HomeMy Public PortalAboutP&RAC Minutes 1998 04/06PARKS AND RECREATION ADVISORY COMMITTEE MINUTES -April 6, 1998 I. ROLL CALL AND CALL TO ORDER Chair Grote called the meeting to order at 6:05pm. Committee members Scotty Davenport and Kirk Hall were present. Committee members Kerry Greene and Dave Faurot were absent. Chair declared a quorum. Also present were Director Peckham and Gerry Anthony. II. NEW BUSINESS Hall made a motion to adopt the minutes with the correction of Hall was absent on the March 9 meeting. Davenport seconded and the motion carried unanimously. Anthony discussed the park reservation proposal for the SOTAR raft races in McCall. The event would be called the McCall Riverfest and held on May 30 & 31. He is requesting the use of Riverfront Park. Anthony would like the fees waived and camping allowed at the site. The reasons being, this is a new event and would help to offset the cost and camping would create a "riverfest atmosphere". Hall stated there is no camping in city parks because it is a city or- dinance. Chair Grote had concerns on waiving fees because it would set a precedent for further events. Hall noted that special event fees can be negotiated with city staff. Chair Grote informed Anthony he can talk to the City Manager and Director Peckham on the fees and City Council to request camping. Hall suggested that the motion be made to approve the event without mentioning the fees and camping. Chair Grote disagreed with Hall and her opinion is that city council wants to hear the committee's opinion on all aspects of the request. Hall made a motion to approve the request contingent upon it's conformance with ci_ty code and contingent on a parking plan approved by Chief Donica. Davenport seconded. Hall and Davenport voted yes and Chair Grote voted no. The motion carried. Chair Grote wished to note that her no vote was based on her opinion that waiving fees sets a bad precedent and contributes to inconsistent policy. She has no trouble with the event herself. Chair Grote began discussion on funding strategies for the parks and rec- reation master plan. Hall mentioned there is a funding opportunity for the bike maps and kiosks through the REI, Boise store. Chair Grote requested Director Peckham to contact Faurot on pocket parks. Chair Grote noted there are no city staff members assigned to grant funding research. Hall made a motion to City Council to direct City Staff to contact REI on the grant concerning funding for bike route maps and kiosk. Chair Grote sec- onded and the motion carried unanimously. Davenport began discussion on funding for Riverfront Park. Davenport noted the meeting for April 8 was canceled and he was not informed. Director Peck- ham informed the committee there was a scheduling conflict and the City. Man- ager would reset the meeting time. Chair Grote requested an update on the sur- vey for Riverfront Park and a meeting time for the open house from the City Manager. Director Peckham will E-mail the City Manager on this concern. Chair Grote talked about the Art Roberts redesign and met with the Downtown Committee on street landscaping. The Committee had never seen the plans and was very excited about the idea. Chair Grote feels that the Art Roberts park re- design should be included in the downtown street-scaping project. Chair Grote will draft a funding plan when all information is gathered. Chair Grote re- quested Director Peckham to get information on the Phillips Petroleum grant on parks beautification. Hall began discussion of the Idaho Water Resource Board and their request to designate the area around Riverfront Park as a protected segment. Hall informed the committee the staff member from Idaho Water Resource Board would be willing to talk to the committee on this topic. Chair Grote recommended to re- view the document handed out by Hall and asked all members to review the in- formation for the May meeting. Chair Grote began handed out a proposal to improve the Airport Park by the Master Gardeners. The plan is to xeriscape the park with an alpine theme. It will take two years to complete with minimal funding from the city. Chair Grote made a motion to adopt the plan and time frame for the project, Davenport seconded and the motion passed unanimously. Director Peckham informed the committee that the Arbor Day tree grant could be used for funding for the Airport project. The $150.00 grant received for this year will be used to replant trees that died at Legacy Park. Chair Grote informed Director Peckham to contact Gus~ Laidlaw on tree selection and she would help plant the trees. Chair Grote informed the committee the Council adopted the Bi- cycle Master Plan. Discussion began on the Junior Olympics and the tremendous success of the event. Davenport wanted to congratulate Director Peckham for his time and ef- forts for supporting the event. Director Peckham informed the committee the pump out station grant for boats has a good chance for approval. Hall said that as a member of the Payette Water Quality Council, he wanted to commend Peckham for saving the city a great deal of money on the design of the pump out station. Hall made a motion to City Council to commend Director Peckham for all hi.q work on the Junior Olympics and pump out stations and to place the letter into his personnel file. Davenport seconded and the motion carried unami- ously. 2 IV. NEXT MEETING The next meeting was scheduled for May 18, 5:00 p.m. The agenda for the next meeting is the Idaho Water Resource Board river designate of protected status for the portion that borders Riverfront park. The following is a concept description and projected timetable for the project. Specific site plans will be drawn and submitted to the city once the snow melts and we can get contour and soil informa- tion from the site. Concept: This site, at the entrance to the city, should be landscaped as an "entry" garden. It doesn't lend itself to public use, except as it is viewed from the street, so no public use areas are proposed. · It should have a theme that relates to McCall. · It should have a location for some type of welcome sign. · It should promote the city's desire to see its citizens use water conservative landscaping. · It should promote the city's desire to see its citizens install landscapes that require minimal amounts of fertilizer and chemical treatments. The landscape we propose will carry a strong alpine theme. The site is harsh. It's in full sun bordered by acres of concrete. There is a lot of gravel on the site from snowplowing the highway. Many native alpine rock plants and shrubs should do well on the site with only a small