The City Council of Medina, Minnesota met in special session on January 15, 2013 at
6:02 p.m. in the City Hall Chambers. Mayor Crosby presided.
I. ROLL CALL
Members present: Crosby, Martinson, Anderson, Pederson and Weir.
Members absent:
Also present: City Planner Dusty Finke, Police Chief Ed Be!land, Sergeant Jason
Nelson, Craig Jochum Hakanson Anderson, Becky Wozney Hakanson Anderson, and
City Administrator Scott Johnson.
II. Minnehaha Creek Watershed District TMDLs
Craig Jochum provided an update on the Minnehaha Creek Watershed District (MCWD)
Total Maximum Daily Load (TMDLs) allocations. The latest TMDLs for phosphorus
covered Jennings Bay and Long Lake. The proposed reduction for the City of Medina is
389 pounds of phosphorous per year for Jennings Bay and 105 pounds of phosphorous
per year for Long Lake.
Mr. Jochum provided further information on the methodology for the proposed TMDLs
and asked for Council feedback on the proposed TMDLs. Council Members and staff
provided the following comments:
• The City should not be held responsible for Baker Park/Three Rivers Park
allocation under the TMDL for Jennings Bay
• Areas along County Road 24 in Medina already provide a number of wetlands to
help with phosphorus reduction. Has this been taken into account adequately in
the assessment of the city's load allocation?
• The bi-annual migration and gathering of geese on lakes adds to nutrient loading
in Medina and is difficult for the city to address
• Significant easements are required for proposed projects on private property,
which landowners are reluctant to grant. Can this requirement be lessened to
make BMPs on private property less invasive?
• Being a small population city, Medina cannot underwrite major load -reducing
projects without applying for and receiving grant funding
• Medina needs help from MCWD in order to identify projects for the city to pursue
for potential grant funding
Staff was directed by the City Council to incorporate these comments into a letter and to
send the comments to MCWD.

III. LMCC/Mediacom Update
Tom Crosby provided the City Council with an update on the LMCC meeting that was
held on January 10, 2013. The City Council directed staff to move forward with setting
up a meeting with Victoria and Orono to discuss the needs of the underserved residents
and negotiations.
IV. 600 Clydesdale Trail Project Update
Scott Johnson informed the City Council that staff continues to work with RJM
Construction and the 292 Design Group on the project budget. The current proposed
project is $110,000 over the set budget. Staff will continue to work with the consultants
to bring the cost of the project within budget.
