MINUTES
OCTOBER 16,1995
I. ROLL CALL AND CALL TO ORDER
Chair Grote called the meeting to order at 7:08pm. Committee members
Ware, Killen and Coyle answered the roll call. Chair declared a quorum present.
Also attending was Mr. & Mrs. Donahue, Joe Rake, Kirk Hall, Scotty Davenport,
George Halloway, and Director Baker.
II. NEW BUSINESS.
a. Letter of resignation, Kathy Killen - Attachment.
Chair thanked Killen for all her hard work. Chair informed committee
she realizes Killen is leaving to do something more in her life and with deep
regret asks council to accept her resignation.
Chair asked director to publicize the vacant spot and place interviews on
the November agenda.
b. Possible Park board member interviews.
Chair informed possible new Park Board members of the Council's policy
of forwarding the names of a first and second choice selection to Council for
consideration of appointment. In addition Chair urged possible members to
reapply for Killen's position if they are not appointed to the current vacancy.
Chair informed possible members the committee would like to talk to each
member and ask them to give a brief statement as to why they would like to
serve on the committee.
Scotty Davenport
Davenport informed committee he is interested not only as a resident but
also as a tourist oriented business owner. Davenport stated he likes to know
about facilities and programs offered which are used by year round residents
and attract summer visitors as well. Davenport felt that in the future it will be
very important to deal with expansion to accommodate tourists as well as locals.
Davenport informed committee he noticed people just standing and staring at
parks this summer who just could not believe they are so beautiful and wants to
make sure this is preserved. Davenport believes it will be very important to
complete the Riverfront Park to help draw in and keep more people in the area.
Chair asked if Davenport has any idea as to how it could be completed?
Davenport felt it will take lots of hard work but through his past business
dealings he may know of some possible grant outlets. Grote asked Davenport
how do you view the Recreation Program? Davenport felt the relationship with
the school district could be stronger and felt the Recreation Program should not
be paying for the use of facilities.
Kirk Hall
Hall informed committee he has taken an early retirement and has some
extra time. Hall informed committee he has served on many boards and
commissions and feels he can bring both strengths and weaknesses to the
committee because he does not know how this city works which will make him
ask many questions. Hall informed committee he knows living in the city limits
is not required for the position but wants to make sure everyone is informed.
Hall informed committee he wants to become more a part of the community and
feels he can bring lots of energy and enthusiasm to the Park Board. Hall
informed the committee he had served on the planning and zoning board in
Lake Oswego, Oregon and also stated Lake Oswego is another lake shore city
with some similarities to McCall. In addition, Hall informed committee he is an
avid bicyclist and served on the Ada County Bike commission in 1980 and
helped put together the standards and laws for bikes which Boise adopted. Hall
stated he has lots of interest in bikes and informing tourists of where to bike to
get more enjoyment out of the city. Killen stated that due to her resignation,
someone else from the committee will need to sit on the Payette Lakes Trails
Committee. Grote asked, how do you view the Recreation Program? Hall stated
it has field and facility limitations that need to be dealt with.
George Halloway
Halloway informed committee he is retired from the Federal
Government's Department of Labor, moved to McCall in April and now works
half days with Jim Thackery at the McCall Job Service office. Halloway
informed committee he is not a big joiner and does not join lots of organizations
but would rather find one thing he may enjoy and give it his all. Halloway
informed committee he is new to the area and has not had much exposure to the
City Parks or the Recreation Program.
Chair thanked all three for their time and interest.
Grote moved to recommend Council gives Kirk Hall first priority with
council also taking into consideration Scotty Davenport.
Grote stated she was in support of Hall due to his knowledge and
experience in dealing with civics in large cities. Coyle stated he would be more
in favor of recommending Davenport as first choice due to the interest he has
shown in attending the last dozen meetings as well as council meetings. Ware
also agreed with Coyle and stated in addition he feels Davenport has more
experience in dealing with Recreation Programs. After discussion Grote
withdrew her motion. Grote moved to recommend Council give Scotty
Davenport first priority to Gary VanKomen's vacated seat with council also
taking into consideration KirkHall. Killen seconded and the motion carried.
c. Dock expansion for Mill Park Village - attachment.
