HomeMy Public PortalAbout19310311SCMeetingSavannah Beach, Tybee Island, Ga., 1 March 11, 1931 153 A special meeting was called for today for 4 p. m. but was not held N due to the lack of a quorum but as Mayor Gamble had requested the following gentlemen to attend same he proceeded to take the matter up for which the meeting was called, Councilmen Cann and Horovitz being in attendance, a1so.Col. Earl M. Wilson, Comm. officer at Fort Screven, Capt. Hammond, Maj. Dent, Mr. A. P. Solomon Sr., Mr. A. P. Solomon Jr., and Mr. C. F. Powers. The Mayor informed Council that his reason for calling the meeting was that Council could hear plans suggested by Col. Wilson relative to fire protection on the Island, he then asked Col. Wilson to state his plans, Col. Wilson said that Savannah Beach needed and should have some method of fire protection and that he would like to help just as much as he possibly could by offering the Post Fire Dept for using in emergency he said that he had sounded Corps Area Hdqrs., and felt that it could be put through, the plans would place at the disposal of the Town a complete fire fighting outfit consisting of two fire engines and a source of approximately 250 men who are drilled in fire fighting methods, he said that he had discussed the matter with Mr. Solomon Jr., relative to connecting the Town water lines with that of the Post -- -The Mayor asked Mr. Solomon Jr., if the mains of the Town would take care of the increased pressure - - -Mr. Solomon Jr., said that he could give eighty pounds pressure maximum - - -Mr. Solomon Sr., suggested the Town should two or three hands reels for hose that would take care of the opening besides the opening of the Fort Screven equipment -- -Col. Wilson said that he could speak with authority but he was sure that he could make connections to the mains of the Tybee Waterworks Co., said that the Post was at the disposal of the Tybee Waterworks Co. in anything that he was glad for the opportunity to come before Council and explain his purpose - - -Mr. Solomon Sr., asked how far it would necetbate running lines to Tilton Avenue - - -Mr. Solomon Jr. approximately 1040 -3 inch lines -- -:Col. Wilson asked the Tybee Waterworks Co. to run 2 -3inch lines - - -Mr. Solomon Jr. yes -- -The Mayor said that after the two lines were connected what was expected of the Town - - -Mr. Solomon Sr. method of expense would have to be connection of all it should be worked out to mutual advantage of both - -- -Col. Wilson with an additional supply of 250 gallons of water available for fire purposes it should lower insurance rates - - -Mr. Powers it would be necessary for Island to be over looked and land surveyed to ascertain element of fire protection- - Mr. Solomon Sr. asked the Mayor what he thought of the plan- -Mayor he favored it---Mr. Solomon Sr. the Town would have to pay part of the expense of connecting lines to Fort Screven mains, the Tybee Water- works Co. would provide necessary outlets at the Towns expense, he asked Mr. Powers if the insurance company would consider Fort Screven with its facilities as an efficient firefighting orginazation - -- Mr. Powers that it would have to be connected through, suggested that the Mayor write the Southeastern Underwriter Association to ascertain if the plans if carried out it would have on insurance - - -Mr. Solomon Sr. the cost of laying pipes to connect with the Fort Screven mains amount to approximately 3518.00 -- -Col. Wilson said that it would re- quire about 1200 feet to connect the mains of the Post with Tybee Waterworks Co. - - -Mr. Cann give the Tybee Waterworks Co. the right to run main with out cost to the Town---Mayor Gamble one -half of east of pipe :borne by the Town it would be money well spent, he felt it would 154 be perfectly safe to agree to it, and as he understood it the Town and the Tybee Waterworks Co. will unite to mutual intErests--- Mr. Solomon Jr. the laying of the pipe would necessitate the use of convict labor---It was the sense of the meeting that Lne plans were very good and it was decided that a resolution would be drawn and submitted to the next meeting of Council. • Clerk Council Mayor Savannah Beach, Tybee Island, Ga. April 3, 1931 The regular meeting of Council was held today at 4:p. m. and was attended by Mayor Gamble who presided and Councilmen Logan, Farr, Horovitz and Cann also Town Attorney McIntyre. A petition was presented by Mr. Walter McNeill requesting that certain streets deeded by him to the Town in 1924 when he was developing his subdivision in the neighborhood of tenth street between Butler avenue and the Strand, but conveying back to him, after discussing the matter it was decided to refer same to the Town Attorney for his opinion, Mr. Horovitz made a motion that this be done also giving the Town authority to handle the matter and draw up the necessary papers, this was sec- 40 onded by Mr. Farr and the on passed. Mr. Logan suggested having a sanitary officer at Savannah Beach, but after quite a bit of discussion it was decided to investigate the matter more throughly before taking any action. A memorandum was read from the Tybee Waterworks Company notifying the Tc,wn that it would be necessary to increase the charge for water supply furnishing the Town for the coming year, the Tybee Waterworks Co., now charges approximately 4200.00 whereby the increased amount is for 4300.00 per year, probably in monthly payments of $25.00---Mr. Logan said that it was unreasonable and suggested that the Town put in its own well, and then it could get all the water it needed at much lower figures, he stated that their is a man on the Island now who is sinking several wells for private owners so the Mayor suggested that he handle the matter with this party and ascertain what the cost would be to sink a well for the Town. The Mayor read a letter from L. P. Maggioni & Co., relative to oyster shells to be used the coming year and he stated that if the Town con- templated purchasing any shells the order should be placed at ance as there is a shortage of oyster shells this year, the Mayor stated that the Town would need about 30,000 bushels and that they could be bought . for the same figure as paid last year---Mr. Horovitz made a motion that three loads of shell be bought which was seconded by Mr. Logan and the motion passed.
