CALL TO ORDER Mayor Kelley called the meeting to order at 11:04 a.m. in the Council Chambers of the Richland Hills City Hall, 3200 Diana Drive, Richland Hills, Texas. Councilmembers Present: Pat Watkins, Reta P. Kaastad, Larry Wilson, and LaRue Wall. Councilmembers Absent: Horace Hamilton City Staff Present: Interim City Manager James Quin, City Secretary Terri Willis, and City Attorney Paul Wieneskie. At this time, Mayor Kelley recessed the Special Meeting of the City Council into Executive Session at 11:05 a.m. 2. EXECUTIVE SESSION • Mayor Kelley convened the City Council into Executive Session at 11:10 a.m. in the Council Conference Room to deliberate the following matter in accordance with Chapter 551 of the Texas Government Code: Section 551.071, Consultation with City Attorney. Mayor Kelley adjourned the Executive Session at 12:12 p.m. 3. RECONVENE SPECIAL MEETING Mayor Kelley reconvened the Special Meeting of the City Council at 12:14 p.m. in the Council Chambers to consider action on the item discussed during Executive Session. Section 551.071, Consultation with City Attorney. Mayor Pro Tem Wilson stated that the reason he had called for a special meeting was because it had been brought to his attention that more than one Richland Hills' citizen was aware of the discussion that took place regarding the property acquisition during the Executive Session held on August 29, 1995, and stated that was a violation of the Texas Government • Code Section 551.146. Mayor Pro Tem Wilson further stated that the trust of the City Council and the trust of all the citizens, and the business conducted during Executive Session MINUTES OF THE RICHLAND HILLS CITY COUNCIL SPECIAL MEETING SEPTEMBER 5, 1995 PAGE 2 3. RECONVENE SPECIAL MEETING (cont'd.) had been placed in jeopardy. Mayor Pro Tem Wilson requested the City Council to direct City Attorney Wieneskie, along with the Tarrant County District Attorney, to conduct an immediate investigation of this unlawful disclosure. For the record, Mayor Pro Tem Wilson advised that the persons attending the subject Executive Session were as follows: Councilmembers Larry Wilson, Horace Hamilton, Reta Kaastad, Pat Watkins, and LaRue Wall; City Secretary Terri Willis, Interim City Manager Jim Quin, and Mayor C. F. Kelley. Mayor Pro Tem Wilson stated if this matter did not receive an immediate investigation, he felt Executive Sessions should not be held in the future, and all City business should be conducted in open session. Mayor Kelley advised that the City Council had decided not to take any specific action on this item at this time. 4. ADJOURN • There being no other business to come before the City Council at this time, Mayor Kelley declared the Special Meeting adjourned at 12:16 p.m. APPROVED: C. F.
