Pulido, City Manag By: Brian Haworth, Assista o the City Manager SUBJECT: ARTIST SHORT LIST FOR ROSEMEAD BOULEVARD PUBLIC ART INSTALLATIONS RECOMMENDATION: The City Council is requested to: a) Accept the Public Art Commission's (Commission) recommendation of six artists to create preliminary artwork concepts for the Rosemead Boulevard Safety Enhancements and Beautification Project (Rosemead Project); b) Authorize staff to execute six artist honorariums at $1,000 each to prepare preliminary design concepts for proposed Rosemead Project public art installations including sculptures, art pavers and tile murals for seating walls; c) Authorize the Commission to review the presented preliminary design concepts, and to recommend three artists to create the Rosemead Project public art installations; and d) Direct staff to provide the City Council (Council) with the final recommended list of three artists and their preliminary designs on August 20, 2013, thus initiating the final design and fabrication process of public art installations concurrent with the Rosemead Project construction schedule. BACKGROUND: 1. On November 20, 2013, Council approved a construction contract with Los Angeles Engineering for the Rosemead Project to transform the existing roadway into a "complete street" accommodating the safety and comfort of all users, and creating new public spaces to attract residents and visitors. The $20.7 million public City Council June 18, 2013 Page 2 of 6 investment also introduces the City's first installations of public art including new sculptures, an art walk and tile murals — all in an effort to give Temple City a stronger sense of place and identity. 2. On March 23, 2013, the City issued a Request for Qualifications (RFQ) seeking credentials from professional artists to design preliminary concepts for Rosemead Project public art installations (Attachment "A"). To ensure a qualified and comprehensive candidate pool, the solicitation was circulated beyond normal City channels to include regional public art organizations and industry listservs. 3. On April 25, 2013, the RFQ closed with the City receiving 48 qualifications from professional artists across California, nine of which are from the San Gabriel Valley. The RFQ specifically called for artists working in a variety of mediums and artistic approaches to potentially be included into a prequalified pool for upcoming public art opportunities, including those for the Rosemead Project. 4. On April 26, 2013, staff met with members of the then to -be -seated Public Arts Commission (formally appointed on June 4, 2013) to provide verbal and written instructions regarding the scoring and selection of artist qualifications for the Rosemead Project. Members were directed to review all submitted qualifications independently at home in preparation for a meeting on April 30, 2013, where artists were screened and selected into a large, pre -qualified pool. 5. On April 30, 2013, the to -be -seated Public Arts Commission (future Commission) convened and developed a large list of artists, basing scoring and selection upon a set of criteria pursuant to the RFQ and federal funding requirements. Artists who received a score of 525 or above—out of a total 700 points—were automatically selected onto the large -list of prequalified artists for the City to consider when commissioning public artwork. Of the 48 artists who applied, 29 were selected to the large -list, and 19 were not (Attachment `B"). 6. On May 28, 2013, using the large list of prequalified artists for discussion, the future Commission met and finalized a collective recommendation to Council of six (6) pre- qualified artists onto a short-list to design preliminary art concepts for the Rosemead Project. This action necessitated timeliness to ensure that artwork and fabrication would align with the Rosemead Project construction schedule, in order to provide crews ample time to create necessary structural foundations for public art installments. The Rosemead Project intends to create vitality and a sense of place by strategically installing a number of diverse artworks along the corridor's 2.2 -mile span. While the City Council June -18,2013 Page 3 of 6 procurement and installation of artworks will occur over a multi -phased and multi-year process, the initial phase will be completed by June 2014 to include tile murals on four seating walls, two sculptures, and 23 art pavers and word art locations, comprising a larger "artwalk" concept. Specific locations of these designated art opportunities are identified on Attachment "C". Best practices of public art programs—especially those with federal funding—employ the use of short and large lists (i.e., after a RFQ or similar solicitation) as a screening process to retain the most eligible and qualified artists for a specific opportunity. In the case for the Rosemead Project, which received 48 artist qualifications, the future Commission based their evaluation on a point score system that assessed: 1. Artistic achievement as demonstrated by resume; 2. Artistic practice as provided by submitted images, and a one page narrative that explained how the artist would coordinate with the Public Arts Commission in developing ideas for the art opportunity; 3. Narratives describing the artist's background and experiences in exhibition, studio