HomeMy Public PortalAbout06-06-19 AgendaJUNE 6, 2019 AGENDA MEETING The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting, Thursday, June 20, 2019 was held Thursday, June 6, 2019 at 6:00 p.m., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: ROLL CALL Mayor Daniel J. Reiman Council President Susan Naples Councilmember Vincent Bellino Jorge Diaz Dennis DiMascio Ajmar Johal Randy Krum Also noted present were Kathleen M. Barney, Municipal Clerk & Robert NOTED PRESENT J. Bergen, Esq., Law Director. The Municipal Clerk stated that the 2019 Annual Meeting Notice was STATEMENT OF MEETING mailed to The Home News Tribune, The Star Ledger and posted on the NOTICE bulletin board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Reiman. Mayor Reiman asked that everyone remember the shooting victims from the Virginia Municipal building. Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the full Council present, the Minutes of May 16, 2019 were approved as transcribed and engrossed by the Clerk. SILENT PRAYER / PLEDGE OF ALLEGIANCE MINUTES FOR APPROVAL 1 JUNE 6, 2019 CONT. SWEARING -IN CEREMONY Mayor Reiman swore in the following officers: CARTERET POLICE DEPARTMENT Captain Michael Dammann Officer Michael Kelly Officer Jose Borerro Officer Eric Palmer SLEO I Officer Jean Marie Kaminski Officer Eddie Candalerio SLEO II Officer Daniel Sanfilippo Officer Anthony Singh The clerk stated that Ordinance #19 -12 was introduced and adopted on First Reading on May 16, 2019. It was duly published in Home News Tribune on May 22, 2019 with notice that it will be considered for final passage after Public Hearing to be held on June 6, 2019 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING OPEN Upon MMS &C, by Councilmember Diaz and Krum and Unanimous affirmative vote of the full Council present, Mayor Reiman declared the Public Hearing open. PUBLIC HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Bellino and Johal and unanimous Affirmative vote of the full Council present. Upon MMS &C, by Councilmembers Diaz and Krum PJ ORDINANCE #19 -12 ORDINANCE #19 -12 "A FULLY FUNDED ORDINANCE PROVIDING FOR VARIOUS CAPITAL "A FULLY FUNDED ORDINANCE PROVIDING IMPROVEMENTS FOR THE BOROUGH OF CARTERET, COUNTY OF FOR VARIOUS CAPITAL MIDDLESEX, NEW JERSEY, APPROPRIATING $3,175,000.00 FROM THE IMPROVEMENTS" CAPITAL IMPROVEMENT FUND AND OTHER RESERVES AND GRANTS FOR THE COST THEREFOR" PJ JUNE 6, 2019 CONT. was finally adopted. Upon individual roll call vote Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. APPROVED AND ADOPTED: June 6, 2019 INTRODUCED: May 16, 2019 Advertised as Adopted on First Reading with notice of Public Hearing: May 22, 2019 Hearing Held: June 6, 2019 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: June 12, 2019 A copy of each Resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Council and PUBLIC PORTION Upon MMS &C, by Councilmembers Diaz and Naples and unanimous RESOLUTIONS / AGENDA ITEMS AND NEW affirmative vote of the full Council present, the meeting was opened BUSINESS for public input on all Resolutions / Agenda items and new business. OPEN TO THE PUBLIC There being no comments or objections to the Resolution / Agenda items or new business, Upon MMS &C by Councilmembers Diaz and PUBLIC PORTION CLOSED Johal and unanimous affirmative vote of the full Council present, the public portion of the meeting was closed. RESOLUTIONS: Mayor Reiman read the Resolutions into the record: 1. #19 -92 Resolution Authorizing the Tax Collector to Prepare and Mail Estimated Tax Bills in Accordance with P.L. 1994, c. 72. 2. #19 -93 Approving Fireworks for Carteret's Independence Day Festival, Latin Festival and Ethnic Day Festival. 3. #19 -94 Authorizing Fair and Open Contract for 2019 Planting of Various trees. 4. #19 -95 Professional Services — Atlantic Environmental Solutions, Re: Review of Sediment Sampling of Waterfront Properties, Arthur Kill Shoreline & Riparian Areas. PAYMENT OF BILLS Upon MMS &C by Councilmembers Diaz and Johal all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. 5 JUNE 6, 2019 CONT. COMMUNICATIONS The Clerk stated that she was in receipt of the following reports & communications: Communications: 1. Carteret Planning Board — Recommending that 15 lots in the Hilltop II Study Area be Designated as a Condemnation Area in Need of Redevelopment. REPORTS Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full Council present all communications were ordered to be received and placed on file. Reports: 1. Clerk's Office — May 2019 2. Inspection of Buildings — May 2019 Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full Council present all Reports were ordered to be received and placed on file. COMMITTEES PUBLIC WORKS — Committee Chairman DiMascio reported progress. FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum reported progress, will have a report at the next meeting. POLICE — Committee Chairwoman Naples reported progress. She wished a prosperous career to all the new police officers. BOARD OF EDUCATION — Committee Chairwoman Naples reported progress FINANCE & ADMINISTRATION — Committee Chairman Diaz reported progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman Bellino reported progress R JUNE 6, 2019 CONT. BUILDING & GROUNDS — Committee Chairman Johal reported progress. After no further discussion, upon MMS &C by Councilmembers Diaz and Johal and unanimous affirmative vote of the full Council present ADJOURNED the meeting was adjourned at approximately 6:15 P.M.
