Reiman at 6:00 p.m., Thursday, July 18, 2019, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call the following were noted present: Mayor Council President Councilmember it M M Daniel J. Reiman Susan Naples Vincent Bellino Dennis DiMascio Ajmar Johal Randy Krum ROLL CALL Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent was Councilmember Jorge Diaz The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. NOTED PRESENT NOTED ABSENT SILENT PRAYER / PLEDGI OF ALLEGIANCE The Municipal Clerk stated that the 2019 Annual Meeting Notice was STATEMENT OF MEETING mailed to The Home News Tribune, The Star Ledger and posted on the NOTICE bulletin board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. Upon MMS &C by Councilmembers Krum and Johal and unanimous affirmative vote of the five (5) Councilmembers present, the minutes of July 11, 2019 were approved as transcribed and engrossed by the Clerk. MINUTES FOR APPROVAI 1 JULY 18, 2019 CONT. ORDINANCE #19 -16 was introduced and adopted on First Reading and the Municipal Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C by Councilmembers DiMascio and Johal. Upon individual roll call vote Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was ORDINANCE #19 -16 noted absent. Councilmember Diaz was noted absent. 2 ORDINANCE #19 -17 ORDINANCE #19 -17 "BOND ORDINANCE PROVIDING FOR THE CONSTRUCTION OF A "AN ORDINANCE PERFORMING ARTS CENTER IN AND BY THE BOROUGH OF CARTERET, PROVIDING FOR THE IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING CONSTRUCTION OF A $3,300,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF PERFORMING ARTS CENTER" $3,135,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" ORDINANCE #19 -18 was introduced and adopted on first reading and the Municipal Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C by Councilmembers Bellino and Naples. ORDINANCE 19 -18 ORDINANCE 19 -18 "AN ORDINANCE "AN ORDINANCE AMENDING ORDINANCE #84 -6, AMENDING Re: ANNUAL SEWER FEES" ORDINANCE #84 -6, Re: ANNUALSEWER FEES" ORDINANCE #19 -19 was introduced and adopted on first reading and the Municipal Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C by Councilmembers Bellino and Krum. Upon individual roll call vote Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was noted absent. PUBLIC HEARING Upon MMS &C, by Councilmember Bellino and DiMascio and OPEN Unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing open. Councilmember DiMascio asked where on Middlesex it was located. Mayor Reiman stated it was the warehouse directly behind Marina parking lot "B" and would take a portion of the property directly behind the warehouse where the twelve (12) foot section of grass and utilize the existing easement and additional ninety (90) degree parking, he said it would be 50 additional parking spaces. There being no further comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon 3 ORDINANCE #19 -19 ORDINANCE #19 -19 "AMENDING AND "AMENDING AND SUPPLEMENTING ORDINANCE #71 -9 OF THE SUPPLEMENTING BOROUGH OF CARTERET AFSCME — ORDINANCE #71 -9 OF THE BOROUGH OF LOCAL 3850 WHITE COLLAR UNION" CARTERET AFSCME — LOCAL 3850 WHITE The clerk stated that Ordinance #19 -10 was introduced and adopted COLLAR UNION" on First Reading on April 18, 2019. It was duly published in Home News Tribune on July 9, 2019 with notice that it will be considered for final passage after Public Hearing to be held on July 18, 2019 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. ORDINANCE #19 -10 Upon MMS &C, by Councilmembers Krum and Johal "AN ORDINANCE AUTHORIZING THE ORDINANCE #19 -10 ACQUISITION OF A PORTION OF 100 "AN ORDINANCE OF THE BOROUGH OF CARTERET AUTHORIZING THE MIDDLESEX AVENUE" ACQUISITION OF A PORTION OF 100 MIDDLESEX AVENUE, BLOCK 201, LOT 2 FOR THE PUBLIC PURPOSE OF CONSTRUCTING MUNICIPAL ADOPTED PUBLIC PARKING" was finally adopted. Upon individual roll call vote Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was noted absent.
