HomeMy Public PortalAbout04-04-19 AgendaAPRIL 4, 2019 AGENDA MEETING The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting, Thursday, April 18, 2018 was held Thursday, April 4, 2018 at 6:00 p.m., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Mayor Daniel J. Reiman Council President Susan Naples Councilmember Jorge Diaz Dennis DiMascio Ajmar Johal Randy Krum Susan Naples Also noted present were Kathleen M. Barney, Municipal Clerk & Robert J. Bergen, Esq., Law Director. Noted absent was Councilmember Vincent Bellino. The Municipal Clerk stated that the 2019 Annual Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Councilmember Krum. Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present, the Minutes of March 21, 2019 were approved as transcribed and engrossed by the Clerk. ROLL CALL NOTED PRESENT NOTED ABSENT STATEMENT OF MEETING NOTICE SILENT PRAYER / PLEDGE OF ALLEGIANCE MINUTES FOR APPROVAL 1 APRIL 4, 2019 CONT. FIRST READING — ORDINANCE #19 -7 was Introduced and Adopted on First Reading and the Municipal Clerk Authorized and Directed to advertise same for Public Hearing to be held April 18, 2019, Upon MMS &C by Councilmembers Diaz and Johal. Upon Individual Roll Call Vote Councilmembers Diaz, DiMascio, Johal, Krum and Naples Voted in the Affirmative. Councilmember Bellino was noted absent. ORDINANCE #19 -7 ORDINANCE #19 -7 "ORDINANCE PROVIDING FOR VARIOUS SEWER "ORDINANCE PROVIDING FOR VARIOUS SEWER IMPROVEMENTS IN APPROPRIATING $4,800,000 AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF THEREFOR AND AUTHORIZING THE MIDDLESEX, NEW JERSEY, APPROPRIATING $4,800,000 THEREFOR ISSUANCE OF $4,800,000 AND AUTHORIZING THE ISSUANCE OF $4,800,000 BONDS OR NOTES BONDS OR NOTES OF THE OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF ". ORDINANCE #19 -8 was Introduced and Adopted on First Reading and the Municipal Clerk Authorized and Directed to advertise same for Public Hearing to be held April 18, 2019, Upon MMS &C by Councilmembers Diaz and Krum. ORDINANCE #19 -8 ORDINANCE #19 -8 "CALENDAR YEAR 2019 "BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, ORDINANCE TO EXCEED THE MUNICIPAL BUDGET CALENDAR YEAR 2019 ORDINANCE TO EXCEED THE MUNICIPAL APPROPRIATING LIMITS BUDGET APPROPRIATING LIMITS AND TO ESTABLISH A CAP BANK" AND TO ESTABLISH A CAP BANK ". The clerk stated that Ordinance #19 -4 was introduced and adopted on First Reading on February 21, 2019. It was duly published in Home News Tribune on March 21, 2019 with notice that it will be considered for final passage after Public Hearing to be held on April 4, 2019 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. APRIL 4, 2019 CONT. Upon MMS &C, by Councilmember Diaz and Krum and Unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing open. There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Krum and unanimous Affirmative vote of the five (5) Councilmembers present. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #19 -4 "AMENDING ORDINANCE NO. 18 -16 AUTHORIZING THE ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent. Reiman Advertised as Finally Adopted: April 9, 2019 PUBLIC HEARING OPEN PUBLIC HEARING CLOSED ORDINANCE #19 -4 "AMENDING ORDINANCE NO. 18 -16 AUTHORIZING THE ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET" ADOPTED PUBLIC PORTION RESOLUTIONS / AGENDA ITEMS AND NEW BUSINESS A copy of each Resolution was placed on the table for public review OPEN TO THE PUBLIC prior to the meeting in accordance with the Rules of Council and Upon MMS &C, by Councilmembers Diaz and Johal and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions / Agenda items and new Business. There being no comments or objections to the Resolution / Agenda PUBLIC PORTIONS items or New Business, Upon MMS &C by Councilmembers Diaz and CLOSED Krum and unanimous affirmative vote of the five (5) Councilmembers present, the public portion of the meeting was closed. 3 APRIL 4, 2019 CONT. Upon MMS &C by Councilmembers Diaz and Johal all bills appearing PAYMENT OF BILLS on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote, Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. Councilmember Bellino was noted absent. REPORTS & COMMUNICATIONS The Clerk stated that she was in receipt of the following reports & communications: 1. Clerk's Office — March 2019 2. Inspection of Buildings — March 2019 3. Letter from OAC Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the five Councilmembers present all Reports and Communications were ordered to be received, approved and placed BUSINESS TO BE ADDED on file. Business to be added: BUILDING & GROUNDS — Committee Chairman Johal reported progress. FINANCE & ADMINISTRATION — Committee Chairman Diaz reported progress. FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum reported progress PARKS, RECREATION & PUBLIC PROPERTY — In Committee Chairman Bellino's absence, Mayor Reiman reported progress POLICE — Committee Chairwoman Naples reported progress.