Grote noted that while the board could discuss this application, the
comments would be irrelevant because the comment deadline was a week before
the council could consider the board's recommendations, Killen asked to discuss
it anyway for the record.
Committee members were all concerned the dock expansion would create
more of a marina than a dock. Committee was concerned there would be
extreme congestion with boat motor use on both sides of the park. In addition
the committee all felt that in addition to the noise and congestion, the water
quality, public safety and public enjoyment of the lake and Mill Park would be
seriously degraded. Committee felt that reservations for weddings in Mill Park
would more than likely cease to exist due to noise and congestion.
Committee discussed relationship with the Idaho Department of Lands.
First in which the Dept. of Lands denied receiving the city's letter of comment
then acknowledged that they had, and dismissed the letters concerns about
safety and commercial use as "irrelevant" Grote wondered what was relevant
and condemned the whole process as a waste of time. The comment request
form was dated three weeks prior to the meeting and she voiced her frustration
that Director Baker had not notified committee members of the application until
it was to late to respond.
After discussion Grote moved to recommend council direct City Manager to
meet with the I.D.L. to clarify for the city and its advisory boards what
specifically exempted from consideration and establish a time table that will
allow the concerned advisory board to make a recommendation for the council
to ratify. Coyle seconded and the motion carried.
Chair suggests that it may be possible to distribute Notices of Application to
committee members to get individual responses in writing that can then go
directly to the council.
NOTE TO COUNCIL: Director faxed a letter(attached) to W.R. Pitman(I.D.L.
Administrator) requesting no final decision be made until after Council's
October 26, 1995 meeting. Mr. Pitman stated during a phone conversation after
receiving the letter no final decision would be made until after October 27, 1995.
III. OLD BUSINESS
a. Paddle boat business in Art Roberts Park - Kevin Donahue
Donahue informed committee the wet spring gave the business a slow
start but overall it was successful. Donahue also stated there was a problem
with the signage. Committee all agreed the signage was insufficient especially
when cars parked in front of it. In addition, Donahue informed committee that
concessions did not work out due to the size of the park and asked if it would be
possible to place a concession stand in Legacy Park. Committee informed
Donahue there has been a request for proposal for park concessions published
for the last several years and will be distributed again next spring. Director
agreed to put together a R.F.P. packet from past years and mail it to Donahue at
2295 Fairview, Meridian, Id. 83642. Finally, Donahue informed committee first
contract was for one year with option to go five years if the city and Donahue
had no problems. Committee all felt they would not have any problems with
supporting a five year contract.
b. Rodeo Grounds in Riverfront Park - Joe Rake.
Rake informed committee things are starting to come back together now
after the lighting strike tragedy. Rake informed committee the Rodeo board was
not found negligent and everything is now in the hands of the insurance people.
Chair asked if there was going to be another Frontier Days Rodeo? Rake
informed committee the rodeo had $11,500 in savings when the tragedy
happened, now there is $0, even though all the cowboys gave back their prize
money to show support of the event. Rake stated the Frontier Days rodeo will
go on and to look for fundraising events in the near future.
Rake informed committee the Rodeo is still interested in the Riverfront
Park site and asked to be kept informed. Rake informed committee the Rodeo
Board discussed the site and would like the city to keep in mind two points of
interest;
1. If the Rodeo Grounds are adopted by the city it will need to be permanent.
2. The Rodeo Board would prefer the rodeo grounds to be placed in the center
of the park rather than at the North side.
Committee all felt the rodeo grounds should not be in the center, but Coyle
recommended the city remain flexible until serious negotiating begins.
c. Park Maintenance.
Chair informed committee the Park Administrator had resigned his
position to accept a job opportunity at a Nampa golf course. Director informed
committee he had asked Monty to attend the meeting, but he hurt his arm today
and was not able to attend. Chair asked members to think of questions,
complements and complaints, and asked for the issue to be placed on the
November agenda.
d. Bike path ballot city break out.
Committee reviewed without action. Chair informed committee she has
done a color coded map of the bike paths with suggestion as to funding of each
section and stated it would be attached to the meeting minutes.