work, and/or potential ideas or design concepts for the City's public art program; 4. Ability to demonstrate project development and completion of previous projects, public art or other experiences (as explained in the one page narrative); 5. Innovative methods and materials as demonstrated by completed works; 6. Consideration of durability and suitability of materials, and practical maintenance requirements; and 7. Whether the artist is a resident of the San Gabriel Valley. A large list of 29 artists was subsequently developed and from that list, a short list of the following six artists was finalized for conceptual design of the Rosemead Project's seating murals, sculptures and art pavers. Tile Mural Seating Walls Artist Profile: Christie Beniston of Solana Beach is an accomplished artist with numerous public art commissions, including the Port of San Diego and cities of Vista and Pasadena. Her recent tile mosaic commissions include "Peace to the Community" at Glendale Adventist Hospital and "Celestial Views" at the Miramonte Winery in Temecula. She holds a Bachelors of Fine Arts in Graphic Design from Arizona State University. In her proposal, Beniston states, "As a public artist, this opportunity offers the potential to develop symbolic, abstract or representational City Council June 18, 2013 Page 4 of 6 work for Temple City that reflects the context and function of the sites and is consistent with the community's requirements. My process involves researching the relationship of a site to its surroundings, appreciating the site's role in the community and understanding the objective for the site. I have had the opportunity on past and existing projects to create work that was an integral part of an already well-defined space and that needed to reflect the design and themes of the space." Artist Profile: A resident of Hacienda Heights, Carole Choucair Oueisan holds a Bachelors in Fine Arts from the Institut Nationale Des Beaux Arts (Beirut, Lebanon). She has completed public art mosaic commissions for the cities of Santa Cruz and Temecula, with work featured in several publications including the book Mosaic Renaissance. Ms. Ouejian stated in her proposal, "It is always a joy to know that many cities in the Los Angeles area are seeking artists to add beauty and interest to their sites, streets and buildings. I use mosaic as the medium for my art, using different techniques such as Indirect Byzantine and the inverted image process. My process for design development includes thorough research and sketches that reflect my ideas." Her work is vibrant and colorful and includes many different types of materials such as glass, tile, natural stone and found objects. Sculptures Artist Profile: Los Angeles sculptor Heath Satow was recently recognized for his "innovative and creative contribution in the field of public art," with the sculpture Ripple, winning the 2012 Americans for the Arts' Public Art Network Award. As Satow has chosen to work primarily in the public art sector, his work with zoos, airports, museums and other highly trafficked spaces provide excellent examples of public art that provides a unified site experience and establishes a sense of place. Satow's formal training as a designer enables him to create sculpture that works harmoniously with its surroundings, while his artistic instinct provides inspiration and creativity to produce fresh and distinctive work. His art has been commissioned in locations across the United States, Hong Kong, Korea and Dubai. Artist Profile: According to his proposal, artist and sculptor Daniel Stern sees his role as a public servant and this motivation makes him feel connected to work with Temple City's community to realize its public arts program. As Chair of the City of Malibu's Public Art Commission, Stern asserts that art can bring energy, delight and inspiration to a community on a daily basis. His public artworks have been commissioned by the cities of San Diego, Coronado, Pasadena and Palm Desert; and are extremely popular with visitors of all ages, bringing a sense of wonderment and joy to their various environments. City Council June 18, 2013 Page 5 of 6 Art Pavers Artist Profile: Robin Brailsford of San Ysidro has created unique public art in various mediums for the Los Angeles County Metropolitan Transit Authority (MTA), the County of San Diego, and the Arts and Science Council (Charlotte, North Carolina). Ms. Brailsford is also a patent holder of the Litho Mosaic concrete process, a new standard used in numerous outdoor public art installations. Her previous commissions have received awards from the American Institute of Architects and the American Public Works Association. In her proposal, Brailsford states, "As a public artist, I see my job as recognizing the potential in people, places and things, and then helping them realize that potential. Until I meet and see and understand the unique characteristics of Temple City, the community and the team, I dare not dream up ideas... I relish large and complicated public art challenges, for which I try to chart clear and comprehensive solutions." Artist Profile: Pasadena resident and artist Jose Antonio Aguirre is a Fulbright scholar with degrees in fine arts from the California Institute of Arts and the Art Institute of Chicago. Working in