Staff Members Present: Kurt Wolf, Welcome- Terry Edvalson, vice -chairperson at 6:07, called Meeting to order. Public Comment- No public comment Agenda Review & Updates- None Introduction of Guests: No guests Review Minutes: May 19, 2021, minutes were reviewed, motioned, and seconded by Paul Christensen. Business: 1. LOT and CIP updates: Kurt reported that of the 5 proposals sent to LOT four were approved. P&R was grateful for the generosity of the LOT commission. The sidewalk maintenance proposal that was accepted enabled P&R to maintain staffing that serve in multiple roles for the department and provide a valuable service to the downtown core. The one proposal not accepted was funding for the P&R Master Plan. The advisory committee encouraged Kurt to pursue this priority! Good news, Terry Edvalson has volunteered to donate 8 hours a week to assist Kurt in the beginning of the master plan process. Terry has prior experience in these matters. Kurt is optimistic that in the CIP process that the City Council will approve funding for the Master Plan. 2. Personnel: TJ, "Terrance" has resigned his position with P&R. TJ served dual roles in the department with mechanic operational skills as well as assisting Tara in recreational programming. Kurt is optimistic that a returning seasonal worker might fill TJs role, at least a portion of TJ's job description. Staff have been working hard keeping up with the departmental routine work but capital improvement projects, city development projects, and the summer season have added stress. Kurt said that once the Brown Park Project is complete, he wants the department to refocus on maintaining and improving and maintaining existing parks and programming. 3. Waterfront Project & Brown Park- Contractors are beginning this next Monday. Funding seems adequate for now, but the hoped -for funding surplus has evaporated. Kurt will be spending more time on the site to cut down on engineering costs and hopefully move the project along more quickly. The Marina walkway to replace the log breakers is in process and on schedule. The Shore Lodge and P&R have a MOU related to the docks being donated to P&R. 4. Recreation Department & Programs - An update on the P&R summer programs was provided. All programs are at capacity and seeming manageable by Tara and her staff. The committee was grateful to Tara, Kurt and others who are managing these valuable programs. 5. Parks Department Relocation- Kurt gave a brief update. It is a tough time to be scheduling a building remodel project. Costs are elevated. Supplies are low and unpredictable. Contractors are short of labor. The timetable for moving the P&R shop has been delayed. Some have suggested looking for a new site. Kurt and the city manager are not in favor of starting the new relocation process. There are currently lots of moving pieces. Stay tuned. 6. River Front Park. Kurt did a screen share of the dream stage planning that is happening for a river front bike and hike section along the Payette River beginning at the River Front Park and crossing the rive a few miles downstream on a return trail/path to the city core. There are many incremental steps involved, but there are optimistic signs. There was LOT grant for a portion of this path funded for the Payette Land Trust and this elevates its importance to P&R. 7. Next agenda items: master plan, staffing, P&R building maintenance relocation as well as the normal updates. Kurt will bring a CIP priority list to the next meeting. 8.
