I wish to make a public records request of your agency for the following records: Any memo related to 2538 Avenue Au Soleil for the Town of Gulf Stream. If you contend that any of the records I am seeking, or any portion thereof, are exempt from inspection or disclosure please cite the specific exemption as required by §119.07(1)(e) of the Florida Statutes and state in writing and with particularity the basis for your conclusions as required by §119.07(1)(f) of the Florida Statutes. Minor, AICP DATE: October 31, 2012 RE: 2538 AVENUE AU SOLEIL - 1,119.9 square foot addition 7.0 k I da STUDIOS Urban Planning and Design Landscape Architecture Communication Graphics At the request of the Town, I have reviewed the proposed 1,119.9 square foot addition to the existing home at 2538 Avenue Au Soleil. The existing house was built in 1977, according to Palm Beach County Property Appraiser records, and is located at the southeast corner of the Place Au Soleil subdivision. The pie- shaped lot is approximately 22,274 square feet (0.51 acres) in size and is located within the Town's RS -P (Residential Single Family -Place Au Soleil) zoning district. Like much of Place Au Soleil, the house features the Gulf Stream - Bermuda architectural style. The applicant is seeking approval for a 1,119.9 square foot addition to the existing 4,614 square -foot, one - story, house. Below is a summary of the proposal's compliance with the applicable zoning regulations. Analysis and Review Section 70 -107. Additions and rehabilitations, and replacement of existing features. is the section of the Town's Code which applies to the review of improvements to existing homes. This section provides several criteria in which new additions and renovations must comply. This criteria includes, in part, the following (Section 70- 107(b)(1) -(3)): 1) For existing homes identified as having one of the styles of architecture described in article VII of this chapter, the design of the addition or rehabilitated portion shall conform with all standards found in that article for the particular architectural style, unless the style of the entire structure is to be changed. 2) The design of the addition or rehabilitated portion shall match the design of the rest of the existing structure as closely as possible, unless the overall design of the entire structure is to be changed. 3) The design of the addition shall represent a logical extension of the existing structure in terms of location, form, mass, design and use of design elements. As stated, the home's architectural style is Gulf Stream - Bermuda. The proposed removal of the brick fagade and the renovation of the front entrance are both consistent with the architectural style. However, there are several features which are inconsistent with this style and noncompliant with the criteria listed above. These are: • The addition of the two bedrooms on the northeast side of the home does not represent a "logical extension of the existing structure (Section 70- 107(b)(3) " as the addition does not align with the current building plane, creating a "bump - out" on the home's northern fagade. • Section 70 -237 of the Gulf Stream Design Manual indicates that the preferred building form for Gulf Stream- Bermuda style homes is a "simple rectangular configuration." In addition, "Complex fagade treatments (excessive multi -layer stepbacks)" are a discouraged building form. The proposed additions create new wall planes from the existing T- shaped configuration. For example, the proposed improvements create four stepbacks along the southwest corner of the home. • Section 70 -101 of the Design Manual addresses the types of windows preferred, discouraged and prohibited. Preferred windows in the Town "use muntins to divide glass into unified sections of four square feet or less." Windows with areas of undivided glass larger than eight square feet between 25 and 50 percent of the total window openings within an elevation is discouraged. The submitted elevations do not indicate any muntins and provide for multiple windows with more than eight square feet of undivided glass. Mr. William Thrasher 2538 Avenue Au Soleil Addition October 31, 2012 Page 3 It is recognized that the existing configuration and orientation of the house on the pie - shaped lot creates challenges in placing additions to the home while adhering to the required setbacks. It is also recognized, as the applicant has indicated, that irregular - shaped lots may require different design solutions. However, it should be noted that the list of homes provided by the applicant as examples of "irregularly" shaped homes in the Place Au Soleil largely consist of homes built prior to the adoption of the Design Manual or homes featuring other architectural styles. Recommendation As indicated above, the submitted plans for the addition at 2538 Avenue Au Soleil is not compliant with the Town's Design Manual. The three issues identified above should be addressed prior to approval being issued. If the referenced noncompliance cannot be sufficiently addressed, the only recourse is to seek a variance from the Town's Design Manual. If this approach is taken, the applicant will need to address the requirements of Section 66 -150 through Section 66- 157.
