Reiman at 6:00 p.m., Thursday, June 20, 2019, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call the following were noted present: Councilmember Vincent Bellino Dennis DiMascio Ajmar Johal Randy Krum Susan Naples * *Due to the malfunction of the recorder, the minutes were transcribed by the clerk's notes. Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent was Councilmember Jorge Diaz The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. ROLL CALL * *CLERK'S NOTE NOTED PRESENT NOTED ABSENT SILENT PRAYER / PLEDGE OF ALLEGIANCE STATEMENT OF MEETING The Municipal Clerk stated that the 2019 Annual Meeting Notice was NOTICE mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. Upon MMS &C by Councilmembers Krum and Bellino and unanimous MINUTES FOR APPROVAL affirmative vote of the five (5) Councilmembers present, the minutes of June 6, 2019 were approved as transcribed and engrossed by the Clerk. 1 JUNE 20, 2019 CONT. FIRST READING - ORDINANCE #19 -14 was introduced and adopted on First Reading and the Municipal Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C by Councilmembers Bellino and Krum. Upon individual roll call vote Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was noted absent. ORDINANCE #19 -14 "AMENDING ORDINANCE ORDINANCE #19 -14 #07 -31 TO VACATE THE REMAINING PORTION OF "AMENDING ORDINANCE #07 -31 TO VACATE THE REMAINING SHAROT STREET IN THE PORTION OF SHAROT STREET IN THE BOROUGH OF CARTERET" BOROUGH OF MIDDLESEX, STATE OF NEW JERSEY, APPROVING AND AUTHORIZING CARTERET" ORDINANCE #19 -15 was introduced and adopted on first reading and APPROVING AND the Municipal Clerk authorized and directed to advertise same for AUTHORIZING THE Public Hearing, upon MMS &C by Councilmembers Bellino and Johal. ENTERING INTO, Upon individual roll call vote Councilmembers Bellino, DiMascio, EXECUTION AND Johal, Krum and Naples voted in the affirmative. Councilmember Diaz DELIVERY OF A LEASE was noted absent. ORDINANCE #19 -15 "AN ORDINANCE OF THE BOROUGH OF ORDINANCE #19 -15 CARTERET, IN THE "AN ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY OF COUNTY OF MIDDLESEX, MIDDLESEX, STATE OF NEW JERSEY, APPROVING AND AUTHORIZING STATE OF NEW JERSEY, THE ENTERING INTO, EXECUTION AND DELIVERY OF A LEASE AND APPROVING AND AUTHORIZING THE AGREEMENT WITH THE MIDDLESEX COUNTY IMPROVEMENT ENTERING INTO, AUTHORITY RELATING TO THE ISSUANCE OF COUNTY- GUARANTEED EXECUTION AND CAPITAL EQUIPMENT AND IMPROVEMENT REVENUE BONDS, SERIES DELIVERY OF A LEASE 2019 OF THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY" AND AGREEMENT WITH THE MIDDLESEX COUNTYIMPROVEMENT AUTHORITY" PUBLIC PORTIONS ON RESOLUTIONS / AGENDA A copy of each Resolution was placed on the table for public review ITEMS AND NEW prior to the meeting in accordance with the Rules of Council. BUSINESS Upon MMS &C, by Councilmembers Bellino and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions / Agenda PUBLIC HEARING OPEN items and New Business. 2 JUNE 20, 2019 CONT. Chet Bohanek said he attended the Marina Grand Opening on Saturday CHET BOHANEK and they did a fine job. He's seen many marinas and this is the finest he's seen. Mayor Reiman spoke about the DuPont and US Metals suits and MAYOR REIMAN settlements which set aside millions for this project. Mr. Bohanek asked if there were plans for any other areas. CHET BOHANEK Mayor Reiman stated that north of the DuPont property they will add MAYOR REIMAN a Waterfront Park, ands Event Center with a Lounge and Banquet Hall and a Bed & Breakfast. Laura Pettica complained that cars are speeding up and down East LAURA PETICCA Cherry Street and that it is very dangerous. The Mayor said they put up signs on Harrison Avenue and East Cherry MAYOR REIMAN Street and they have two (2) Speed Bumps but they disappear. They will look into it. Robert Brown complimented the Mayor and Council and said they are ROBERT BROWN doing a fantastic job. He asked about the addition being planned in front of the High School. Mayor Reiman