Mr. H. E. Whitten petitioned. Due to the death of Mr. W. Y. Farr the office of Chairman. of Council be- came vacant, Mr. Horovitz nominated .Mr. Espy to be chairmanOof Council,• which Yr. Logan seconded and themotion passed. Brooks made a motion that there be no refunds on property taxes or on property destroyed by •fire, but on the business licenses in the destroyed area there he a refund of on half the amount paid if the parties do nA intend to reooen the business during the coming year, this was seconded by Mr. Logan and the motion passed. The application of John J. Ownes for the position of buildinso inspector was presented and on motion of Mr. Logan that Mr. Ownes be appointed, seconded by Yr. Espy and the motion passed. The Mayor informed Council that he had received a communication from Yr. A. P. Solomon Sr. relative to the water situation on Savannah Beach. It being rezessary to add an amendmant to the building ordinanoe recently Pertaining to that portion relative to the building insoector,.Yr. Horovitz made a motion that section # 2 of the building ordinance be corrected to read as follows, this was seconded by hr. Logan and the motion passed. ORDINATCE section #2. Be it ordained by the Mayor and Councilmen of the Town of Tybee, that from and after the adoption of this Ordinance, that an Electric Inspector of the Town of Tybee shall be appointed by the Mayor of the Town of Tybee and who shall receive the fees hereinafter pre- scribed as compensation for his services, and that the said goarerrithaW, have .the °tight to discharge the said Electric Inspector at any time with or without cause and to appoint his successor with like power of removal and appointment, in his best judgment. Section 2. Be it further ordained that the said Electric Inspector shall be under the direction of the mayor of the Town of Tybee and the orders of such Electric Inspector shall at all times be subject to the revision and approval of said Mayor. Section 3. Be it further ordained that the llectrio In- speet© ,of the Town of Tybee is hereby authorized, empowered and.4rectedma to regulate and determine the stringing of electrical wires, the %acing of electric lights and power wires in and on all buildings in said City so as to prevent fires, accidents or injury to persons or property, and to cause all electrical appliances to be so placed, constructed and guarded as not to cause fires, or accidents or endanger life or property; and whenever in the judgment of said i lectric Inspector any electric wires or apparatus, whether now installed or hereafter installed, shall be defective by reason of improper or insufficient insulation or from any other cause, the _said .Electric Inspector shall at once furnish the owner or tenant of the premises containing said defective equipment with a written notice specifying the defect and instructing the said owner or tenant to remedy the same within ten (10) days from receipt of said notice, but the said Electric Inspector or person delegated by him may at his discretion order the irtraediate removal of any defect, which, in his opinion, is of such a dangerous nature as to demand immediate action. Section 4. Be it further ordained that the said Electric Inspector, or other competent person delegated by him, shall have the right at any time to enter any building, manhole or subway in the discharge of his official duties, or for thsrpurpose of making any test of the electrical apparatus or appliances therein contained, and for that purpose he shall be given prompt accese to all buildings, private or public, and to all manholes and subways, on applicftion to the company or individual. ownin*'or in charge or control of the same. Section 6. Be it further ordained that upon the completion of the wiring of any building, and at least forty-eight (48) hours bee's!, such wires are concealed, it shall be tee duty of the company, firm or individual doing the same to notify the said Alectric Inspector or competent person delegated by him, who shall at once inspect the same, and if aPPreeTed by him the Alectric Inspector shall issue a certificate of satisfactory inspection, which shall contain the date of such inspection and an outline Ameof the result of such examinatienl but no such certificate shall be issue. Be it further ordained that all electri*aI'boi lillstruction, all material and all appliances used in connection wlth`:e work and the operation of all electrical apparatus, ah- 11 be in con with the rules and regulations set down in what is known as the "Natir Electrical Code ", being regulations of the National Board of Fire Uncle writers as recommended by the National Fire Protective Association, as the same are now established by the code edition for 1920, and the said rules and regulations are hereby adopted and approved. Be it further ordained that any person, fire or company, who shall violate any of the provisions of this Ordinance or fail, neglect or refuse to comply with the rules and provisions of VA*, Ordinance, or who shell fail, neglect or refuse to comply with any ordst -, or request of the szs2id .electric Inspector in pursuance of this Ordinance or rules therein contained, upon the convidtlon thereof, before the Mayor's Court, shall be fined a sum not exceeding One Hundred (1100.00 ) Dollars, or be imprisoned not exceeding Thirty (30) Days, either or ba . e in'the discretion of the ' ourt. Section 9. Be it further ordained that let all Ordinances or parts of Ordinances in conflict with this Ordinance be and the same hereby repealed.
