CALL TO ORDER Mayor Chavez called the City Council Regular Meeting to order at 7:33 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. ROLL CALL PRESENT: Councilmember -Blum, Sternquist, Vizcarra, Yu, Chavez ABSENT: Councilmember -None ALSO PRESENT: City Manager Pulido, City Attorney Vail, Public Safety Officer Ariizumi, Parks & Recreation Director Burroughs, Deputy City Clerk Kuo, Assistant to the City Manager Haworth, Community Development Manager Lambert, and Community Development Director Masura INVOCATION The Invocation was provided by Deacon Gil Chavez, retired from St. Luke Church & Annunciation Church. PLEDGE OF ALLEGIANCE Mayor Chavez led those in attendance in the Pledge of Allegiance to the Flag. CEREMONIAL MATTERS — PRESENTATIONS A. Poppy Week Proclamation Peggy McIntosh, Secretary of American Legion Auxiliary San Gabriel Unit 442, accepted a proclamation from Mayor Vizcarra proclaiming the week of May 15 -21, 2011 as Poppy Week, and asking all citizens to pay tribute to those who made the ultimate sacrifice in the name of freedom by wearing the memorial poppy during this week. Ms. McIntosh presented all of the Councilmembers with a poppy. She also invited the public to attend the Memorial Service at Live Oak Memorial Park on May 30'n PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Mayor Chavez introduced Mr. Alberto Juarez from Pasadena City College and his Political Science 1 class. Mr. Juarez gave a brief description of his class and stated that he stresses in class how important local government is and brought his class tonight to see local government in action. He encourages citizens to become more involved locally. Linda Payne, Executive Director /President, Chamber of Commerce provided a summary of major events and activities of the Chamber for the month of April 2011. Susan Schlaeoer, Library Manager, provided information on library programs and events during the month of May and informed everyone that the library would be closed for the month of June and re -open on July 19. She reminded the public that although the library will be closed, some children's program will continue at varied locations. City Council Minutes May 17, 2011 Page 2 Isaac Gabriel, asked Council for updates on locating permits for his property which he believed were lost. Mayor Chavez suggested Mr. Gabriel follow up with City Manager Pulido. Mary Kokayko, Temple City resident, commented about Mid - Valley newspaper's "Memories of El Monte" section. She would love to see something like that written for Temple City. She complimented the Council for the City's Public Safety Commission. She has learned a lot from attending the meetings and felt the commission was taking care of business. Tian -Yi Chenq, Temple City High School Student Liaison, reported on Temple City Unified School District's API scores, selection of Mr. Temple City, and the High School's tennis, baseball & volleyball teams going to CIF. He asked for the Council's help in preventing student's favorite teachers from receiving the pink slip. Mayor Chavez commented that the school district is doing a great job and the City is continuing to meet with the school district to see how it can help. CONSENT CALENDAR Councilmember Vizcarra moved to approve the Consent Calendar, seconded by Councilmember Sternquist and unanimously carried by the following roll call vote: AYES: Councilmember -Blum, Sternquist, Vizcarra, Yu, Chavez NOES: Councilmember -None ABSENT: Councilmember -None ABSTAIN: Councilmember -None A. APPROVAL OF MINUTES Approved as presented: 1) Minutes of the Regular Meeting of April 28, 2011; and 2) Minutes of the Special Meeting of May 3, 2011. B. PUBLIC SAFETY COMMISSION ACTIONS — MEETING OF APRIL 27, 2011 Received and filed the Planning Commission actions of their meeting of April 27, 2011. C. RELEASE OF SECURITIES FOR TRACT NO. 061141 FOR SANITARY SEWER IMPROVEMENTS AT 5832 — 5842 ENCINITA AVENUE Authorized the release of securities in the amount of $103,050, upon completion of sanitary sewer improvements at 5832 — 5842 Encinita Avenue, Tract No. 061141 D. FINAL MAP APPROVAL FOR PARCEL MAP NO. 70941 AT 10624 OLIVE STREET Approved Final Parcel Map No. 70941 at 10624 Olive Street by the following actions: 1) Made findings as enumerated in the May 9, 2011 letter from the Los Angeles County Public Works Department: a. That the subdivider has met and performed all applicable requirements and conditions imposed pursuant to the State Subdivision Map Act (Government Code Section 66410, et seq.) and the City's subdivision ordinances; 1 1 1 1 1 City Council Minutes May 17, 2011 Page 3 b. That the proposed subdivision is in substantial compliance with the previously approved tentative map; c. That division and development of the property, in the manner set forth on the approved tentative map for this subdivision, will not unreasonably interfere with the free and complete exercise of any rights of way or easements owned by any public entity and /or public utility in accordance with Section 66436(a)3A (i -viii) of the State Subdivision Map Act; 2) Approved Parcel Map No. 70941; 3) Accepted dedications as indicated on Parcel Map Number 70941; 4) Approved and accepted the work agreements and improvement securities as enumerated in the attached letter from the County of Los Angeles Department of Public Works; and 5) Instructed the City Clerk to endorse on the face of Parcel Map Number 70941 the certificate that embodies the approval of said Map. E. REQUEST FOR APPROVAL OF STREET CLOSURE OF OAK AVENUE FOR THE OAK AVENUE INTERMEDIATE SCHOOL PROMOTION CEREMONY Approved the request for street closure from Oak Avenue Intermediate School for their Promotion Ceremony on June 16, 2011 from 4:30 p.m. — 8:30 p.m. F. PETTY CASH AND VISA CARD REPORTS Received and filed the Petty Cash Report with the current charges. G. ADOPTION OF RESOLUTION NO. 11 -4751 — APPROVAL OF PAYMENT OF BILLS Adopted Resolution No. 11 -4751, a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $235,451.09 DEMAND NOS. 31806 THROUGH 31908. 