July 3, 1931
The regular meeting of Council was held today at 4; p.m. and was -attended
by kayor Gamble who presided and Councilmen Horovitz, Espy, Walthour,
Cann, Logan, Town Attorney McIntyre and also Messrs. A. F. Solms,
W. C. Gilbert and. E. J. Oliver.
Mr. Solms stated that his reason. for appearing before Council was
that he would like to have permission to permit boys to sell wares
from-his stand to the auto's parked along the boardwalk, Mr. Walthour
suggested that it be allowed for two weeks and if the plan doesent
work, rescind it, kr. Espy seconded same and motion passed, the
Chief was notified to notify all of the soft drink stands that they
had permission to do the same. ivir. Solms was then excused.
itr. W. C. Gilbert stated that he was requested by mr. A. P. Solomon
Jr., to appear before Council and petition that,the Town take over
and pave Shirley avenue from Butler avenue to the Strand, the width
of which is twenty (20) ft., Mr. Gilbert stated that kr. Sthlomon has
just build nine houses in this territory and he would like very much
for Council to approve of his petition, Mr. Gilbert was then excused,
Council discussed the matter and was of the opinion that Mr. Solomon
request should not be granted.
kr. E. J. Oliver stated that he and other property owners had deeded
to the Town ten (10) ft., from each beach lot 104 and 105 Ward 5 to
permit excessability to the various subdivisions, said he did not
know whether same was accepted or not but if necessary he would
give the balance of ten feet needed to correct the difference, Mr.
Oliver was then excused,-Mr. Espy suggested that the matter be reported
to the Street and. Lane Committee to report back at the next meeting,
Mr. Horovitz seconded and the motion carried.
The Mayor informed. Council that as it would be necessary for the Town
to approperate $1,000.00 in the interest of placing the officers of
the United States Army and their families at Hotel Tybee during the
season, it would be necessay to borrow $1000.00 for the-purpose and
on motion of Mr. Logan that the Mayor be appointed to negoiate a
loan of $1000.00 seconded by Mr. Walthour motion passed.
RESOLUTION
Resolution by Alderman Logan:
BE IT RESOLVED by Savannah Beach, Tybee Island, Ga., a
municipal corporation, in council assembled, that the sum of One
Thousand. Dollars ($1000.00) be and is hereby appropriated and shall
be used for the plans for entertaining officers of the United States
Army and their families at Hotel Tybee during the season of 1931.
This appropriation shall be for the purpose of advertising Savannah
each, Tybee Island as authorized under the charter provision of
said municipality:
RESOEVED FURTHER if the money needed or any part thereof
be not now on hand, that the Maybr be and he is hereby authorized
to borrow such amount as may be necessary from a bank or banks in
the city of Savannah and to issue notes of the municipality evidencing
such sums so borrowed, which said notes shall be signed in the name

Of-the muninipality..-by the Mayor attested by the Clerk of Council
under the seal of the municipality, and shall be in such amounts
and upon such maturities and at such rates of interest or discount
as the Mayor of said municipality shall agree with the bank or banks
handling.the matter:
BE IT FURTILER RESOLVED that said note ot notes shall be
paid in full at their respective maturities, using for this purpose
the monies and contributions from automobilists entering said munici
pality and after such funds or contributions be exhausted then from
the general funds of the Municipality authorized and devoted to
advertising purposes:
BE IT FURTHER RESOLVED that from time to time upon the
muturity of said notes above mentioned that vouchers be issued in
the discharge of the same in the usual manner of ussuing vouchers
and charged, first to the money or contributions received from
autornobilists as aforesaid and then to the advertising fund of said •
municipality.
The matter of finance, The Mayor read a financial statement showing
that so:far $20,653.00 have been collected for taxes for the year,
that road collections are off, the Mayor said that it would be nec-
essary•to out notices that if taxes are not paid property will be
sold, he also asked that the payment of bill amounting to $8018110
be approved by Council, on motion of .Mr. Logan that the payments
be approved seconded by Mr. Horovitz and the motion passed.
The Mayor informed Councilmen that unZortutely Yr. W. M. Farr for
years one of our Councilmen ha recently died and he suggested that
a editable resolution be passed and sent to his family on motion
of Mr. Espy seconded by Mr. Horovitz the following resolution was
sent to the 'family of Mr. Farrt
MEMORIAL
WHEREAS, death has removed one of the members of this
board, Judge William M. Farr, who had been engaged in the super-
vision of the affairs of the old Town of Tybee, now the Town of
Savannah Beach, for along period of years, luring which time he
gave unstintedly of his services and sought in every way to pro-
mote the development and the welfare of the Town, and to insure its
future growth and nrosperity, and.
WERAS, during his long association with this body
every menber had become attached to him personally through the genial
qualities of his personality and appreciation of his sterling character
and the realization that he was prompted at all times in his official
acts by sincere dev2Lion to the public interest, so that his death
comes with a sense of personal loss to every menber of this board,
and in recognized as a distinct loss to the Town of Savannah Beach,
THERE7ORE BE IT RESOLVED, that the Mayor and Aldermen of
Savannah Peach convey to the family of the late Judge William M.
Farr their deep sympathy in the affliction which has come to them,
and express to them their appreciation of the service rendered by
Judge Farr as an Alderman of the Town of Savannah Beach.
BE IT FURThER RESOLVED, that this testimonial be inscribed
on a page set apart in the minutes of the Mayor and Aldermen of the
Town of Savannah Beach, and that a copy be forwarded to the family of

Mr. Espy informed Coucnil that he thouht it was time for him to
relinquish his duties as Councilman with Lhe .own and that he
thought someone else should step in and take hold of the reins,
Mayor Gamble said he had LO intention of accepting Mr. Espys
resignation and Council expuessed the same tnought, Mayor Gamble
informed. Council that tne property owners on the nortn e-hd of the
Island were complaining that they were not represented on the board.
The Mayor cLlled for a nomination to fill the unexpired term of
Yr. W. Y. Farr, Mr. Logan nominated Mr. W. P. Brooks, Mr. Cann
nominated Dr. R. V. Harriss, there was quite a discussion relative
to the two men and it was deeided to elect a Councilmen at a ,later
date.
There being-no further business Council adjourned subject to the
call of the Mayor.

A special meeting of Council was held today at 4: p. m. and was
attended by Mayor Gamble who presided and Councilmen Walthour,
Espy, Horovitz and Logan and also Councilman elect W. P. Brooks.
The Mayor called for nomination for Councilman to fill the unexpired
term of the late Mr. Farr--Mr. Horovitz nominated W. P. Brooks which
was seconded by Mr. Logan and there being no other nomination Mr.
Brooks was unamiously elected.
Question again came up as to wether the Town should easxcept twenty
(20) feet streets or not and Yr. Walthour made a motion that the
Town not tcept any streets having a width of approximately twenty
(20) feet, Mr. Logan seconded same and the motion passed.
The following Ordinance introduced by Mr. Logan seconded by Mr.
Horovitz and passed relating to the regulating of trucks and busses
on the parking spaces between Fourteen and. Fifteenth Streets and
Sixteen and Seventeen Streets.
ORDINANCE
BE IT ORDAINED by the Mayor and Alderman of the Town of
Savannah Beach, in Council assembled, that for the protection from
damage of the parking spaces on the strand, on and after this date
trucks and buses shall not be permitted to drive or to park on the
parking spaces between 14th and 15th streets and between 16th and
17th streets.
