Reiman at 6:00 p.m., Thursday April 18, 2019, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call the following were noted present Councilmember rr u u Vincent Bellino Dennis DiMascio Ajmar Johal Randy Krum Susan Naples Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Law Director. Noted absent was Councilmember Jorge Diaz. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Randy Krum. ROLL CALL NOTED PRESENT NOTED ABSENT SILENT PRAYER / PLEDGE OF ALLEGIANCE The Clerk stated that on January 2, 2019, the 2019 Annual Notice STATEMENT OF MEETING was mailed to The Home News Tribune, The Star Ledger and posted NOTICE on the Bulletin Board January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. 1 APRIL 18, 2019 CONT. MINUTES FOR Upon MMS &C by Councilmembers Bellino and Krum and APPROVAL unanimous affirmative vote of the five Councilmembers present, the Minutes of April 4, 2019 were approved as transcribed and engrossed by the Clerk. FIRST READING ORDINANCE #19 -9 was Introduced and Adopted on First Reading ORDINANCE #19 -10 and the Municipal Clerk Authorized and Directed to advertise "AN ORDINANCE TO same for Public Hearing, upon MMS &C by Councilmembers Krum AUTHORIZE THE and DiMascio. Upon Individual Roll Call Vote Councilmembers ACQUISITION OF Bellino, DiMascio, Johal, Krum and Naples Voted in the CERTAIN REAL Affirmative. Councilmember Diaz was noted absent. ORDINANCE #19 -9 "IN THE COUNTY OF ORDINANCE #19 -10 MIDDLESEX, ADOPTING REDEVELOPMENT PLAN ORDINANCE #19 -9 FOR THE HILLTOP I1 REAL PROPERTY WITHIN THE BOROUGH OF CARTERET ". REDEVELOPMENT "ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY AREA ". OF MIDDLESEX, ADOPTING REDEVELOPMENT PLAN FOR THE HILLTOP II REDEVELOPMENT AREA ". ORDINANCE #19 -10 was Introduced and Adopted on First Reading The Mayor explained that this is for the parking easements. The Mayor explained that this is for the parking easements. P) APRIL 18, 2019 CONT. The Clerk stated that Ordinance #19 -8 was introduced and adopted on First Reading on April 4, 2019. It was duly published in the Star Ledger on April 10, 2019 with notice that it will be considered for final passage after Public Hearing to be held on April 8, 2019 at approximately 6:00 p.m. The Ordinance was posted on the Bulletin Board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmembers Bellino and Naples and PUBLIC HEARING OPEN Unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing open. Mr. Urban asked on the redevelopment, what properties are they? RUDY URBAN Mayor Reiman said we are on #19 -8. You are on resolutions, we MAYOR REIMAN are on the ordinance. There being no further comments or objections to the Public PUBLIC HEARING CLOSED Hearing, Upon MMS &C, by Councilmembers Bellino and Krum and Unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing closed. Upon MMS &C, by Councilmembers Bellino and Naples ORDINANCE #19 -8 ORDINANCE #19 -8 "ORDINANCE TO EXCEED THE MUNICIPAL BUDGET "ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK APPROPRIATION LIMITS (N.J.S.A.40A: 4- 45.14)" AND TO ESTABLISH A CAP BANK (N.J.S.A.40A: 4- 45.14)" was finally adopted. Upon individual roll call vote Councilmembers Bellino, DiMascio, Johal, Krum & Naples voted in ADOPTED the affirmative. Councilmember Diaz was noted absent 3 APRIL 18, 2019 CONT. PUBLIC PORTION RESOLUTIONS / AGENDA ITEMS & NEW BUSINESS APPROVED AND ADOPTED: April 18, 2019 INTRODUCED: April 4, 2019 Advertised as Adopted on First Reading with notice of Public Hearing: April 10, 2019 Hearing Held: April 18, 2019 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: April 24, 2019 A copy of each Resolution was placed on the table for public review OPENED TO THE PUBLIC prior to the meeting in accordance with the rules of council and upon MMS &C by Councilmembers Naples and Krum and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions / Agenda Items and New Business. MR. URBAN Mr. Urban said you appointed Mark Fiore, coordinator for umpires. MAYOR REIMAN Mayor Reiman said aside from the fact that he has been doing it for the last 15 years. COUNCILMEMBER Councilmember Bellino said he has NJSA, he is trained and goes to BELLINO the meetings. Mr. Urban asked if he carries the million dollars in insurance like he MR. URBAN does. COUNCILMEMBER Councilmember Bellino said he should be but he doesn't go behind BELLINO the plate he is just coordinating. MAYOR REIMAN Mayor Reiman said so I could have a clerk do it that doesn't have any qualifications, he schedules the umpires. 4 APRIL 18, 2019 CONT. Mr. Urban asked well I want to know if he has gone to training Mayor Reiman said he wants to point out that this is a clerical position of scheduling umpires, he is not going out there making any calls or being an umpire himself. That is not what this person does for us. Mr. Urban said he understands, he just wants to make sure they are going to be trained. 