RESOLUTION IN SUPPORT OF THE IMPROVEMENTS
TO BISHOP ANDREWS PARK
WHEREAS, the Mayor and Council of the Borough of Carteret strongly support the
proposed Capital Improvement Plan for Bishop Andrews Park in the Borough of Carteret,
Middlesex County, New Jersey; and
WHEREAS, the Capital Improvement Plan project will provide recreational
opportunities for the residents and youth of Carteret and surrounding region; and
WHEREAS, the Borough plans to install a new multi - purpose turf field at the park
which will be used for football, soccer, baseball and fast pitch softball. The state- of -the-
art field will be constructed with the highest quality of materials and will be available for
recreational leagues, organized youth sports and passive public recreation leagues; and
WHEREAS, in addition to the field, three new basketball courts will be added, which
will allow for pick -up games and outdoor recreation leagues, and
WHEREAS, throughout the park, landscaping improvements will be made including
new plants, trees, soil and flowers which will improve aesthetics and offer an inviting
public space for all; and
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough
of Carteret are all in support of the Capital Improvement Plan for Bishop Andrews Park
and recognize that the Borough has gone to great lengths in applying for and obtaining
funding for the improvement project and we look forward to the completion of the park
as it will be an enormous benefit to the community.
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to CME
Associates and Borough Director of Engineering.

AGREEMENT
THIS AGREEMENT made this day of 1VOUX between the
COUNTY OF MIDDLESEX, a municipal corporation of the State of New Jersey, having
its principal offices at 75 Bayard Street, in the City of New Brunswick, New Jersey
(hereinafter known as "COUNTY') and the BOROUGH OF CARTERET, a municipal
corporation of the State of New Jersey, having its principal office at 61 Cooke Avenue,
Carteret, NJ 07008 (hereinafter known as "BOROUGH "),
WITNESSETH:
WHEREAS, the COUNTY by Resolution #96 -1478, established Open Space and
Farmland Preservation Trust Fund pursuant to N.J.S.A. 40:12 -10 et sue, and N,J.S.A
40:12 -16 et sue. and adopted operating procedures therefor; and
WHEREAS, subsequent thereto, the statute governing the aforesaid trust fund
was amended, which amendment, inter alia, changed the name of the fund to the Open
Space Recreation and Farmland and Historic Preservation Trust Fund (the "Trust Fund ")
and set forth the permissible use of Trust Fund monies; and
WHEREAS, by resolution 97 -1891, the Board established the Trust Fund
pursuant to N.J,S.A 40:12 -16 et sue., as amended by P.L. 1997, c.24 ( N.J.S.A . 40:12-
15.1 et sec.); and
WHEREAS, pursuant to N.J.S.A. 40:12 -15.6, the governing body of any County
which has established an "Open Space, Recreation and Farmland and Historic
Preservation Trust Fund" may, by resolution, distribute monies deposited therein to
municipalities within the County to be used for purposes for which the Fund was
established; and

WHEREAS, the BOROUGH has submitted a proposal to the COUNTY in
connection with the improvement and /or development of a Green Acres area known as
the Dr. Bishop Willard K. Andrews "Chrome" Park, which includes the following:
installation of a new multi - purpose turf field, three (3) basketball courts, two (2) tennis
courts, volleyball court, sports lighting, playground, gazebo, athletic equipment and
bleachers, sidewalk, fencing and landscaping improvements in a request and Project
Cost Estimate received December 11, 2019 from Borough of Carteret Mayor, Daniel J.
Reiman and attached hereto as Exhibit "A" ( "Project'); and
WHEREAS, the COUNTY has evaluated said proposal and finds that it meets the
purposes for which monies deposited in the "Open Space, Recreation and Farmland
and Historic Preservation Trust Fund" may be utilized; and
WHEREAS, by resolution dated j�t� ` � , 2019 ( #19- &P/ -R), the
COUNTY authorized a grant agreement under the Middlesex County Open Space,
Recreation and Farmland and Historic Preservation Trust Fund with the BOROUGH for
the amount not to exceed One - Million, Five Hundred Thousand dollars and 00/100 cents
($1,500,000.00) for the improvement and /or development of Green Acres Recreation
Area, known as Dr. Bishop Willard K, Andrews "Chrome" Park, which includes the
following: installation of a new multi- purpose turf field, three (3) basketball courts, two
(2) tennis courts, volleyball court, sports lighting, playground, gazebo, athletic equipment
and bleachers, sidewalk, fencing and landscaping improvements as noted in Exhibit
"A" and hereinafter referred to as 'Project' ;
WHEREAS, the COUNTY and BOROUGH are desirous or effectuating and
implementing the terms of said grant agreement;
NOW, THEREFORE, in consideration of the mutual promises and covenants
between the parties herein and contained herein, the COUNTY and the BOROUGH
hereby agree as follows:
