HomeMy Public PortalAbout01/15/08 Special CCM1 MEDINA CITY COUNCIL MEETING MINUTES OF JANUARY 15, 2008 The City Council of Medina, Minnesota met in special session on January 15, 2008 at 6:00 p.m. in Medina City Hall to discuss the draft 2010-2030 Comprehensive Plan. I. Call to Order Members present: Members absent: Also present: Johnson (arrived at 6:10 p.m.), Weir, Crosby, Cavanaugh, Smith None City Administrator Chad Adams, Finance Director Jeanne Day, Planning Director Tim Benetti, Planning Consultant Andy Gitzlaff, City Engineer Tom Kellogg, City Attorney Ron Batty, and Police Chief Ed Belland II. 2010-2030 Comprehensive Plan The Council reviewed Planning Director Tim Benetti's memo and discussion points with the following comments on each of the discussion points. 1. 25 and 75 Navajo Road — the Council reached consensus to accept the recommendation to guide the Jurma and Ecktenkamp properties as Low Density Residential and be included in the MUSA. 2. 500 and 620 Hamel Road — the Council reached consensus to accept the recommendation to guide the Raskob/Sween parcel (500 Hamel Road) as Mixed Use 3.5 — 6.9 U/A and the parcel to the west (620 Hamel Road) as Commercial. 3. 4550 Pioneer Trail — the Council reached consensus to accept the recommendation to keep the parcel as Permanent Rural. 4. Leuer/Water-tower parcels — the Council discussed the guiding and deferred the item to the regular Council meeting for additional discussion. 5. Sundin, Eide, Peterson parcels - the Council discussed the guiding and deferred the item to the regular Council meeting for additional discussion. 6. Elm Creek Dr. neighborhood — the Council reached consensus to maintain the guiding at Medium Density Residential. 7. Parcel Located North of Ballroom — the Council reached consensus to maintain the guiding as Mixed Use Business. 8. Parcels east of Jubert and south of Foxberry — the Council reached consensus to change the guiding from Mixed Use to Mixed Use Business. 9. Holasek parcels — the Council reached consensus to maintain the guiding at Medium Density Residential and Low Density Residential. 10. Wessin/Jubert parcels — the Council reached consensus to maintain the guiding of the parcels as Permanent Rural. 11. Staging Plan — the Council reached consensus to make no changes to the staging plan. 12. Trunk Highway 55 Traffic Study Signal Areas — the Council discussed the signal areas and deferred discussion to the regular Council meeting. Park Commission and Trails — the Council reached consensus to request the Park Commission to consider additional trails, primarily in developing areas currently not designated for future trails. The Council also discussed the following items outlined in Benetti's memo: A. Tamarack Road (between Hamel Road and Blackfoot) — the Council briefly discussed and deferred discussion to the regular Council meeting. B. Seeland Farm concerns — the Council briefly discussed and deferred discussion to the regular Council meeting. C. Park and Ride sites — the Council reached consensus to defer to Bonestroo for additional transportation review. D.
