Yes, there are public comments on the project made at the June 24 meeting, I’ve attached what I
was given via a public info request (I combined 4 pdf’s into 1). I agree that these should be in the
records section too. FYI, 1 of the pdf documents in that section now will not open.
Diane, I certainly appreciate the process that you are now leading at the City related to designating
this area as an Area of Critical Concern. I appreciate that the designation was made and that it’s the
first time the City and Planning Office has done this. It’s a learning curve for all of us. My comments
are intended to be supportive and made to support the process.
In that context, I would like to make 2 suggestions (these will also be included in my public
comments):
1. that the timeline at the bottom of the final page of the proposed Scope be removed from the
Scope. It’s a timeline and may be appropriate for another entirely separate document for use,
but it’s not appropriate to be in the Scope itself.
2. that the City plan on at least 30 days for review of the EA, then have a public hearing at an
appropriate time thereafter. Typically, an EA has at least this time for review, and I have seen
EIS and EA documents that have had much more time to review.
Given that Pine Creek Ranch would be the largest development in the City’s history, and that this is
the first area the City has designated an “Area of Critical Concern”, at least 30 days to review the EA
is reasonable and appropriate. My neighbors and I will need time to review the many consultants’
reports that should accompany the EA, and our professional advisors will need time also. The Pine
Creek Ranch proposal affects all McCall taxpayers and everyone needs time to become aware of the
development proposal, digest all the information and provide useful and productive public
comment.
This is a “first” for all of us, and it will set precedent for the future, so I strongly feel it’s important to
carefully and slowly go through this process together, publicizing it all as much as possible along the
way. The end result will be smart and better decision making, at least that’s my hope.

The only communications that I am aware of are the comments received by the city council on the
resolution regarding designation as an area of critical concern, and earlier correspondence from the
Homeowner’s Association regarding access and other issues of importance to them. I am sure the
applicant and their consultants have generated engineering and traffic studies, but they have not
shared them with the City. d.

Everything I have in our file system to be custodian of is in there. Without an application filed the
amount of information available to the City is limited to what is provided to us by the Pine
Creek/Park Point group.
If you have documents pertaining to the matter that you do not see in the web portal, I’m happy to
add them to the files if you can provide them to me, which would make them part of the Public
Record.
I’ve included Diane Kushlan, the point contact on this for the city, in case there is any further insight
than the information on the AOCC webpage that she can provide, as well as be made of aware of
your concerns.
We’ve added the correct date for public comment to the comment button on the webpage.

Thx and you do realize that the website page is incomplete, there is basically nothing under the
category “public records search”?
Perhaps this is all occurring in a bit of a haste???
Inaccurate dates, inaccurate publication info, background info, etc.
Incomplete delivery of relevant documents?

Here is the Notice that came from the City directly, but was on Page 13 of the paper. We will have to
see how August 5th became July 31st in the larger story.
I have to run out to a site visit but will provide any other documents I find when I return to the
office.
