Reiman at 6:00 p.m., Thursday, March 21, 2019, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Council President Susan Naples Councilmember Vincent Bellino It Jorge Diaz it Dennis DiMascio AjmarJohal Randy Krum Also noted present were Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Esq., Law Director. COUNCIL MEETING ROLL CALL NOTED PRESENT The meeting was opened with a minute of silent prayer and the Pledge SILENT PRAYER /PLEDGE of Allegiance led by Councilmember Krum. OF ALLEGIANCE The Municipal Clerk stated that the 2019 Annual Meeting Notice was STATEMENT OF MEETING mailed to The Home News Tribune, The Star Ledger and posted on the NOTICE bulletin board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. Upon MMS &C by Councilmembers Diaz and Bellino and unanimous APPROVAL OF MINUTES affirmative vote of the full Council present, the minutes of February 21, 2019 & March 7, 2019 were approved as transcribed and engrossed by the Clerk. 1 MARCH 21, 2019 CONT. PUBLIC HEARING Public Hearing— NJDEP Green Acres Program, Improvements to Bishop Willard K. Andrews Park a /k /a Chrome Park MATT ZWINGRAF -CME Mr. Zwingraf stated that the park is going to be striped for a full size ASSOCIATES soccer and football field as well as youth recreational baseball and softball at the northern end. This will include player benches and new fencing. On the south side there will be a reconstruction of the three basketball courts to include new pavement, new striping, color coding and new basketball hoops & backboard. Also, accessable picnic benches, water fountains and additional trees. A portion of this work is going to be conducted in conjunction with U.S. Metals ongoing remediation at this park. A portion of the park has been identified for clean -up. U.S. Metals with come in, perform their clean -up and not only just replacing it with clean fill but it will be building the foundation for the asphalt base for the basketball courts as well as the stone base which acts as the foundation for the synthetic turf field. Mayor Reiman said those familiar with the park know that on the MAYOR REIMAN eastern side of the park, a good amount of that area has been fenced off already. This is part of our settlement with U.S. Metals corporation - American Smelting. We sued them a few years ago. We required not just a civil penalty & environmental penalty paid to the city but they were also required to test hundreds of residential homes and all municipal property and /or parks in a geographic region around their old 186 acre smelting operation. They found some metals several feet below ground and as part of the settlement, they are obligated to clean it up. So working with them while they are cleaning it up, we are applying for green acres funding. The application is approx. 2.6 million dollars. Realistically the state is not awarding those kind of funds. Generally they cap it at 1 to 1.5 million dollars, so we may have to scale back the project into phases. Because Carteret is an urban aide community we would receive 75% of whatever the award is as a grant, 25% as a loan at zero interest or fund it through our existing open space. We would be taking the current basketball courts and shifting those to the east, maintaining the same size, regulation basketball courts would be reconstructed to the east of their current location which allows the field there to be reconstructed as a synthetic turf multi - purpose field. He reiterated what Matt Zwingraf said regarding about softball, baseball, soccer, football, and said perhaps two under 6 or under 8 fields. So this would really be a complete multi - purpose 2 MARCH 21, 2019 CONT. synthetic turf field and that field hasn't been used for some time. The future improvements would also include updating the playground. He said we want to see where we go with funding and how the project progresses. Man said Good PUBLIC HEARING OPEN There being no comments or objections to the Public Hearing, Mayor PUBLIC HEARING Reiman declared the Public Hearing to be closed. Upon MMS &C, by Councilmembers Diaz and Johal and Unanimous affirmative vote of the full Council present, Mayor Reiman declared the Public Hearing open. Mayor Reiman stated that the Borough Council and himself are considering banning these mills that have issues around the state and asked if anyone wishes to address the governing body. Mr. Cohen who is a volunteer with the Humane Society said he is usually trying to convince council to agree with him, however in this case he is trying to make this Council agree with itself. He applauds the council for having the ordinance. Another issue has come to their attention about illegal puppies from Iowa coming into the state. While welcoming any kind of pet store or pet related business other than one that would sell dogs on a retail basis, you are, reducing costs to the Borough potentially, protecting citizens, preventing inhumane breeding conditions, promoting community awareness of animal welfare, and trying to foster a more humane environment in the Borough. He said he could not think of a more noble reason for passing something like this and I felt the practical reasons are just as important and certainly evident. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #19 -5 "AN ORDINANCE OF THE BOROUGH OF CARTERET BANNING THE SALE OF DOGS AND CATS FROM PET SHOPS ASSOCIATED WITH PUPPY AND KITTEN MILLS" was finally adopted. Upon individual roll call vote Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum & Naples voted in the affirmative COUNCILMEMBER Councilmember Bellino said most of you watch television and if you BELLINO watch the public service channels you see these commercials with these animals and it breaks your heart. Something like this has to stop, they are helpless. Just like our young they are a different type of young or spirit so to speak. I vote whole - heartedly, yes. REPORTS Reports — Clerk's Office — February 2019 Upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the full Council present, all reports were ordered to be received and placed on file. COMMITTEES: BUILDING & GROUNDS — Committee Chairman Johal reported progress. FINANCE & ADMINISTRATION — Committee Chairman Diaz said the tax collection reminder notices were sent out last week. We also received from the state that the homestead rebates for 2019 will be sent to the tax office in April at which point bills will be adjusted. Also, tax assessor tax appeal deadline is fast approaching, they are due by April 1 any tax payer that has any issues can file a county tax appeal by April 1St and continued progress. Mayor Reiman said to Chief Financial Officer Patrick DeBlasio that he sent over something regarding the Homestead Rebate and the senior freeze. We want to track down what the State Treasurer, see if the senior freeze is still in effect and if there is a method that we can promote that to our residents. FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum reported that two new firefighters have completed the academy of Firefighter 1 & Firefighter 2. One of the new firefighters is currently enrolled in EMT training and is preparing for the national test. The other firefighter is EMT certified. Both new firefighters are currently training beside the Carteret Fire Chief and members of the Fire Prevention Bureau, learning code enforcement and fire safety. They are learning site familiarization, high hazard locations, alarm and sprinkler testing, operation and maintenance. They are simultaneously conducting driver training, EMS training, fire training, strategy and tactics and hose deployment by responding to fire, EMS and service E:3 MARCH 21, 2019 CONT. calls throughout the day. Ladder 1, Engine 2, Foam Tender 1, EMS 2 and EMS 3 are in frontline service. Quint 1, our leased apparatus, is in in- service status, Engine 6 is in reserve status and Ladder 1 is scheduled to go out for annual service April 1, 2019. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman Bellino reported progress. POLICE — Committee Chairwoman Naples reported all of our cadets in the Academy are moving along nicely and are on schedule. Two cars are being outfitted and are ready for delivery, within the next week they should be on the road. PUBLIC WORKS —Committee Chairman DiMascio reported progress. BOARD OF EDUCATION — Committee Chairwoman Naples reported she had the privilege of attending the ribbon cutting at Acelero with Mayor Reiman and Councilmember DiMascio. The program is moving along nicely. We were able to tour and see what is done there on a daily basis. Also, Footloose is being presented at Carteret High School through the drama club tonight, tomorrow and Saturday at 1 p.m. After no further discussion, upon MMS &C by Councilmembers Bellino ADJOURNED & Diaz and unanimous affirmative vote of the full Council present, the meeting was Adjourned at approximately 6:14 p.m. Respectfully submitted, KATHLEEN M.
