UPPER CHARLES TRAIL COMMITTEE

MINUTES
Members present: Bob Snyder, Jane Moran, Eli Post, Ken Parker, Barry Rosenbloom, Eric
Sonnett, Jim Ciriello,
Members absent: Kelly Karp, John Coutinho
Alternate member present: Brian Fitzgerald
Alternate member absent: David Rolinski
Trail warden present: Mike Boelsen
1. Update and comments from town meeting: Eli mentioned the positive comments from
downtown corridor speakers who have been involved with this project. He thought that those
comments helped to achieve the positive vote for the project. The Dog Park debate was discussed
at length.
2. Updates regarding VHB: Phases 8 and 9 still have a few small issues. Phases 10 and 11 have
been combined into one VHB document. This document was accepted by HUCTC subject to the
following language changes:
Identify the starting and ending point of each phase, including the parcel #s
Speak to specific traffic calming measures
Identify any additional uses for the East Main Street town property
3. Liaison reports:
Town Manager – Eric and Jane both endorsed the work that Norman is doing on behalf of
our multi-use trail.
Planning Board – Jane noted that the current Whalen Road development plan includes
none of the HUCTC “asks”, including the break in foundation lines.
Open Space – Ken reported on the Dog park hearing held on May 14. Many of the
attendees were neighbors who were generally opposed to locating the park on the Hughes
property.
Trail wardens meeting – Mike reported that all citizen trail wardens met. Jeff Doherty,
member of the Open Space Committee, declared that HALT “owns” all trail stewards.
The wardens will try to meet twice a year.
4. Bruce Freeman Trail: Deferred.
5. Topics for next meeting:
Status of combining Phases 10 and 11
Status and updates of all Feasibility Studies
6. Draft minutes of the 5/2/18 meeting: Approved unanimously.
7. The public meeting was adjourned at 8:38 PM.
