HomeMy Public PortalAbout19310423SCMeeting157 WHEREAS it was never intended to dedicate said streets or rights of way for use by the general public, and there has been no formal acceptance of any dedication of the same by the Mayor and Councilmen of Savannah Beach, Tybee Island, but if there be a technical dedication the Mayor and Councilmen of Savannah Beach, Tybee Island, do hereby consent to the closing of the streets and the abandonment of the subdivision; AND WHEREAS the said Walter McNeill is still the record owner of all of Said Beach lots Fifty -nine (59), Sixty (60), Sixty -one (61), Sixty -two (62) and Sixty -three (63) with the exception of Lot numbered Twenty -eight (28) shown on said map or plat; AND WHEREAS the said Walter McNeill desires to close said afore - described streets or rights of way and execute conveyances of said beach lots as a whole without regard to said subdivision. NOW THEREFORE BE IN RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, that said Walter McNeill be permitted to close said aforedescribed streets or rights of way, and the Mayor and Councilmen of Savannah Beach, Tybee Island, do hereby consent to the closing of the Same and the vacating and releasing of any and all interest which they may have acquired in and to said streets by virtue of the recording of the map or plat in the records of Chatham County, Georgia. There being no further business Council adjourned subject to-the call of the Mayor. erk of C- ,.ncil Mayor Savannah Beach, Tybee Island, Ga. April 23, 1931 A special meeting of Council was held today at 4 p. m. and was attended by Mayor Gamble who presided and Councilmen Logan, Farr, Walthour, Horovitz and Town Attorney McIntyre also Mr. E. B. Izlar. The Mayor asked Mr. Izlar to present the matter at which he requested a hearin? of Council -Mr. Izlar, awhile ago I asked for a reduction on my Tybee taxes, when the McFadden interest o;'the property they paid in the neighborhood of $300.00 a year tars, I have sold the Haars $16,000.00 worth of property, to Mr. Carbo $3000.00 and I lost to the Central of Geogia Railway property valued at $8,000.00 making a total of $27,000.00 worth of property that I have disposed of and still I am three to one against 1921 assessments, I would like to request that the records be checked to see if I am properly assessed, when I bought the McFadden property all of the lots were cut into thirty feet lots, each of these lots assessed as a lot I never intended to keep same as thirty feet lots, recently I gave the Town •$500.00 to apply on my back taxes I can sell some of my property at the present time as I can get the back adjusted, I would like to put this pro- position up to Council, which if accepted would help me very much, I would 158 be willing to pay $1,000.00 cash and deed a lot that I own next to the property owned by the Town where the jail now stands in full settlement of all taxes that the Town has against me to date--The Mayor, Mr. Izlar why cant you pay the full amount which amounts to $1390 plus other charges-- Mr. Izlar,was then excused.-- Mr. Walthour, I am in favor of permiting Mr. Izlar to do so--Mr. Logan, I think it a bad precedent to do this--Mr. McIntyre, let Mr. Izlar pay $1,000.00 cash on his general bill and give 410 the property to the Town for the balance due--Nt. Farr, Why 40 segregate which piece of property--Mr. Horovitz,lets get the money and get through with it--The Mayor-Lets not abate anything but take over the lot for the balance due, plus the -41,000.00 calsh--I suggest that the Town take $1,000.00 cash and deed for property to cover the entire transaction and that the matter be handled by the City Attorney with power to act—St on motion of Mr. Walthour that the Mayors motion be adopted which was seconded by Mr. Farr and the motion passed--Mr. Izlar was then called before Council and was informed that his proposition, passed on the motion of Mr. Walthour and had been accepted, and that the matter would be handled by the Town Attorney--Mr. Izlar " I want to thank you very much for your kind con- sideration "--also one other matter I would like to take up with you gentlemen while I am here and that is the encroachment of Mrs. Laskeys property on Iziar Avenue, as the situation now stands one of my buildings is approximately 12 feet on her property and as Mrs Laskey has just about completed building on her property the Town Authorities are after me to remove the encroachment on Mrs. Laskeys property but I would like to re- quest that I be permitted to let this remain until the end of the season and then remove the encroachment, I have an aggreement with her to remove the building within ninety days when requested by her to doso, I hope that you gentlemen will see fit to permit this to remain for the present time as it would work a hardship on me to remove this encroachment right, at 41) the start of the season, If the Town is aggreeable I can arrange it with Mrs. Laskey to permit same to remain as it is until the end of the season- Yr. Izlar was then excused--The opinion of Council was that the encroachment should be torn down. A petition was read from the Tybee Hotel and Improvement CO. asking further reduction on its property--Mt. Walthour spoke for Hotel Tybee--The Hotel has been operated at a loss for a number of years and I feel that every inducement should be made to help the operators to keep Hotel Tybee open during the season months as it is a bAtg asset to Tybee--Mr. Horovitz 4 make a motion that the assessment on the Hotel Tybee be reduced 25,000.00 seconded by Mr. Farr and the motion passed. A very lengthey letter from the Tybee-Water works Co,- through Mt. A. P. Solomon Sr. was read relative to the companies charge for water supply to the Town---Mr. Solomon aggreed to let the charge for 1931 remain the same as last year but requested that the Town pay monthly—Mr. Horovitz I make a motion that payment for water service furnished by the Tybee Water Works be paid on a monthly basis seconded by Mr. Walthour and the motion passed. The Mayor-Mr. Walthour-there has been delivered to us 20,000.00 bushels of shell and the Town would like to know if it is alright to go ahead and pave that portion on the ocean side of hotel Tybee which has been out lined by me to you-it will be necessary to remove part of the boardwalk III extending from the Hotel to its Bath house and pavilliont what I want to know is it agreeable to the Hotel operators for the Town to start with this work--Mr. Walthour-Yes it is alright go ahead. There being no further business Council adjourned subject to the call of the Mayor. April 30, 1931 A spectalcitsetdngtofgCoiincil was held today at 4. p. m. and was attended by Mayes Gamble who presided and Councilmen Logan, Farr, Espy, and Horavitz. The Budget for 1931 was read and on motion of Mr. Horovitz that the follow- ing Ordinance be adopted, seconded by Mr. Espy. Budget Ordinance. AN ORDINANCE to be entitled an Ordinance to adopt the Budget for the fiscal year commencing May 1, 1931, as prepared and submitted by the Finance Committ of the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., and for other purposes. Section 1. Be it ordained by the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., in meeting assembled that the attached budget, which is hereby made a part hereof, as prepared by the Finance Committee of the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., for the fiscal year commencing May 1, 1931, be and the same is hereby repealed. Section 2. Be it further ordained that all Ordinances or parts of Ordinances thereof in conflict herewith be and the same is hereby repealed. BUDGET;
