A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE MAYOR TO APPROVE A SUBRECIPIENT AGREEMENT
BETWEEN THE CITY AND THE LOS ANGELES GATEWAY REGION
INTERGRATED REGIONAL WATER MANAGEMENT JOINT'POWERS AUTHORITY
AND AUTHORIZE. APPROPRIATION FROM UNAPPROPRIATED SEWER FUND
(FUND 6401) TO THE STORM WATER PROGRAM DIVISION
WHEREAS, on December 28, 2012, the Waste Discharge Requirements for the
Municipal Separate Storm Sewer System (MS4) Discharges within the Coastal
Watersheds of Los Angeles County (Order No. R4- 2012 -0175) became effective; and
WHEREAS, the municipal discharges of storm water and non -storm water by the
Los Angeles County Flood Control District, the County of Los Angeles, and 84
incorporated cities within the coastal watersheds of Los Angeles County with the
exception of the City of Long Beach became subject to waste discharge requirements
as set forth under Order No. R4- 2012 -0175; and
WHEREAS, the Los Angeles Gateway Region integrated Regional Water
Management Joint Powers Authority (GWMA), on behalf of the Cities of Bell Gardens,
Downey, Lynwood, Norwalk, Paramount, Pico Rivera, Santa Fe Springs, Signal.Hill,
South Gate, Vernon and Whittier pursued a Proposition 84 Grant Program to implement
LID Best Management Practices (BMPs); and
WHEREAS, GWMA was successful in obtaining a Proposition 84 grant in the
amount of $1,073,819; and
WHEREAS, the grant award will help prevent stormwater contamination of
surface waters by the installation of Low Impact Development Best Management
Practices (BMPs) to treat stormwater runoff., and its associated metals throughout the
eleven cities, Bell Gardens, Downey, Lynwood, Norwalk, Paramount, Santa Fe Springs,
Signal Hill, South Gate, Vernon and Whittier; and
WHEREAS, the City will use its grant share of $146,420 to install three (3) tree
box filters and ten (10) Bioretention Tree Wells.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the City Council authorize the Mayor to execute the
"Subrecipient Agreement Between the -City of Lynwood -and the Los Angeles Gateway
Region Integrated Regional Water Management Joint Powers Authority" in a form
approved by the City Attorney.
Section 2. That the City Council authorize the following appropriation:

Section 3. That the City Council authorize the carryover of unspent funds to
the subsequent fiscal year.
Section 4. That this Resolution shall go into effect immediately upon its
adoption.