Coyle informed committee the Ponderosa State Park path plan will be
brought forth sometime in December and go through a public meeting process.
e. Mill Park playground dedication.
Director informed committee Kathy Rake is working on the last phase of
the playground. When the dedication plaque has been mounted Rake will
contact the city.
f. Out of city limits user fees
Director informed committee Councilman Martens felt the userfee
program should be similar to the Library, with a one time yearly fee
representing what a typical home owner pays into the program in taxes.
After discussion, Coyle moved to recommend council concur with
Councilman Martens' theory and adopt an out of city limits user fee program.
Seconded by Ware and the motion carried.
IV. REPORTS.
a. Kiosks in city parks.
Ware informed committee Forsyth's spouse has been sick, but is getting
better and he will be starting work in the near future and asked for the issue to
be placed on the November agenda.
Davenport informed committee the city council is looking at ways to
shield the power panels at the entrance to Mi11 Park.
b. Options on private property in Riverfront Park.
Director informed committee there has been no further developments in
negotiations. Chair asked for the issue to be placed on the November agenda.
V. NEXT MEETING.
Next regular meeting of the Parks and Recreation Advisory Committee
scheduled for Monday, November 13, 1995 at 7:OOpm in the McCall City Hall
Council Chamber.

Dear Tomi,
As you are well aware it is necessary for me at this time to resign
my position on the McCall Park and Recreation Advisory Board. I will be
moving to Boise in January to return to school.
I have very much enjoyed Iby tenure on the park board. Not only has it
allowed me to be a part of many positive changes in my community, but it
has been my pleasure to work with some very talented and civic minded
individuals.
I have especially enjoyed working under your leadership and truly
appreciate all the work that you do. McCall has a much better direction
for it parks and recreation programs thanks to your tremendous effort on a
very comprehensive master plan.

SUBJECT: NOTICE OF APPLICATION - L-65-S-286D - MILL PARK VILLAGE
DOCK EXPANSION
I am writing to request no final decision is made on the expansion of the Mill
Park Village dock until after the City of McCall's, City Council's October 26,1995
meeting.
The problem is the city's current process, sometimes does not move fast enough
for a Notice of Application to be formally commented on. First the notice of
application is placed on the monthly Parks and Recreation Advisory
Committee's public meeting agenda. Meeting minutes are then forwarded to the
McCall City Council with a formal motion. The Council then reviews and acts
on the committees meeting minutes. The Notice of Application was received
the week after the Parks and Recreation Advisory Committees September 7,
1995 meeting so it was then placed on the October 16,1995 meetings agenda.
At the October 16, 1995 Parks and Recreation Advisory Committee meeting a
recommendation was made to the City Council to strongly oppose the dock
expansion. Mill Park is the only quiet park in McCall. The Park Board felt the
expansion would degrade the publics enjoyment of Mill Park by creating
extreme congestion and noise equal only to that of a marina. A long time
tradition of reserving Mill Park for weddings, would more than likely cease. In
addition, the board felt public safety and water quality would also be degraded
among other things which are commented on in the meeting minutes. These
meeting minutes though are not considered the city's point of view until they are
formally acted on, and accepted or rejected by the Council.
The Park and Recreation Advisory Committee meeting minutes will be reviewed
at the October 26,1995, Council meeting. I respectfully request you make no
final decision until after the McCall CCity Council has a chance to formally
comment on the dock expansion.

expand existing permit for community dock in Payette Lake.
Please submit your recommendations to me by October 21, 1995, regarding
the likely effect of the proposed encroachment upon adjacent property,
lake, and streambed value factors of navigation, fish and wildlife
habitat, aquatic life, recreation, aesthetic beauty, or water quality.
If you have concerns or are opposed to the project as proposed, please
list your specific reasons for concern or opposition and any facts or
documentation to support your position.
You should recommend alternate plans if they are economically feasible
to accomplish the purpose of the proposed encroachment. You should also
recommend any mitigation measures or special restrictions/provisions you
would like included as part of the permit if one is issued.
If you do not submit a comment, I will assume you have no objections to
the application. If you have questions concerning the application, I
suggest you contact the applicant. If the applicant cannot answer your
