and use of Community Development Block Grant (CDBG) funds. On July 1, 2014, the Department of Housing and Urban Development (HUD) granted the City Community Development Block Grant funds in the amount of $1,126,616 to provide services and activities as requested in Lynwood's FY 2014 Consolidated Annual Action Plan. Programs and activities were funded based upon the CDBG amount available. Upon completion of the Consolidated Annual Performance, Evaluation and Financial Report (CAPER) completed September 30, 2014, staff determined that there was a balance of $280,000 of unobligated CDBG funds. These funds may be used for eligible CDBG projects and activities and can be granted to a new project through a Substantial Change process. HUD requires that a Substantial Change to the Consolidated Annual Action Plan take place when the City decides: a. Not to carry out an activity described in the final Consolidated Annual Action Plan; b. To carry out an activity not previously described in the Final Plan; c. Substantially change the purpose, scope, location or beneficiaries of an activity; d. Change its method of distribution; or e. Change the use of CDBG funds from one eligible activity to another. HUD also requires as part of the Substantial Change process, the City to hold a public hearing and 30 -day review period to allow public input and /or comments on the proposed Substantial Change to the Consolidated Annual Action Plan, prior to City Council approval. Lynwood's Public Works Department has requested the use of the $280,000 in CDBG un- obligated funds for a new street improvement project; and that the new project is added to the FY 2014 Consolidated Annual Action Plan. The project is as follows: Project Name: Fiscal Year 2014 Street Improvement Description: Street improvements to include sidewalk, curb and gutter replacement, construction of new wheelchair ramps to meet ADA standards and provide an applicable transition for pedestrians. Locations and cost are as follows: Location Cost 1. Wisconsin Avenue from Long Beach to State Street $100,739.00 2. Sequoia Drive from Long Beach to State Street $ 52,896.00 3. Michigan Avenue from Long Beach to State Street $ 64.652.00 4. Cornish Avenue from LeSage Avenue to Shirley Avenue $ 61,713.00 $280,000.00 On December 18, 2014, staff advertised the proposed Substantial Change as required by HUD, for a 30 -day review period. The 30 -day period allows for public input and comments on the proposed Substantial Change to the FY 2014 Consolidated Annual Action Plan. The comment period ends January 19, 2015. Staff respectfully requests your recommendation of approval of the FY 2014 Substantial Change to the Consolidated Annual Action Plan and the funding of the FY 2014 Street Improvement project in the amount of $280,000. The CDBG Commission's recommendation will be submitted to City Council at their February 3, 2015 meeting. An important part of this is to ask you, the resident, what you think are the important needs in your neighborhood. Please help the City prepare the plan by completing the following survey and returning to City staff.
