convict labor---It was the sense of the meeting that Lne plans were
very good and it was decided that a resolution would be drawn and
submitted to the next meeting of Council.

The regular meeting of Council was held today at 4:p. m. and was
attended by Mayor Gamble who presided and Councilmen Logan, Farr,
Horovitz and Cann also Town Attorney McIntyre.
A petition was presented by Mr. Walter McNeill requesting that certain
streets deeded by him to the Town in 1924 when he was developing his
subdivision in the neighborhood of tenth street between Butler avenue
and the Strand, but conveying back to him, after discussing the matter
it was decided to refer same to the Town Attorney for his opinion, Mr.
Horovitz made a motion that this be done also giving the Town authority
to handle the matter and draw up the necessary papers, this was sec- 40
onded by Mr. Farr and the on passed.
Mr. Logan suggested having a sanitary officer at Savannah Beach, but
after quite a bit of discussion it was decided to investigate the matter
more throughly before taking any action.
A memorandum was read from the Tybee Waterworks Company notifying the
Tc,wn that it would be necessary to increase the charge for water supply
furnishing the Town for the coming year, the Tybee Waterworks Co., now
charges approximately 4200.00 whereby the increased amount is for 4300.00
per year, probably in monthly payments of $25.00---Mr. Logan said that
it was unreasonable and suggested that the Town put in its own well,
and then it could get all the water it needed at much lower figures, he
stated that their is a man on the Island now who is sinking several
wells for private owners so the Mayor suggested that he handle the matter
with this party and ascertain what the cost would be to sink a well for
the Town.
The Mayor read a letter from L. P. Maggioni & Co., relative to oyster
shells to be used the coming year and he stated that if the Town con-
templated purchasing any shells the order should be placed at ance as
there is a shortage of oyster shells this year, the Mayor stated that
the Town would need about 30,000 bushels and that they could be bought .
for the same figure as paid last year---Mr. Horovitz made a motion
that three loads of shell be bought which was seconded by Mr. Logan
and the motion passed.
Clerk Buckley called attention to the letter he had received from one
of the manufactures of coin registering machines which we are contemp
contemplating useing at the Toll gate, the letter esplained very
fully the operations of the machine, so Mr. Buckley was requested to
ask the manufactor to send one of the machines so that it could be
given a trial at the gate.

The Mayor asked for the report on the figures relative to streets in
Venetial Terrace, and Mr. Logan who is the committee handling this matter
stated that he was reedy to handle the matter with Mr. Cann at any time.
The Assessment Committee through Chairman Farr made its report for the
fiscal year 1931 which is as follows:

On motion of Mr. Horovitz that the following resolution be adopted sec-
onded by Mr. Cann, the motion passed:
RESOLUTION
RESOLVED that the report of the Committee on' Assessments
of valuations of Real Estate and Improvements thereon in Savannah
Beach, Tybee Island, Ga., for the year commencing May 1, 1931, be
received and the valuation as thereon assessed be adopted as the basis
of Assessment for taxation of Real Estate and Improvements in said
Savannah Beach, Tybee Island, Ga., for the year ending April 30, 1932.
Fire Protection - - -At a special meeting held Mar`ch11,1931 at which the
matter of fire protection on the Island was gone into throughly, but
for the lack of a quorum no action was taken but all details relative
to the plan were gone into, the following resolution was drawn up to
be presented at todays meeting of Council - - -Mr. Horovitz made a motion
that the resolution be adopted and seconded by Mr. Farr and passed.
WHEREAS, under the existing condition on Tybee Island the
facilities for fire protection for the valuable property of the United
States Govement on the sort Screven Reservation, and for the property
of the residents of Savannah Beach, Tybee Island, Ga., are regarded
as not adequate to meet a fire emergency, owing to the fact that the
water system of the reservation and the water system of the town are
not made jointly available in an emergency, and,
WHEREAS, a feasible plan has been prepared whereby the two
water systems can be united and made jointly available in an emergency
thereby greatly promoting the safety of all the property on the Fort
Screven Reservation and in the Town of Savannah Beach,
THEREFORE BE IT RESOLVED D by the Mayor and Alderman of
Savannah Beach, in council assembled, that this body approves the plan
referred to and will co- operate financially and otherwise in its execution.

Mr. Buckley called attention to the fact that at the present time the
records of the Town are not protected and particularly so against fire,
he explained that a representive of the Remington Rand Co., had appeared
before Council preciously and submitted plans and specifications for
the type of safe to take care of the Town needs, quoted a price 4440.00
approximafely, whereupon Mr. Horovitz informed Council that he represen
ed-a Herring-Hall-Marvin-Safe Company and that he would furnish the
identical same safe at a cost of 4237.00 which would be the actual factory
price of same, his company being willing to do away with any profits they
earn, so on motion of Mr. Farr that the following resolution be adopted
which was seconded by Mr. Logan and the motion passed unanamously.
RESOLUTION
RESOLVED by the Mayor and. Councilmen of Savannah Beach, Tybee
Island, in council assembled, that this corporation do purchase from H.
Horovitz and Company a fireproof safe, it appearing to the board that
it is absolutely necessary to protect the records of said town. That
said safe be purchased at a cost of =.237.00 and that the purchase money
be represented by the note of the Mayor and. Councilmen of Savannah Beach,
Tybee Island, bearing interest from date at 7% and due in 60 days, and
that the Mayor of said town in hereby authorized to execute said note
under the seal of the corporation, attested by the Clerk of Council.
BE IT FURTHER RESOLVED that a sum sufficient to pay said note
and the interest due thereon at muturity be and the same is hereby appro-
priated from funds now, or subsequently to be, in the treasury of said
town, and that upon the maturity of said note that the Treasurer be and
he is hereby authorized to check against said fund and to pay said notes
and its interest.
The Clerk was instructed to sell the old safe.

WHEREAS Walter McNeill, formerly of Savannah, Chatham
County, Georgia, was on the 25th day of February, 1924, the record.
owner of beach lots numbered. Fifty-nine (59), Sixty (60), Sixty-one
(61), Sixty-two (62) and. Sixty-three (63) and extension thereof,
Savannah Beach, Tybee Island, Chatham County, Georgia; AND
WHEREAS said Walter McNeill did on the 25th day of February
1924, record in the records of Chatham County, Georgia, a certain map
or plat of said beach lots showing a subdivision thereof into forty-
five (45) Lots; said map being recorded in Map Book 1, page 300. Said
subdivision provided for a street or right of way between said Beach
Lots Sixty-two(62) and. Sixty-Three (63) known as South Street, and a
street and right of way between Beach Lots Fifty-nine (59) and Sixty
(60) known as North Street; AND

WHEREAS it was never intended to dedicate said streets
or rights of way for use by the general public, and there has been
no formal acceptance of any dedication of the same by the Mayor and
Councilmen of Savannah Beach, Tybee Island, but if there be a technical
dedication the Mayor and Councilmen of Savannah Beach, Tybee Island,
do hereby consent to the closing of the streets and the abandonment
of the subdivision; AND
WHEREAS the said Walter McNeill is still the record owner
of all of Said Beach lots Fifty -nine (59), Sixty (60), Sixty -one (61),
Sixty -two (62) and Sixty -three (63) with the exception of Lot numbered
Twenty -eight (28) shown on said map or plat; AND
WHEREAS the said Walter McNeill desires to close said afore -
described streets or rights of way and execute conveyances of said beach
lots as a whole without regard to said subdivision.
NOW THEREFORE BE IN RESOLVED by the Mayor and Councilmen
of Savannah Beach, Tybee Island, that said Walter McNeill be permitted
to close said aforedescribed streets or rights of way, and the Mayor
and Councilmen of Savannah Beach, Tybee Island, do hereby consent to
the closing of the Same and the vacating and releasing of any and all
interest which they may have acquired in and to said streets by virtue
of the recording of the map or plat in the records of Chatham County,
Georgia.
There being no further business Council adjourned subject to-the call
of the Mayor.

A special meeting of Council was held today at 4 p. m. and was attended
by Mayor Gamble who presided and Councilmen Logan, Farr, Walthour, Horovitz
and Town Attorney McIntyre also Mr. E. B. Izlar.
The Mayor asked Mr. Izlar to present the matter at which he requested a
hearin? of Council -Mr. Izlar, awhile ago I asked for a reduction on my
Tybee taxes, when the McFadden interest o;'the property they paid in the
neighborhood of $300.00 a year tars, I have sold the Haars $16,000.00
worth of property, to Mr. Carbo $3000.00 and I lost to the Central of Geogia
Railway property valued at $8,000.00 making a total of $27,000.00 worth of
property that I have disposed of and still I am three to one against 1921
assessments, I would like to request that the records be checked to see if
I am properly assessed, when I bought the McFadden property all of the lots
were cut into thirty feet lots, each of these lots assessed as a lot I
never intended to keep same as thirty feet lots, recently I gave the Town
•$500.00 to apply on my back taxes I can sell some of my property at the
present time as I can get the back adjusted, I would like to put this pro-
position up to Council, which if accepted would help me very much, I would