said that will be a new Junior High School. A public MAYOR REIMAN referendum is the next step. The people will vote on it. The Mayor spoke about the different changes to the schools. Laurent Mevs asked if the marina will have a charter boat. The Mayor said he's had discussions with two (2) different charter boat companies. He spoke about the marina noting that we have 185 slips. The problem is that they didn't finish it until May and by that time a lot of boaters already had their slip for the season. There are about 48 slips taken. He said they would like a dinner cruise ship go out from there also. Mr. Mevs asked about the Performing Arts Center. He sees its moving fast. LAURENT MEVS MAYOR REIMAN LAURENT MEVS 3 JUNE 20, 2019 CONT. MAYOR REIMAN The Mayor said ... (inaudible) ... in the Fall and he spoke about the monies received for the project. MR. BOSEMAN Mr. Boseman stated that he is angry, frustrated and sad about the outcome of the Officer Reiman trial. He is not here to retry the case but this was a 16 year old child. MAYOR REIMAN Mayor Reiman asked who hit the windshield. Mr. Boseman said he is part of this town for a long time. There are MR. BOSEMAN officers he knows and there are officers he doesn't know. He was told by some officers that if it were them, those tactics would not have been used. MAYOR REIMAN Mayor Reiman stated that twelve (12) jurors made the decision. MR. BOSEMAN Mr. Boseman said that certain evidence wasn't allowed. MAYOR REIMAN The Mayor said he sat there every day for four (4) weeks and listened to everything. Mr. Boseman said that officers are scared to talk. He understands that MR. BOSEMAN you do whatever you have to do to protect your family. This is what you do. ATTORNEY ROBERT. J. Attorney Bergen asked him if he had the names of the officers he spoke BERGEN, ESQ. to. MR. BOSEMAN Mr. Boseman said ... (inaudible) ... listen to Officer Moody. MR. BOSEMAN Mr. Boseman said he is not saying don't arrest someone, but don't beat him up. MR. BOSEMAN Mr. Boseman said ... (inaudible) ... MAYOR REIMAN Mayor Reiman stated that the community trusts him. He got 84% of the vote. Mr. Boseman said that's because there was no opposition. That nut MR. BOSEMAN ran against you. He continued to speak but was inaudible. He said the people in Chrome ... (inaudible) ... for the kids. 4 JUNE 20, 2019 CONT. Mayor Reiman told him that he doesn't represent Chrome. Mr. Boseman said he knows his time is up but he wanted to speak up There being no further comments or objections to the Resolutions /Agenda items or new business, upon MMS &C, by Councilmembers Bellino and Johal and unanimous affirmative vote of the five (5) Councilmembers present, the public portion of the meeting was closed. Upon Individual Roll Call Vote Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the Affirmative. Councilmember Diaz was noted absent. COMMITTEES: BUILDINGS & GROUNDS — Committee Chairman Johal reported progress. FINANCE & ADMINISTRATION — In the absence of Committee Chairman Diaz, Mayor Reiman reported progress. REPORTS 7 JUNE 20, 2019 CONT. FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum reported that Marine 1 is out of service; Engine 7 is in front line status. EMS 2 & 3 are in front line service. He reported progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman Bellino reported progress. POLICE — Committee Chairperson Naples reported that the officers are walking the paths. Two (2) of the officers graduated from the academy and two (2) SLEO's also graduated. She reported progress. PUBLIC WORKS — Committee Chairman DiMascio reported progress. BOARD OF EDUCATION —Mayor Reiman announced that the Middle School graduation is tonight and the High School graduation is tomorrow. He announced that the Board of Education approved holding a special election in September for a referendum question for the purpose of building a Junior High School and to do upgrades to the existing schools. Committee Chairperson Naples reported progress.
