A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT WITH
SELECTED CONSULTANT FOR PLANNING, BUILDING & SAFETY,
ENFORCEMENT, HOUSING, AND GRANT RELATED ACTIVITIES AND FOR THE
MAYOR TO EXECUTE THE AFOREMENTIONED CONTRACT IN A FORM
APPROVED BY THE CITY ATTORNEY
WHEREAS, currently, the City has two contracts with MDG Associates, Inc. to
provide (1) Development Services Management Oversight Services and (2) Housing
and Grant Services; and
WHEREAS, the Development Services Management Oversight contract with
MDG expired on March 1, 2015, and was extended on a month -to -month basis up to a
maximum of three months with a total sum not -to- exceed $72,000 for the three month
extension period; and
WHEREAS, the Housing and Grant Services contract with MDG expires on
November 30, 2015, but is subject to a 30 -day termination notice should the City decide
to terminate the services; and
. WHEREAS, as part of the budget process, staff recommends consolidating the
services presently under the two contracts into one contract to achieve cost savings;
and
WHEREAS, on February 17, 2015, Council authorized the release of the request
for proposals (RFP) to solicit bids for planning, building and safety, enforcement,
housing, and grant related activities; and
WHEREAS, on March 16, 2015, the City received two RFP responses from
Urban Associates, Inc. and MDG Associates, Inc.; and
WHEREAS, the City desires to maintain the existing level of support for planning,
building & safety, enforcement, housing, and grant related activities.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. The City Council authorizes the City Manager to negotiate a contract
with Urban Associates, Inc., the selected consultant, to provide the requested services
in City operations including planning, building and safety, enforcement, housing, and
grant related activities.
Section 2. The City Council further directs that the total budget for the
negotiated contract does not exceed the sum of $342,000 with not less than 1,600
hours of service devoted to Development Services Management Oversight Services.
Section 3. Except as provided above, terms and conditions of agreement shall
be negotiated by the City Manager.
Section 4. The City Council authorizes the Mayor to execute the aforementioned
contract in a form approved by the City Attorney.
Section 5. This Resolution shall become effective immediately upon - its
adoption.
Section 6. The City Clerk shall certify as to the adoption of this City Council
Resolution.