stone, glass, tile, metal and concrete, his artwork can be found internationally, with recent local commissions by the Los Angeles Unified School District and MTA Gold Line Foothill Extension Authority. According to his proposal, "For over twenty years, I have been producing art works for public places and sites, including schools, university campuses, promenades, civic plazas, theme parks and shopping centers in Mexico and the United States. I create art projects that reflect local roots and emphasize awareness of the location to reveal community identity." More information on each artist (via their proposal) can be found in Attachment "D". NEXT STEPS Should Council accept the Commission's recommendation of six artists to create preliminary artwork concepts for the Rosemead Project's seating murals, sculptures and art pavers, staff will move forward in executing artist honorariums at $1,000 each. An honorarium is a best practice and ex gratia payment employed by municipalities for public artworks. In the City's case, payment would be made to the artists to develop their respective and preliminary artwork concepts without requiring the City to enter into any legal arrangement for an actual commission. Pursuant to the honorarium and under auspice of a preliminary art concept, each artist would be required to prepare a full proposal that includes the following information: • Line item budget; • Statement of artwork theme, inspirations and approach; • Sketches of the proposed artwork that includes dimensions; City Council June 18, 2013 Page 6 of 6 • Material samples; and • Fabrication and delivery schedule. In line with the Rosemead Project construction schedule, all artist concepts would be completed and reviewed by the Commission in early August. A final recommendation of three artists to complete actual artworks will be presented before Council on August 20, 2013. It should be noted that one artist will be recommended and ultimately selected for each artwork component to allow economies of scale with final design, fabrication and installation costs; as well as to ensure that artwork integrates well with the Rosemead Project's architectural style. Once Council approves the final three artists, staff will work with the City Attorney to execute contractual agreements. The agreement will require artists to meet with staff and the City's public art consultant to finalize project milestones, and to prepare a schedule for the development of preliminary art concepts. The Commission will recommend final design concepts for Council's ultimate approval, to ensure a complete understanding of the imagery, as well as the thematic approach each artist intends to use when fabricating public art for the Rosemead Project. Furthermore, this process guarantees a seamless integration of artwork onto Rosemead Boulevard, eliminating potential disruptions in the construction schedule, and ensuring installation is completed and unveiled by June 2014. CONCLUSION: The Commission has recommended the selection of six artists to create preliminary artwork concepts for the Rosemead Project's seating murals, sculptures and art pavers. Council concurrence with the Commission's recommendation would move forward the development of preliminary art concepts to ensure that all final public art commissions and installations align with the Rosemead Project construction schedule. FISCAL IMPACT: There is no impact to the fiscal year (FY) 2012-13 City Budget. Funding for the design, installation and fabrication of artworks is appropriated in the Rosemead Project construction budget at a cost not to exceed $250,000. zN A. Request for Qualifications B. Artist Proposals ATTACHMENT A REQUEST FOR QUALIFICATIONS PRE -QUALIFIED ARTISTS FOR UPCOMING PUBLIC ART PROJECTS PROJECT SUMMARY The City of Temple City (City) seeks to create a pre -qualified pool of artists to develop designs for public artwork as part of the City's newly established Art in Public Places Program. Pre -qualified artists may be selected to a short-list tasked with designing public art for City initiated projects including the Rosemead Boulevard Enhancements and Beautification Project. The City will host an optional, pre -submissions meeting for questions regarding the RFQ process and public art program on March 25, 2013, 7 p.m., in the Temple City Council Chambers located at 5938 Kauffman Avenue, Temple City. Questions regarding this Call to Artists may be emailed to publicarts@templecitv.us before the pre -submissions meeting. A transcript of all questions and answers will be recorded and subsequently posted on the City's website at www.templecity.us. PRE -SUBMISSION MEETING: MARCH 25, 2013, 7 p.m. PST QUALIFICATIONS RECIEVED BY: APRIL 25, 2013, 4 p.m. PST ELIGIBILITY This opportunity is open to all professional artists or artist teams in California. Artist teams will only be considered if they have previously completed successful projects together. SCOPE OF WORK In lieu of the recent adoption of a public art ordinance and establishment of its first Public Arts Commission, the City is developing a highly qualified pool of artists who may be selected to create design concepts for specific projects. The Public Arts Commission will develop a short-list of artists within the larger qualified pool to prepare preliminary design concepts for incorporation into the Rosemead Boulevard Enhancements and Beautification Project, expected for completion in summer 2014. Short-listed artists may also be asked to design concepts for other City initiated public art opportunities. Artists chosen to develop public art design concepts along Rosemead Boulevard will be compensated with an honorarium. Artists selected to the short-list will be provided with a contract for art fabrication and installation services. APPLICATION SUBMITTAL Artists and artist teams must provide the following: 1. NARRATIVE must not exceed one (1) page and should include an explanation of how the artist will coordinate with the Public Arts Commission in developing ideas for public art in Temple City. Narratives should also describe the artist's background and experiences in exhibition, studio work, and/or potential ideas or design concepts for the City's Art in Public Places program. 2. RESUME must not exceed four (4) pages and include general qualifications, location of the residences or offices from which services will be provided, and other contact information. Only one resume is required per artist team. 3. A CD of up to eight (8) images of previous completed artworks, included as digital files in JPEG format, 300 DPI, 5MB or smaller. Do not send original artwork. An annotated image list must accompany the CD and include the following: a. Number of Image b. Title of Work c. Media d. Dimensions e. Date f. Budget/and or commissioning body if applicable 4. REFERENCES of at least three (3) professionals per artist or artist team. It has great possibilities to create outstanding landmarks for this community. Please receive the enclosed application outlining my experience and qualifications for this project. For over twenty years, I have been producing art works for public places and sites, including schools, university campuses, promenades, civic plazas, theme parks and shopping centers in Mexico and the United States. I create art projects that reflect local roots and emphasize awareness of the location to reveal community identity. The development of public art projects is a welcomed challenge that involves collaboration with design teams, architects, landscape designers, engineers, contractors, city agencies and artists from the conceptual stage to the completed project. I am an experienced team participant, with a strong record as a fabricator and installer for other artist's projects. I specialize in the various stages of design, fabrication and installation of public artworks. My experience includes large and small-scale projects in a variety of forms and methods. To develop site-specific artworks that reveal the identity of the region, I engage in a dialog with the community, collecting local stories, investigating the surrounding environment and analyze the cultural landscape to place the art in context with its community. This practice improves the creative process to define the concept in a more expressive way that will be defined by the use of traditional techniques with the integration of innovative materials, sustainability and technology. One of my most successful Civic Art projects is a 2200 square feet mural for the East Los Angeles Library, 145K (Teresa Sanchez, Gruen Associates, sanchez(a),Pruenassociates.com) a project implemented in two concave towers (40' x 34 ` & 30' x 34') in which we produced a monumental project with a very limited budget for a third of its real cost. For the private developer program, I completed the installation of two Byzantine glass mosaic fountains and mural for Village Walk in Tarzana, California, 202K (Bryan Gordon, Pacific Equity Properties, bgordon@pacequity.com). In the public 1% program, I completed the installation of nine limestone sculptures (integrating byzantine glass mosaic, fusion and stained glass and black granite) for the Valley Boulevard Grade Separation Project, commissioned by the City of Los Angeles, 226K (Ligeia Gone, Department of Cultural Affairs -Public Art program, 213-202- 5546, Ligeia.Gone@lacity.org). My process involves researching the relationship of a site to its surroundings, appreciating the site's role in the community, and understanding the objective for the site. I have had the opportunity on past and existing projects to create work that was an integral part of an already well-defined space and that needed to reflect the design and themes of the space. As an example, when designing the murals for Rady Children's Hospital, I knew that the artwork needed to be representational to define the way finding for each floor but also needed to be tactile and on a scale that the smallest visitor could enjoy By contrast, the requirements for my artwork for the San Diego Airport allowed for an installation that would communicate on an abstract level A moving band of light created a viewing experience that illuminates time as well as highlights the theme of travel. The opportunity to develop a design consistent with both the unique settings within Temple City and the community's objectives excites my interest. I have experience working with a variety of suitable outdoor materials that will provide aesthetic solutions that are durable and permanent. For example, I have created mosaics for fountains, such as my Marview entry courtyard project. In my series of mosaics for the exterior wall of the Solana Beach Library I combined glass with handmade ceramic relief elements in the mosaic and also designed the mosaics to be housed and lit within a dimensional metal framework. I have a range of styles of mosaic and materials that I use, and I have the ability to create handmade tile that can be combined along with commercial tile or glass. My work is not limited to mosaic, I have also worked with terrazzo, specialty concrete and synthetic materials. I am also interested in exploring new and innovative approaches and techniques including embedding text and silk-screening photographic images on custom tiles as a means of capturing a community's unique personality in the work. I am the researcher, artist, designer and fabricator on all of my projects. I began working in ceramics more than three decades ago, and I took my first step into public art in 2003 with my large-scale sculpture "Tree Rings' selected by the Port of San Diego for inclusion in the Urban Tree Sculpture exhibition. Since that time, I have focused significant energy on public art projects, and my current projects involve a mix of both public projects and private commissions. As detailed in my professional resume, I have created larger scale projects for a number of different municipalities as well as projects for private entities for display in their common areas. Publicly accessible projects provide the opportunity to speak to the largest audience and to deliver to them a visual experience designed to enhance their daily routines. It is the opportunity to contribute to both the enjoyment of the individuals and to the community that makes public art projects particularly appealing. I enjoy the opportunity to work with specific prompts and parameters designed to inspire the artist towards a successful public art project. Temple City and Gruen Architects, have in the Rosemead Boulevard Proiect, planned for exactly the sort of street improvement project for which I have vast experience (Santa Monica, Long Beach, San Diego, LA, Phoenix etc.) and for which I have developed a new technique — LithoMosaic - that you will see in the images, and that marries the color, beauty and history of mosaics (perfect in a Southern California sun) to the scale, durability and installation of new, monolithic concrete pours, which I see will be evident on Rosemead Boulevard sidewalks and intersections. I also know that from all this experience that every opportunity is a brand new day. I take each project for the joy and opportunity it present. All require individual artistic research, outreach and brainstorming, culminating in an experience not unlike a trip through grad school. Each new big project requires the time, work and dedication of an MFA, with a winning dissertation and permanent exhibition, required for" graduation." I completed a written 200 page/3000 photograph study for SeaReach and the USFS, as the Arts Interpretive Specialist for the 312,000 Spring Mountain National Recreation Area. The USFS has created a unique opportunity for a design team to craft expansive conceptual thinking, and consider for the first time, public art as an integral element of an American National Forest. 2008 -2009. CAPITOL IMPROVEMENTS PROJECTS, Water Utilities Department, City of San Diego, CA. Since 1996 1 have been the Public Artist on the $200,000,000, Miramar Water Treatment Plant. Working closely with 37 engineers on the CDM design team, as well as many architects and landscape architects, my "Stream of Consciousness/Body of Water" embraces the reservoir and enhances the public interpretation of the facility's post 9/11 high security campus. My Rococo mosaic waterfall; 'Taliesin' retaining walls; ecru, teal and aqua -marine, epoxy terrazzo floors of aluminum "molecule men" and water word play, are finished and looking terrific. Twenty tons of rocks, which I selected, placed and set in a Zen -like river bed and beach shelf of "The Last Canyon of the Colorado", are also done. This spring my 3000 sq. feet of tessellated copper quartzite in the "Last Canyon of the Colorado," was installed. As an artist who has contributed works to the cities of Temecula and Santa Cruz, as well as working for many years on private commissions, I feel confident that I can offer very much to your city. I use mosaic as the medium for my art, using different techniques such as Indirect Byzantine, a inverted image process, which gives a very smooth touch to mosaics and makes them safe for everyone to touch, even small children. Mosaics can be installed into floors, murals or even sculptures and are the answer for colorful, interesting and most importantly, lasting works of art. Working with mosaics gives the option to use many earthly materials, such as glass, natural stone or even found objects, which allow for indoor and outdoor installations without the worry of damage and future maintenance. I start the process by meeting the Public Arts Commission, presenting my work and sharing experiences and images of my work -in -progress from previous projects, followed by thorough research and sketches that reflect my ideas. After gaining approval from the Public Arts Commission, the next step is to enlarge the drawings to the proper actual size and paint them with watercolor. After another presentation and appropriate approval, l would start