April 30, 1931 A sp�e1alc'mesttngt6SgCoincil was held today at 4. p. m. and was attended by Mayar Gamble who presided and Councilmen Logan, Farr, Espy, and Horovitz. The Budget for 1931 was read and on motion of Mr. Horovitz that the follow- ing Ordinance be adopted, seconded by Mr. .Espy. Budget Ordinance. AN ORDINANCE to be entitled an Ordinance to adopt the Budget for the fiscal year commencing May 1, 1931, as prepared and submitted by the Finance Committ of the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., and for other purposes. Section 1. Be it ordained by the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., in meeting assembled that the attached budget, which is hereby made a part hereof, as prepared by the Finance Committee of the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., for the fiscal year commencing May 1, 1931, be and the same is hereby repealed. Section 2. Be it further ordained that all Ordinances or parts of Ordinances thereof in conflict herewith be and the same is hereby repealed. BUDGET, 160 Mr. Espy-I think the assesments, if it is possible to do so, should be reduced this year, as we have been promising the property owners for the past several years to do so, and we have not done anything, I am strongly in favor of reducing them--Mr. Farr-I think reducing the assessments would create an incentive to build on the Island---After ,some discussion it was descided that the discount rate should be increased to 20 %, this being All a 5% increase over the discount allowed last year and also equivalent to a 5% reduction in taxes over last year, so Mr. Espy made a motion'that an additional Obe allowed on the discount rate if taxes are paid by May 15th.--Mr. Horovitz seconded the motion and same was passed. Mr. Espy--I understand that a new coin 'collecting machine was tried out at the Toll gate several weeks ago and that it was found to be inpractible at the gate, I believe that some adquate system should be adopted that will gite some kind of a check on the monies collected. While I am firmly con- vinced that the collectors handling the money at the gate are honest still it is,not. a business like proposition and there is not a man here who will run his business the way we are running collecting of money at the toll gate--After quite a bit of discussion in which numerous methods of handling the collection, and no one being able to arrive at a solution of the problem it was decided that a committee composed of the Mayor and Messrs. Logan- Horovitz and Espy would go to the toll gate Sunday afternoon and try and arrive at a solution of the matter. The Mayor informed Council that he thought it would be well to start handling the matters pertaining to #aving the Towns Charter amended at the next session of the Georgia Legislature, giving the Town Police powers--Health powers--The right to charge for parking spaces and also to provide for a plumbing inspector--The opinion of Council was that this should be done..410 A report of the assessment committee on hearing petitions for reductions on the assessments for the year commencing May 1, 1931 was read. REPORT OF THE ASSESSMENT COMMITTEE ON HEARING PETITIONS FOR REDUCTIONS OF ASSESSMENTS FOR THE YEAR COMM17,INCING May 1, 1931. The assessment committee met on April 17th, 1931 at 4. p. m. and was attended by Chairman Farr and Mr. Cann. The following property owners petitioned Councilmen for a reduction on their assessments: Phillip S. Hutto- rs. B. L. Dennis-J. M. Milner-Morris Slotin- Max Foster-Bethesda Home for Boys through G. A. Mercer president and Mr, R. L. Byrum, The CommiAee after hearing the petitions of the property owners protesting against present assessments on their property feels that the assessments can not be reduced this time and recommends that no reductions be made by Council The Committee recommends that a reduction of $500.00 be made on the property of Mr. R. L. Byrum and so recommends this to Council. On motion of Mr. Horovitz that the report be adopted seconded by Mr. Espy the motion passed. The following Tax Ordinance was placed upon first reading and on agreement of Council was placed on second reading and on motion of Mr. Horovitz that it would be adopted seconded by Mr. Espy and the motion passes unamiously. lin r$ if) ' 161 ,0 TAX ORDINANCE 1114 ea TO PROVIDE for the taxation of real and personal property in the Town of Savannah Beach, Tybee Island, Ga., for the fiscal year