This is my request for a public record from your agency. I do this pursuant to Article 1, Section
24 of the Florida Constitution and Chapter 119.07 of the Florida Statutes. I wish to make a
public records request of your agency for the following records:
All records related to Parker Ranspach including any reports, analysis, studies, communications
or any other records created or received since September 1, 2012.
If you contend that any of the records I am seeking, or any portion thereof, are exempt from
inspection or disclosure please cite the specific exemption as required by §119.07(1)(e) of the
Florida Statutes and state in writing and with particularity the basis for your conclusions as
required by §119.07(1)(0 of the Florida Statutes.
Please take note of §119.07(c) Florida Statues and your affirmative obligation to (1) promptly
acknowledge receipt of this public records request and (2) make a good faith effort which
"includes making reasonable efforts to determine from other officers or employees within the
agency whether such a record exists and, if so, the location at which the record can be
accessed." I am, therefore, requesting that you notify every individual in possession of records
that may be responsive to this public records request to preserve all such records on an
immediate basis.
If any records are readily available, please produce those records first without waiting for all
responsive records to be available. Produce the less readily available records as soon as they
are available.
If the public records being sought are maintained by your agency in an electronic format please
produce the records in the original electronic format in which they were created or received. See
§119.01(2)(f), Florida Statutes.

Bill,
I have looked over the attachments and called a friend of mine that works on projects like this. He referred me to Parker
Ranspach who is a landscape architect AND traffic engineer. Parker recently got another project passed in Dania Beach. I
have called Parker, spoke to his wife (also a traffic engineer) and he is to call me back ASAP.
I will keep working on the project but felt that I needed some expert help to know what needs to be done. I have not in any
way committed to Town to the expense of outside experts, but would like to know if that is something the Town would
consider.

I thought of something else that may be considered in these discussions, the Town's Special Act concerning SR
AIA and our planting of Australian pine trees. An 18' clear zone would "kill" the historic canopy in the long run.
I hope that this could be helpful in obtaining such a "variance" along A1A in the Town.
Please let me know what can be done to obtain approval for a 11' clear zone following review of the
attachment.

Not based on past approvals,
In general, clear zone must be maintained for operational and safety benefits to the
traveling public. Any clear zone variance approval in the past would not automatically
justify future clear zone variances. Each Design must be analyzed separately, in terms of
criteria as well as existing safety and operational conditions. If a proposed deviation from
the standard can be justified then the variance could be approved.

I know we have made some exceptions in the past for A1A. Would we permit trees
planted within 11' of the travel way? Here are some items of itests we consider. Se
chain of a -mails between Brett and Bill Thrasher, City of Gulf Stream.
Frangible Trees are permitted within the restricted planting areas, as described in Index 546. At
maturity, frangible trees' trunk must measure 4" or less in diameter, measured at 6" above grade. They
may be placed at 20' o.c.; however, they must be maintained with a minimum of 5' clear trunk, or 5'
vertical clearance above the sight line datum. Some examples of trees that are considered frangible
include:
Cassia /Senna suratensis
Jatropha integerrima
Ptychosperma elegans, "Solitaire Palm"
Conocarpus erectus var.
Krugiodendron Ferrum, Black Ironwood
Senna polyphylla
sericius
Eugenia Spp., "Stoppers"

I want to plant at 11'. This seems to make the wisdom.
So I was correct in my interpretation of the distance, the chart indicate 18'. This makes the corridor additionally
inconsistent. I would like the long range plan to be 11'. Additionally, I can't remember with whom, but this has
been the verbal communication that I have had with the past several years.

I do remember the beatification project within the Town's limits. It was my understanding the trees were
installed (after much negotiation) at their current location by a decision from the Design Office with respect to
an ongoing RRR project.
I would suggest if you want to continue planting at the 11' distance that we get concurrence from our Design
Office so that the "clear zone" requirements are not compromised. Please advise how you want to proceed!

Brett, maybe I am reading this chart wrong, but it seems the clear zone is larger than I thought, 18'. 1 thought it
was 11' and I think that is due to the as -built drawings I have that allowed the Town's previous beautification
planting project at 11' from edge of pavement. Do you remember the highway beautification grant that the
Town received? I have been planning and planting at 11' to mirror that grant improvement.

