Reiman at 6:00 p.m., Thursday, July 11, 2019, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call the following were noted present: Council President Councilmember it En m Susan Naples Vincent Belllino Jorge Diaz Dennis DiMascio Randy Krum Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent was Mayor Daniel J. Reiman and Councilmember Ajmar Johal. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Randy Krum. ROLL CALL NOTED PRESENT NOTED ABSENT SILENT PRAYER / PLEDGI OF ALLEGIANCE The Municipal Clerk stated that the 2019 Annual Meeting Notice was STATEMENT OF MEETING NOTICE mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. Upon MMS &C by Councilmembers Krum and Bellino and unanimous MINUTES FOR APPROVAI affirmative vote of the five (5) Councilmembers present, the minutes of June 20, 2019 were approved as transcribed and engrossed by the Clerk. 1 MAY 16, 2019 CONT. COMMENDATIONS - I 5 ' HOME RUN Council President Naples announced that they have commendations. Council President Naples presented commendations to the following: James Rodriguez 1St home run of the 2019 Little League season DANIELLE GRUSKOWSKI MEMORIAL SCHOLARSHIPS James Rodriguez talked about his 1St home run. Mr. Gruskowski told his story and awarded the Scholarships with Council President Naples to the following: Uzona Edoh Isaiah Rodriguez PUBLIC HEARING OPEN PUBLIC HEARING CLOSED The clerk stated that Ordinance #19 -14 was introduced and adopted on First Reading on June 20, 2019. It was duly published in Home News Tribune on June 27, 2019 with notice that it will be considered for final passage after Public Hearing to be held on July 11, 2019 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Bellino and Unanimous affirmative vote of the five (5) Councilmembers present, Council President Naples declared the Public Hearing open. There being no comments or objections to the Ordinance, Council President Naples declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Krum and unanimous Affirmative vote of the five (5) Councilmembers present. Ira JULY 11, 2019 CONT. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #19 -14 "AMENDING ORDINANCE #07 -31 TO VACATE THE REMAINING PORTION OF SHAROT STREET IN THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in the affirmative. Councilmember Johal was noted absent. APPROVED AND ADOPTED: July 11, 2019 INTRODUCED: June 20, 2019 Advertised as Adopted on First Reading with notice of Public Hearing: June 27, 2019 Hearing Held: July 11, 2019 Approved by: Mayor Daniel J. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in the affirmative. Councilmember Johal was noted absent. Reiman Advertised as Finally Adopted: July 19, 2019 RESOLUTIONS / AGENDA [TEMS & NEW BUSINESS A copy of each Resolution was placed on the table for public review OPEN TO THE PUBLIC prior to the meeting in accordance with the Rules of Council. Upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions / Agenda items and new business. KEVIN URBAN Kevin Urban asked how the money being held my Governor Murphy will affect our Arts Center. �OUNCIL PRESIDENT NAPLES Council President Naples said we are hoping to recoup that, it is temporary. NAPLES Kevin Urban asked how the acquisition works with regard to the monies and asked if it is a grant? KEVIN URBAN Council President Naples said it depends on the project and the uses. COUNCIL PRESIDENT NAPLES Robert J. Bergen said we are talking about the Municipal taxes. Once ROBERT J. BERGEN they are developed the assessment will be 3 to 10 times higher than they are now, so you will make money off the sale of the property plus significantly more taxes the Borough will recoup. PAYMENT OF BILLS Upon MMS &C by Councilmembers Diaz and Krum, all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in the Affirmative. Councilmember Johal was noted absent. REPORTS Reports —1. Clerk's Office —June 2019 2. Inspection of Buildings —June 2019 Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present, all reports were ordered to be received and placed on file. BUSINESS TO BE ADDED: BUILDINGS & GROUNDS — In Committee Chairman Johal's absence, COMMITTEES Council President Naples reported progress. FINANCE & ADMINISTRATION — Committee Chairman Diaz reported progress. FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum reported progress, will have a report at the next meeting. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman Bellino reported in recent weeks we have had some issues with the American Flag by corporations of the United States of America. Culturally we regard the flag as an iconic symbol. I would like to have a resolution to assimilate the use of any product or any person that disrespects our flag. It's something that the veterans are discussing. I would just like a resolution regarding not buying or purchase anything from corporations that disrespect our culture and our flag.