1510211 MAYOR REIMAN MR. URBAN Councilmember Bellino said he is A coordinator only, whether or COUNCILMEMBER not he is trained, you know that Rudy, for 20 years, you have been BELLINO out there with him. We trained him ourselves. You have seen him in games. But the point is I started this 20 years ago and he took over. COUNCILMEMBER Councilmember DiMascio asked Mr. Urban if he had any problems DIMASCIO with umpires. MR. URBAN Mr. Urban said no. PUBLIC PORTION There being no further comments or objections to the resolutions. CONSENT AGENDA Mayor Reiman then asked for a motion on the Consent Agenda. Resolutions #19 -70 thru #19 -72 were introduced by the Mayor and referred to the council for action. Upon Individual Roll Call Vote Councilmembers ADOPTED Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was noted absent. PAYMENT OF BILLS Upon MMS &C by Councilmembers Bellino and Johal, all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the Affirmative. Councilmember Diaz was noted absent. REPORTS COMMITTEES: A APRIL 18, 2019 CONT. BUILDINGS & GROUNDS — Committee Chairman Johal reported progress. FINANCE & ADMINISTRATION — In Committee Chairman Diaz's absence Mayor Reiman stated continued progress. FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum stated progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman Bellino stated progress. POLICE - Committee Chairman Naples stated the new vehicles are almost completely outfitted and will be on the road in the next few weeks. Everyone is doing well in the academies. They passed their range qualifications. PUBLIC WORKS - Committee Chairman DiMascio stated progress. BOARD OF EDUCATION — Committee Chairman Naples stated the Rambler choir took eight (8) awards in Florida. The Mayor issues the following Proclamation: PROCLAMATION SEXUAL ASSAULT SEXUAL ASSAULT AWARENESS MONTH AWARENESS MONTH WHEREAS, Sexual Assault Awareness Month and the observance of "Denim Day" are intended to draw attention to the fact that sexual violence is widespread and has public health implications for every community member of Middlesex County, including lifelong mental health impact; and 7 APRIL 18, 2019 CONT. WHEREAS, sexual assault, sexual abuse and sexual harassment impact our community as statistics indicate that every 98 seconds, someone in the U.S.A. is sexually assaulted, and every 11 minutes, the victim is a child; and WHEREAS, prevention is possible we must work together to educate our community about what can be done to stop sexual assault — such as by asking , accepting, and respecting boundaries while supporting survivors; and WHEREAS, staff and volunteers of anti - violence and prevention programs in Middlesex County including the Middlesex County Center for Empowerment and Sexual Violence Prevention Coalition encourage every person to speak out when witnessing acts of violence, however small, and to challenge the social constructs that continue to perpetuate a culture of violence; and WHEREAS, the New Jersey Sex Crimes Officers Association and the Middlesex County Sex Crimes Liaison Officers in connection with the Middlesex County Prosecutor's Office are dedicated to ensuring the effective investigation and prosecution of sex crimes in our community through interagency collaboration and training; and WHEREAS, with leadership, dedication, and encouragement, there is compelling evidence that we can be successful in reducing sexual violence in Middlesex County through prevention education focused on increasing gender equity and bystander intervention, increased awareness, and holding perpetrators who commit acts of violence responsible for their actions; and WHEREAS, throughout the month of April, Middlesex County strongly supports the efforts of national, state, and local partners, and of every citizen to actively engage in public and private efforts, including conversations about what sexual violence is; how to prevent it; how to help survivors 0 APRIL 18, 2019 CONT. connect with services; and how every segment of our society can work together to better address sexual violence; NOW, THEREFORE, I, MAYOR DANIEL J. REIMAN, do hereby proclaim April 2019 as SEXUAL ASSAULT AWARENESS MONTH ADJOURNED and that we join anti - sexual violence advocates and support service programs in the belief that all community members must be part of the solution to end sexual violence and encourage the observation of Denim Day on Wednesday, April 24, 2019. After no further discussion, upon MMS &C by Councilmembers Bellino and Johal and unanimous affirmative vote of the five (5) Council present, the meeting was Adjourned at approximately 6:07 P.M.