the mosaic work. Every month, photos of the work- in -progress are sent to the Public Arts Commission to show the stages of completion. Working on the piece from home enables me to work anytime of the day, while keeping the street clear for normal activity until the onsite installation which can take anywhere from one to three days. It would be great to work with children and organizations who would like to be part of the process. Everyone would be able to revisit the piece and recognize his or her contribution to the city. All the extra planning of working with outside groups would be worth it because it would then truly become the community's artwork, bringing the people together. I would love to be part of this project and would greatly appreciate the opportunity to meet with you and discuss all the exciting options for this new piece of public art. I enjoy the challenge of creating art that appeals to a diverse audience; from children to art critics. My sculpture Ripple was recognized as an "innovative and creative contribution in the field of public art", winning the 2012 Americans for the Arts' Public Art Network ANvard. Before embarking upon my career as a full-time independent sculptor nearly two decades ago, I ran the sculpture department of a sculpture and architecture firm. That experience made me very familiar and comfortable with working in a group setting. I've found that a good committee can be extremely helpful in verifying and expanding upon the outside research that I do for each site location before beginning the design process. My Artistic Process: Space Analysis — Whether it's by visiting the actual location or building a 3D virtual model from drawings or photos, I need to experience the space for inspiration. How does the space feel? What sort of form is it calling for? Preliminary Local Research — I believe that art should help us see ourselves differently or tell us something new about ourselves. I research what's important to the people of the area, so there's an organic connection on a community and personal level with the initial design inspirations. Conznnnenity Analhsis/Engagenaerrt— After being selected to create the work, the process of more deeply engaging the community begins. The art needs to resonate with the area in which it's located. Sometimes the art committee is very clear on elements that they feel need to be represented and sometimes we go directly to the community/focus groups. It's my job as an artist to take that information and use it as a springboard for artistic inspiration and direction. I assign a project manager to each project to coordinate all of the community outreach with the design committee, both pre- and post design phase. Drarvings — I create 3D CAD virtual models of the work that translate into easily understood drawings/renderings. These accurate scale renderings take into consideration the important aspects of the sculpture's interaction with the site, such as weight, scale, viewing angles, reflections, and lighting (both natural and artificial). These renderings facilitate important communications between myself, the project architect, and engineers. This process is important in making sure the art is well understood before it is installed and any issues can be dealt with before everything is complete. Fabrication — We build everything in-house in our large Los Angeles warehouse studio, using direct fabrication techniques that minimize material waste. This serves two goals: a) decreasing production costs, thus allowing a more significantly scaled artwork to be created b) reducing waste for a more "green" production process We are directly involved with every last step of the process from crating the work for shipping to installation. We understand the project better than anyone, and are deeply involved with every aspect needed to complete the work on budget and on time. All the materials I use are durable and virtually maintenance -free, often stainless steel. My focus has always been on utilizing the natural qualities of metals and other materials to create contemporary yet inviting interpretive sculpture. The stories that appeal to me most involve humor, passion, the examination of human foibles, action and a feeling of hope and connection with my fellow humans. My work as a sculptor is a continuation of my work as an actor and filmmaker. In this new medium I am still creating characters and capturing a scene, a singular frame of film suspended in three -dimensions. My work as a public servant makes me feel connected to the desire of the City of Temple City to expand art in the Art in Public Places program. I am now Chair of the Malibu Public Art Commission. I volunteered and was chosen to be on this commission because I believe it is so important to engage citizens through public art. Art can bring energy, delight and inspiration to the community on a daily basis. My background as a film director contributes to my deep understanding of how to help bring coherence to a vision and work with a team towards a common artistic goal. As a founder of Malibu Foundation for Youth and Families, whose mission is to better the lives of the youth and families in our community, (recognized by President Obama with our nation's Call to Service Award), I have a special, personal bond with children and families.
