CALL TO ORDER Mayor Kelley called the meeting to order at 6:33 p.m. in the Council Chambers of the Richland Hills City Hall, 3200 Diana Drive, Richland Hills, Texas. Counril.members Present: Pat Watkins, Reta P. Kaastad, Horace Hami]_ton, Larry Wilson, and LaRue Wall. City Staff Present: City Secretary Terri Willis. At this time, Mayor Kelley recessed the Special Meeting of the Richland Hills City Council into Executive Session in the Council Conference Room at 6:34 p.m. 2. EXECUTIVE SESSION Mayor Kelley convened the City Council into Executive Session • at 6:39 p.m. to discuss the following item: A. Co_n_sideration of Entering into Executive Session in Accord with Chapter 268, Section 551.074 of the Texas Government Code to deliberate the matters concerning a public officer or employee, specifically, position of City Manager. Mayor Kelley adjourned the Executive Session at 7:45 p.m. B. Consideration of Final Action, Decision, or Vote on a Matter Deliberated in Executive Session in Accord with Chapter 268, Section 551.102 of the Texas Government Code. Mayor Kelley reconvened the Special Meeting in the Council Chambers at 7:51 p.m. to consider action on the item discussed in Executive Session. Mayor Kelley explained that City Manager Hughes had previously submitted his resignation to be effective August 1, 1995, and the Council. was unanimously in favor of employing Mr. Jim Quin as the Interim City Manager. • MINUTES OF THE RICHLAND HILLS CITY COUNCIL • SPECIAL MEETING JUNE 22, 1995 PAGE 2 MOTION: A motion was made by Mayor Pro Tem Wilson, and seconded by Councilmember Watkins, that the City employ Mr. James Quin as the Interim City Manager at an annual salary of $46,500, with a $350 car allowance, and with the same benefits he currently receives; and that the effective date of the position of Interim City Manager be August 1, 1995, and the effective date of the increase in salary be July 1, 1995. Councilmember Hamilton explained that the salary increase was made effective one month prior to the effective date of the change in title, due to the preparation of the FY 1995-96 budget, and the Council's decision to have Mr. Quin take the lead in the budget preparation at this time, in order that he would be familiar with all aspects of the budget. VOTE ON • MOTION: The motion unanimously carried. Mayor Kelley advised there being no other business to come before the Council at this time, declared the Special Meeting adjourned at 7:55 p.m. APPROVED: G C. F.