8. UNFINISHED BUSINESS — None 9. NEW BUSINESS — None 10. COMMUNICATIONS — None 11. RECESS TO COMMUNITY REDEVELOPMENT AGENCY MEETING - At 8:03 p.m., the City Council recessed to the Community Redevelopment Agency Meeting. Minutes of the Agency Meeting are set forth in full in the Agency's records. RECONVENE AS CITY COUNCIL The City Council meeting was reconvened at 8:06 p.m. with all Councilmembers present. 12. ACTION ON REQUEST BY CRA — None City Council Minutes May 17, 2011 Page 4 13. UPDATE FROM CITY MANAGER City Manager Pulido informed the public that the second Goal Setting Session has been set for Thursday, May 19, 2011 from 6:30 p.m. to 9:30 p.m. at the Council Chamber. 14. MATTERS FROM CITY OFFICIALS — None 15. COUNCIL REPORTS REGARDING AD HOC OR COMMISSION MEETINGS Councilmembers provided information on recent meetings they attended: Rosemead Boulevard Improvement Project Standing Committee, Public Art Advisory Group Ad Hoc Committee, Budget Ad Hoc Committee, Council of Governments, City Codes Review Ad Hoc Committee and School District/City Ad Hoc Committee. Councilmember Vizcarra and Parks & Recreation Director reported that during the School Ad Hoc Committee meeting, Oak Avenue floor reimbursement and the annual Use of Facilities agreement were discussed. Staff will be requesting Council approval at the next Council meeting for Oak Avenue gymnasium agreement and Use of Facilities Agreement. 16. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER BLUM Councilmember Blum said he really enjoyed attending the California Contract Cities Annual Municipal Conference. It offered him a great opportunity to network with officials from surrounding cities. B. COUNCILMEMBER STERNQUIST Councilmember Sternquist highlighted a few of the topics presented during the California Contract Cities Annual Municipal Conference and that she really enjoyed the conference speakers. She commented on the significance of Poppy Week. She will keep the poppy that was presented to her and remember the veterans on a daily basis. Councilmember Sternquist reported that a Temple City High School student is one of 40 regional finalists in the nationwide Doodle 4 Google art competition. She encouraged the residents to go on -line and vote for her design. C. COUNCILMEMBER VIZCARRA Councilmember Vizcarra said he really enjoyed the speakers from the California Contract Cities Annual Municipal Conference. He thought the Ethic's presentation was very well done. He also enjoyed the speech given by Los Angeles County Sheriff Lee Baca regarding the community and the states. D. MAYOR PRO TEM YU Mayor Pro Tem Yu agreed with his fellow councilmembers that he also felt the California Contract Cities Annual Municipal Conference was a great place to exchange ideas and information with neighboring City officials. MAYOR CHAVEZ 1 1 1 1 1 1 City Council Minutes May 17, 2011 Page 5 Mayor Chavez reiterated that the California Contract Cities Annual Municipal Conference had great public speakers this year and attending the meeting was a great way to network with others of the same position and share how they do things. City Manager Pulido reported that he and Councilmember Yu had met with the father of the Alpha Beta site owners. They expressed interest in working with the City to develop their lot. City Manager Pulido felt the owners were sincere about moving forward with improving their property. 17. REIMBURSEMENTS OF EXPENSES PAID TO OFFICIALS FOR CONDUCT OF CITY BUSINESS A. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Mary Burke, Temple City resident, commented that she felt deeply that we have the most honorable, hard working people on the Council. She visits City Hall once a week to pick up reading materials and thought the City Manager's report was very well written. She also felt that the City Hall staff was friendly. She thought the library could use an update and loved the idea of painting a mural on the library. She does have one complaint about the distressed condition of her street. Public Officer Ariizumi informed Ms. Burke the City has a Pavement Management Study and staff will identify which street is in most need of repair. Streets will be worked on as part of the Capital Improvement Projects. City Manager Pulido said that staff will prioritize the streets and bring a recommendation to Council as part of the 2 year work plan. Mayor Chavez stated that Council will look for options for the most efficient way to repair the streets. Jerry Jambazian, Temple City businessman, informed Council of the Toss of Dorothy Dodie Murset and asked that the meeting be adjourned in her memory. Mrs. Murset and her husband were residents of the City since 1956. 19. CLOSED SESSION At 9:05 p.m. the City Council recessed to a closed session for the purpose stated below.
