HomeMy Public PortalAbout2015.066 (04-21-15)RESOLUTION NO. 2015.066 A RESOLUTION OF THE CITY OF LYNWOOD SUPPORTING A REORGANIZATION OF CITY PERSONNEL AND CONSIDERATION OF ADOPTING AN AMENDMENT OF THE CITY OF LYNWOOD CLASSIFICATION PLAN, COMPENSATION PLAN, AND TABLE OF ORGANIZATION WHEREAS, due to the general economic climate, the City of Lynwood has suffered financial hardship; and WHEREAS, currently, the City of Lynwood is facing a projected $1,839,147 general fund shortfall; and WHEREAS, the City of Lynwood has taken every reasonable measure to avoid additional debt and liability in order to address the deficit; and WHEREAS, the City of Lynwood does not have the desired resources to adequately address this deficit; and WHEREAS, the City of Lynwood desires to significantly reduce its debts and liabilities and operate with positive cash flow; and WHEREAS, the City wants to ensure limited impact on services to residents; and WHEREAS, the City seeks to exercise its authority as to the necessity, organization, and implementation of City service and to determine the nature, manner, means, level and extent of services to be provided to the public; and WHEREAS, the City may reduce its debt, liabilities and cash output by adopting the reorganization plan described below; and WHEREAS, the reorganization set forth herein will result in targeted total savings in the budget of $273,536.40. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the City Council hereby directs staff to work towards the reorganization and employee reclassification plan as outlined in Exhibit "A" attached hereto and described below and includes deletion of the following positions: 1. Director of Development Services 2. Development Services Manager 3. Planning Associate 4. Business License Specialist 1 5. Business License Specialist 2 Section 2. That the reorganization also creates the following new position: Director of Development, Compliance & Community Services "at- will" as it is needed to provide efficient services to the residents of the City of Lynwood. Section 3. That City staff takes all steps to implement the reorganization described above by creating employee reclassifications and modification of job descriptions as are also necessary in order to continue to provide services to the residents. Section 4. That the City Council of the City of Lynwood will create a new job description for the following position: Director of . Development, Compliance & Community Services "at- will" in order to facilitate the reorganization described herein; Section 5. That the City Council of the City of Lynwood will classify the Director of Development, Compliance & Community Services, such that it is at- will, and will serve at the pleasure' of the City Manager, in order to facilitate the plan described herein; Section 6. Staff shall comply with any and all legal requirements to implement the reorganization plan, such as any obligations under the Meyers Milias Brown Act, equal employment opportunity laws and City personnel rules and that final implementation of a reorganization plan is subject to the satisfaction of these obligations. Section 7. This Resolution shall become effective immediately upon its adoption. Section 8. The City Clerk shall certify as to the adoption of this City Council Resolution.
