THE CITY OF RICHMOND, INDIANA, JUNE 15, 2006
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, June 15, 2006, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Dian Lawson and Mary Jo
Flood. Also attending were Assistant City Attorney Kenyatta Cox, Sanitary Director Bob Tyler,
Metropolitan Development Director Tony Foster, Street Commissioner Bill Smith, Animal
Control Officer Ned Hines, Mayor Sally Hutton, Ron and Tracy Shell.
The following business was conducted:
CALL TO ORDER
Lawson called the meeting to order and noted for the minutes that she, Mary Jo Flood and legal
counsel were present.
APPROVAL OF MINUTES
Lawson made a request to the board to approve the minutes for the June 8, 2006 meeting. Flood
made a motion to approve with a second by Lawson. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Lawson made a request to the board to approve the claims for payment in the amount of
$305,429.36. Some of the larger items were street lights in the amount of $58,245.23,
$14,827.00 decreasing funds of C & O, $59,562.10 for sidewalk and curb rehabilitation,
$54,400.40 to Milestone for the Engle Drive Project, $49,971.48 to the Achiva Expansion
Project and $10,202.00 for the Runway Project at the Airport. Flood made a motion to approve
with a second by Lawson. The motion was unanimously passed.
REQUEST
A. Lawson made a request to the board for the approval of a Reserved Residential
Handicap sign for Lois Culbertson at 413 NW 3rd Street. Flood made a motion to
approve with a second by Lawson. The motion was unanimously passed.
B. Lawson made a request to the board that was submitted by Linda Valentine for the
approval to close the 700 Block of North 11th Street on Saturday, June 24th from 1:00
PM to 10:00 PM for a Block Party. Flood made a motion to approve with a second
by Lawson. The motion was unanimously passed.
C. Lawson made a request to the board that was submitted the Marine Corps League for
the approval to close the 800 Block of South `B" Street and the 200 Block alley

between South 8th and 9th Streets on Saturday, July 22nd from 8:00 AM to 9:00 PM
for a benefit for bringing the Moving Wall to Richmond in October 2006. Flood
made a motion to approve with a second by Lawson. The motion was unanimously
passed.
D. The request for the Bethel AME Church's carnival was tabled at this time because
Mary Jo Flood is a member of the church therefore she felt that she shouldn't vote on
this request. With John Kenny not present there would not be enough to pass it.
E. Lawson made a request to the board for the approval of a curb cut at 2512 Parkdale.
Flood made a motion to approve with a second by Lawson. The motion was
unanimously passed.
F. Lawson brought to the board a request that was presented by Metropolitan
Development Director Tony Foster for the approval of Change Order No. 2 for the
Owner Occupied Rehab Grant Project in the amount of $3,375.00. Flood made a
motion to approve with a second by Lawson. The motion was unanimously passed.
BID AWARDS
A. Lawson brought to the board a request that was presented by Street Commissioner
Bill smith to award the bid for the Microsurfacing of various City streets and the
lower parking lot of the City Building to Strawser Inc. in the amount of $206,83 5.00.
Flood made a motion to approve with a second by Lawson. The motion was
unanimously passed.
BID OPENINGS
A. Lawson brought to the board bids to be opened for the Sidewalk Renovation at the
City Building. Those bids are as follows:
1) Pro Lawn Care and Landscaping —Base bid - $70,761.11 —Alternate -
bid $25,252.00.
2) L J Deweese Co Inc — Base bid - $214,910.70 — Alternate bid -
$9,630.00.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