commencing May 1, f# 1931, and to provide for the rate of licenses for doing tusiness in said 111) Town of Savannah Beach, Tybee Island, Ga., for the fiscal year ending April 30, 1931, and for other purposes. Section 1. Be it Ordained by the Mayor and. Councilmen of the Town of Savanna Beach, Tybee Island, Ga., in Council assembled and is hereby ordained by the authority of the same that the rate of taxation upon real estate and personal. property within the limits of the said Town of Savannah Beach, Tybee Island Ga., for the fiscal year commencing May 1, 1931, shall be one AND ONE quitias PER-CENT upon the assessed or returned value of same, the value of real estate and improvements to be ascertained from the returns of the committee on Assessments of said. Mayor and Councilmen and the valuation of personal property to be ascertained from the returns of the owners thereof in pursuane of the scheme and plan contained in Sections One, Two,and Three and Four of the Ordinance to provide for the assessment of taxable property in the Town of Savannah Beach, Tybee Island, Ga., and the mode of valuing such property fox' taxation and to carry intJ effect the provisions of the Act of the Gentral Assembly of the State of Georgia approved. August 19, 1922, Section 21, passed in Council assembled October 13, 1922, and it is further ordained that if any person or persons should refuse or neglect to pay any tax re- quired by this Ordinance within Thirty Days after same shall become due, or shall fail or refuse to pay any D0tTBTJ TAX assessed as above within THIRTY DAYS after same shall become due, the Clerk of Council as Ex-Officip Treasurer of said Town of Savannah Beach, shall issue executions therefor 110 and the further sum of ONE DOLLAR for costs, the Chief of Police and Bac- officio Tax Collector shall proceed with such executions in the manner as now provided by the law in such cases of execution lodged within the Sheriff of Chatham: County. Section 2. Be it further ordained that any property, including new improve.- ments upon completion and installation, will become taxable after May 1, 1931 and shall be subject to taxation from the firt day of the month immediately succeeding the time when the same becomes taxable and the owner or owners * shall pay such proportion of the tax required by this Ordinance as the time left for the taxable year shall bear to the whole. Section 3. And every person who shall pay his taxes within FIFTEEN DAYS after same shall become due shall be entitled to a deduction of TWENTY PER- CENT on account, thereof, and the Clerk of Council and Ex-officio Treasurer of said. Town hereby authorized to make such dedaction upon receipt of tax, the provision of this section shall not apply to licenses for doing business in said. Town, the rate for such licenses being Net. Section 4. The licenses for doing business in the Town of Savannah Beach, Tybee Island, Ga., for the fiscal year ending April 30, 1931, shall be as follows; LICENSES FOR TRANSACTING BUSINESS IN THE TOWN OF SAVANNAh BEACH, FOR THE YEAR 1931, ALL LICENSES ARE NET, DISCOUNTS DO NOT APPLY. In the event any business or calling not specifically men- tioned in the above list set forth shall be established in the Town of Savannah Beach, Tybee Island, Ga., the Mayor and Councilmen reserve the right to establish a license fee for same by resolution, which fee is to be or equal degnity as the licenses mentioned in the above section, pro- vided however that such licenses shall not be less than TWO DOLLARS-FIFTY CENTS and not more than the sum of ONE HUNDRED DOLLARS. Section 6. This Ordinance shall be subject to alterations or repeal in whole or in part at any time during the year beginning May 1, 1931, should it be deemed advisable and no such amendment or repeal shall be construed whenever made. to impair the right of Council to assess or levy tax for the whole year Section 7. All ordinances or parts of ordinances conflicting with the provision of this ordinance are hereby repealed, providing nenvertheless that so much and such parts of ordinances passes as provided for the ex- ecution for any tax assessment, or part of tax assessment, required by such ordinance and now remaining unpaid, shall continue and remain in force so as to authorize the Clerk of Council and EX-officio Treasurer to issue ex- ecutions and the Chief of Police and Ex-officio Tax Collector to collect same, until taxes or assessments shall be fully paid.
