AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM
THE FEDERAL TRANSIT ADMINISTRATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or any
other source, and said documents are prepared and executed by the City executive
administration, provided that the Common Council of the City of Richmond as the
legislative body of the City approves an ordinance for the appropriation of any
monies received in accordance with IC 36-4-6-18; and
WHEREAS, The U.S. Department of Transportation (USDOT) is authorized to make grants to
states through the Federal Transit Administration (FTA) to support capital, operating
and feasibility study assistance projects for non -urbanized public transportation
systems under Section 5311 of the FTA Act of 1964, as amended; and
WHEREAS, The Office of Transit, Indiana Department of Transportation (iNDOT) has been
designated by the Governor to make Section 5311 grants for public transportation
projects; and
WHEREAS, The Indiana Department of Transportation has grant funding available; and
WHEREAS, The City of Richmond, by and through the City of Richmond, Rose View Transit,
desires to submit a grant application to assist with operating expenses for Rose View
Transit for 2013; and
WHEREAS, The contract for financial assistance will impose certain obligations upon the
applicant, including the provision by it of the local share of the project costs; and
WHEREAS, The City will provide up to One Hundred Fifty Nine Thousand Seven Hundred
Ninety-one Dollars and Zero Cents ($159,791.00) in local EDIT funds towards
transportation services in 2013.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, by and through the City of Richmond, Rose View Transit,
will submit, as authorized by IC 36-1-4-10, a grant application to the Indiana Department of
Transportation on behalf of the City of Richmond to aid in the financing of transit assistance
projects pursuant to Section 5311 of the Federal Transit Act, as amended for 2013.
2. That Sally Hutton, Mayor of the City of Richmond, on behalf of the City of
Richmond, is authorized to make the necessary assurances and certifications and be
empowered to enter into an agreement with INDOT for the provision of rural public
transportation services.
3. The City of Richmond, by and through the City of Richmond, Rose View Transit, is
authorized to accept said grant funding in an amount up to Eight Hundred Seventy-one
Thousand One Hundred Sixty-five Dollars and Zero Cents ($871,165.00), of which $496,193
are federal (USDOT) grant funds and of which $374,972 are state (INDOT) grant funds.
4. Said funds, if awarded to the City of Richmond, Rose View Transit, shall be
appropriated to assist with operating expenses for Rose View Transit for 2013; and
5. The City of Richmond, Rose View Transit, is authorized to furnish such additional
information as INDOT may require in connection with the application.
6. The City of Richmond, Rose View Transit, is authorized to execute grant contract
agreements on behalf of the Common Council of the City of Richmond, Indiana.
7. The City will provide up to One Hundred Fifty Nine Thousand Seven Hundred
Ninety-one Dollars and Zero Cents ($159,791.00) in local EDIT funds towards transportation
services in 2013.