amount of regular irrigation in the hottest part of the summer. We will be researching a plant selection that will also tolerate high levels of carbon monoxide and the salts that are sometimes used on the highway in the winten The features we plan to incorporate into the garden: · An alpine river bed with shallow catch basins to make it appear to be a running stream on days when it rains or when the garden is irrigated. · A site for an entrance sign. Timetable: The garden will take two seasons to complete. Spring 1998: We will apply a heavy mulch to organically compost the existing grass and make use of it's nitrogen fertilizer value. This composting process takes a full season and while it is slow, it is a far more environmentally sensitive method than using chemical grass killers. The mulch will be covered with an attractive top dressing so it won't be an eyesore. Summer 1998: We will install the alpine riverbed and impro_v,_e contour where necessaw. We will also stockpile plant starts for other perennial gardens in the city s pa,r~ system and prepare a shopping list of native shrubs and trees to submit to the city to fund in FY 99. Spring 1999: The garden will be planted. Budget: The landscape can be accomplished with almost no capital budget at all. The expenses involved are these: · We will need the city's road crew to stockpile rocks for the alpine riverbed and we will need no more than one day of a backhoe operator's time to help us place them. · We will submit incidental expenses for the potting soil and fertilizer we will need to collect plant starts from other park sites. · We may need a small amount of topsoil to complete the contours. · We will expect the site's existing irrigation system will be maintained in good repair and will ask for repairs to be made if necessary. · We will get as far as we can using the city's existing plant inventory, but we will need an appropria- tion or grant funding for a few native trees, shrubs and plants. An exact figure will be submitted in time for FYi99 budget consideration. · The city or some other civic organization will have to supply the sign. Because membership in the Valley County Master Gardener program changes annually, we cannot make commitments beyond the actual construction of the landscape. Once completed, the city will be responsible for maintenance. Native plantings are generally easy care. We anticipate that the city's maintenance and irrigation costs for that site will be far less than they will be if the site is left as lawn. The Idaho Water Resource Board is currently entering a process to update its Payette River Basin Comprehensive State Water Plan. One authority of the Board is to designate segments of the fiver as protected. The impact ora protected designation is to limit future development in or diversion of the fiver segment. With the development of Riverfi:ont Park before us, it would appear timely to recommend that the City of McCall request protected status for a portion of the North Fork of the Payette sufficient to protect the visual and recreational values of the fiver at the Riverfi'ont Park site. The specific designation would be a recreational segment. In that case, the Board would determine what activities of the following listing would be prohibited: a) construction or expansion of dams or impoundment's; b) construction ofhydropower projects; c) construction of water diversion works; d) dredge or placer nfining; e) alterations of the stream bed; and f) mineral or sand and gravel extraction within the stream bed. This designation would not limit repair and replacement of the existing bridge across the river and, if needed, the Board could specifically exempt the bridge fi:om the prohibition. In addition, the City could request that any work in the fiver to complete the park be exempt. Resolution: The Parks and Recreation Advisory Committee recommends that the City of McCall request the Idaho Water Resource Board consider protected status for a segment of the North Fork of the Payette downstream fi:om the outlet of Big Payette Lake, sufficient to protect the visual and recreational values of the Riverfront Park site. Federal: Congress is currently undertaking the reauthorization of the Intermodal Surface Transportation Efficiency Act. The Senate passed a version on March 12 and the House is presumed to act shortly. Funding for bicycle pathways is expected to increase. Under extensions of the current ISTEA, Enhancement Funds have been provided to each state. These funds support such projects as scenic byways and bike pathways. Proposed activities for Calendar year 2001 were due into IDOT by March 30, 1998. The next anticipated opportunity will be next year for projects for calendar year 2002. Contact: Mark T. Priority for these funds has been for projects in backcotmtry locations. There may be an opportunity here for tying in the City's pathway system with one or more mountain bike routes in the surrounding countryside. Applications can be made by a fixed date monthly until October 10. Funds from this source could be used to produce pathway maps and kiosks. The Boise REI store manager is willing to help and advise. Quality Outdoor Gear and Clothing Since 1938 The Community Recreation Grants Program is focused on: · Reinforcing REI's commitment to the communities in which we do business. Supporting recreation opportunities linked to these five muscle-po~vered recreational activities: climbing, camping/hiking, bicycling, paddling, winter sports. Influencing public policy on initiatives of strategic importance to the recreation interests of REPs members, employees and business. Specifically REI awards grants to non-profit organizations for: 1. Outdoor prog-rams that increase access to outdoor activities and/or encourage involvement in muscle-powered sports for all people. Outdoor prog-rams that promote safe participation in outdoor muscle-powered sports. Education-based progams for all ages that address specific safety issues and proper care for outdoor resources. 3. Progams that offer outdoor muscle-powered recreational opportunities for children who would not otherwise have the opportunity to gain experience or skills in the outdoors. How to be considered: T/tis grants program will be increasingly conlpetitive in 1998 and you are encouraged to subnlit a proposal only if your progranl or project fits well within the guidelines. Because REI is a cooperative with lean staff to nlanage the grants progrant, and due to the enormous volume of requests, we cannot answer blquiries about the appropriateness of your potential proposal or the status of your p~nding proposal.