I need to apply for a variance. Please drive by 1220 NOB. This property is being re- developed. Neighbors do not
want the DOT portion cleared. I am trying to convince them that with a 11' clear zone the austrailian pine trees
can be planted appropriately. It seems like a project worthy of a variance. 18' will "kill" any possibility of making
this a better safety environment and will remain untouched. I have a Commission meeting one week from this
Friday. I need approval quickly or I will need to pull it from the agenda.
If a 11' variance cannot be obtained, then this site along AlA on DOT property will not be changed for the
safety better.

1. This particular property (1220) is especially difficult in that the driveway off of A -1 -A presents an acess
management issue which puts into play clear -sight (index 546) which reduces greatly any planting opportunities.
This is because driveway now services multiple lots.
2. In situations like this and perhaps as an avenue of moving forward in other areas along the corridor, we can
persue 'substituting' trees and adding wherever we can through FDOT maintenance (not District). This keeps the
process site specific to a more local level. However we may find we cant add as many trees as we would like.
3. If we wish to persue a variance, which i have a hearing scheduled january 3, we should perhaps consider a
different site due to the reasons in #1.
4. Richard Creed communicated to me that he would not reccomend a variance be given and doubted Howard
Webb would either. He suggested we have a meet with Jim Wolf prior to variance hearing, which in all likely hood
is impossible before the third. I will discuss later in more detail why a variance is extremely difficult, but anything
is possible.
5. Therefore, I suggest the following ( however 1 will persue any course of action you decide to be most prudent):
We can choose an area anywhere along the corridor and persue a permit through maintenace to remove an
undesireable (or perhaps where one was recently removed) and replace (in same location) with Australian pine.
We continue to build relationship wit fdot maintenace and set a kind -of presedance and continue to add Pines by
obtaining approvals through maintenance.
Meanwhile, lets pick a better suited site, meet with jim wolf, delay variance hearing 1 month and then at that time
determine whether its best to persue variance through FDOT District or keep it more local with FDOT
Maintenance Department on Forest Hill.

On a separate issue, the Town requests that white concrete triangles and buttons be removed from the roadway within
this same distance within our boundaries. These concrete obstacles pop up from time to time and the promise I made,
verbally, was to keep them out of this area for bicyclist's safety. Usually the maintenance contractor will do this if I call
them, but I not sure of their contact information or who your current vendor is.

ROW in most areas and maybe 13' at the most in a very small portion. This obviously makes planting trees at this

Also, on October 11, 1999 1 wrote a letter to Mr. Scott A. Burrie of FOOT that Job #93060 -3506; WPI #4118811; FAP #SE-
642(7) was completed. This project was, as known then, an ISTEA grant of $352,000 for planting mature native tree
species in the Town of Gulf Stream. The as -built drawings seem to show that the approve planting location allowed for a
11' clear zone. Consequently, the Town has aligned itself to that concept since that time.
Parker also indicated that an "Access Management Permit" should have be acquired by the developer from FDOT and /or
is required to alter or add an opening onto SR AlA. It was my understanding, and represented to me by the developer
that such a permit was applied for. As soon as possible I will contact the developer or his representatives to substantiate
the same.

Understood on the timing for a meeting. Please provide, if possible, two dates and time. I am not sure of the Mayor's
schedule.
Also, I know there is a varying distance from the "white traveling line" (layman term), but when I say 11' clear zone, I am
measuring from the edge of road. This works for us. Therefore, the actual distance can be 1 -3 feet wider or 12 -14' from
travel line. If there is any wiggle room I hope this might achieve everybody's reasonable objective and thus avoid further
cost /time /energy.

Parker and I discussed the Town's request for tree plantings along A -1 -A within the
existing FDOT R /W. Our discussion included a possible landscape buffer opportunity
within the development at 1220 NOB, outside of FDOT ROW. He stated the Town's
interest in planting within the R/W which would also be within the existing clear zone for
AlA.
Secretary Wolfe is on vacation until January 2nd so am unable to verify his schedule at
this time. Could we tentatively set up a meeting with the Secretary for the second week
of January? That will give his administrative assistant time to organize the meeting date
and location.
Please let me know if that works for you.
