In Person Participants: Cleric Marjorie McGinnis (Acting Chair for this meeting), Deputy
Assessor James Gallagher, Senior Department Assistant Sara Acheson
Remote Participants: Chair Howard Hayes, Vice Chair Susan Barker,
Call to Order: Ms. McGinnis called the meeting to order at 4:37 pm.
Declaration of a Quorum: A quorum was present. Members were participating in person and
remotely and confirmed that they could hear each other.
Meeting Participation Statement: Mr. Gallagher read the following meeting participation
statement: Pursuant to Chapter 107 of the Acts of 2022, this meeting will be conducted in person
d via remote means, in accordance with appli
ancable law. This means that members of the public
body may access this meeting in person, or via virtual means. In person attendance will be at the
meeting location listed above, and it is possible that any or all members of the public body may
attend remotely. No in-person attendance of members of the public will be permitted, and public
participation in any public hearing conducted during this meeting shall be by remote means only.
Mr. Gallagher was monitoring the public comment/question email address and confirmed that no
questions or comments had been received.
Report of the Deputy Assessor:
FY2023 tax bills were issued October 3, 2022 and the deadline for abatement applications is
November 2, 2022,
Classified Land Applications (Chapter 61, 61A, 61B):
Mr. Gallagher presented a Classified Land renewal application for Robert Allard (Estate of) at
Eldridge Road/Western Eagle Cartway and recommended approval, Ms. McGinnis recused
herself from this item, Mr. Hayes made the motion to approve the application. Ms. Barker
seconds the motion. Roll call vote: Hayes- aye; Barker- aye; motion approved unanimously (2-0-

Review and approve Regular Session Meeting Minutes: September 21, 2022 and October
12, 2022

Ms. Barker made the motion to accept the Regular Meeting Minutes for September 21, 2022 and
October 12, 2022. Ms. McGinnis seconds the motion. Roll call vote: Hayes- abstain; Barker -
aye; McGinnis- aye; motion approved (2-04)
Matters Not Reasonably Anticipated by the Chair: None at this time.
Next Meeting: The next Board of Assessors meeting will be November 9, 2022 and November
30, 2022.
Executive Session (To comply with or act under the authority of any general or special law or
federal grant-in-aid requirements: MGL Chap 59 Sec. 60 and MGL Chap. 214 Sec. 1B):
At 4:44pm Ms. McGinnis moved to enter Executive Session for the reasons noted above, not to
return to regular session. Ms. Barker seconded the motion. Roll Call vote: Hayes- aye; Barker -
aye; McGinnis- aye, motion approved unanimously.
