Members present: Mayor, Thomas Anderson; Councilmembers, Nancy Laurent, Sarah Lutz, William Reiser, Thomas Crosby; Clerk -Treasurer, Donna Roehl; public Works Director, Ron Duran; police Chief, Charles Hoover; Attorney Richard Schaeffer; Building Inspector, Loren Kohnen 1. MINUTES OF JANUARY 2, 1980 Motion by Lutz, seconded by Laurent to accept minutes of January 2, 1980, as presented. Motion declared carried 2. JOELLEN BURR Council discussed, with Mrs. Hurr, her application and qualifications for planning and Zon- ing Administrator. Council advised that they would be making a decision sometime after this meeting. 3. RAY OD1E, METRO WASTE CONTROL Mr. Odde explained charge system for Metro systems users, charges being based on measured flow. High readings usually being a result of infiltration problems in sewer lines and. should be repaired. Mayor Anderson reported on the meeting they had with representatives of the Park Reserve District. Be stated that dump stations are not being pumped into thesewer; their water is metered and they are billed accordingly. Alan Elsenpeter asked if sewage from park could be metered. Mr. Odde stated that it is not easy to meter sewage flow. Be reported that monthly readings range from 300,000 gallons per month in the winter months to 800,000 gallons in the summer months. This would indicate that the increase in the summer coinsides with the increased. use of the park facilities. Thomas Anderson stated that according to city figures houses on the city water system con- tribute to 46% of sewage, houses with sewer only, 22%, the Park Reserve, 30% and the Dairy queen, 2%. Mr. Odde stated that according to the increase in volume during the summer and the 30% the Park is paying,the city is not being taken advantage of by the park. Be felt that the pro- posed televising and repairing of the Hamel system would greatly decrease the infiltration. 4. PUBLIC . WORKS DEPARTMENT Northwestern Bell Telephone Co. Motion by Reiser, seconded by Crosby to adopt Resolution 80-1, allowing Northwestern Bell Telephone Co. to bury cable on pioneer Tr. east of Willow Dr. Motion declared carried Fuel Quotes Ron Duran presented the following fuel quotations: 3000 Gal. #1 Diesel 4000 Gal. #2 Diesel 1200 Gal. Gasoline Rettinger Bros. .863 .828 1.04 Don Mayer Inc. .84 .80 .94 Motion by Laurent, seconded by Reiser to buy No. 1 and No. 2 Diesel Fuel and gasoline from Don Mayer Inc. because the quotes from Mayer were the lower of the two. Motion declared carried . 5. POLICE DEPARTMENT Hand Gun police Chief Hoover requested permission to purchase a Smith and Wesson .357 Hand gun for $178.00, as Officer Anderson needed a gun. Motion by Crosby, seconded by Laurent to authorize Chief Hoover to purchase a hand gun for 1178.00. Motion declared carried 06. GRIER INDUSTRIAL PARK Donna Roehl reported that the items listed in the Grier plat approval resolution had been complied with: Letter of credit for 319,900, Park feeof$6750, 3300 administration and platting fees and utility easements had been drawn on the plat. She explained that the Elm Creek Watershed District hadtabled action on the plat because they advised that compliance with drainage and water run-off management be provided on the overall plat and the developer preferred to work on an individual lot basis as propert; is developed. Richard Sohieffer presented development agreement to be signed by developer and city officials. Motion by Crosby, seconded by Lutz to file a resolution with the Grier Industrial plat em- bodying conditions of the Elm Creek Conservation District, notifying buyers that lots in the park must comply with Conservation Commission rules and that developer provide the city with a letter from the Elm Creek Commission stating that each lot can be worked on individually. Motion declared carried 7. DONALD ERICKSON, LAND DIVISION Motion by Crosby, seconded by Lutz to adopt Resolution 80-2, approving the Erickson Land Division. Motion declared carried 8. CIGARETTE LICENSES • Motion by Laurent, seconded by Crosby to approve 1980 Cigarette licenses for Big Woods Saloon, Northwest Cinema Corporation ( Colonial Drive In Theatre), Pat's Liquor. Motion declared carried 9. SANITARY LANDFILL LICENSE Motion by Crosby, seconded by Lutz to. approve thw woodlake Sanitary Landfill license for 1980. Motion declared carried 10. HAMEL SEWER TELEVISING AND REPAIR . otion by Crosby, seconded by Lutz to order bid letting for televising and repair of amel sewers, on March 4, 1980 at 10:00 A.m.,-with Council to consider bids at meeting the same night. . Motion declared carried 11. TPAGuE OF MINNESOTA CITIES Motion by Laurent, seconded by Crosby to pay 1980 League of Minnesota dues of $599.00. Motion declared carried. 12. ROYAL BUSINESS MACHINE CONTRACT Donna Roehl explained cost of service calls for copy machine maintenance vs.cost of a contract. Notion by Reiser, seconded by Laurent to enter into contract for 1980 with Royal Business flaohines for servicing copy machine at a cost of $325.00. - Motion declared carried 13. HAMEL DAIRY QUEEN Bruce Luxford, owner of Hamel Diary Queen explained the need for additional signs he would need as he plans to add a drive -through window to the Dirt' Queen on Hwy. 55. He stated that if signs could not be installed he would not go ahead with plans for the remodeling. Council asked that Mr. Luxford prepare site plans and present to Council at a future date. 14. DOCKSIDE INN PROPERTY Former Councilmember, Robert Franklin presented information to Council concerning the fact that the Dockside Inn property is not zoned for use as,a liquor establishment and dance hall. He stated that this apparently had been overlooked when Glampe's applied for a license some years ago and this should be studied at this time as building and property are for sale. Motion by Crosby, seconded by Laurent to request that planning Commission look into the matter and determine if property is not zoned for liquor establishment and advise as to how to proceed. Motion declared carried 15. BILLS Motion by Reiser, seconded by Crosby to pay the bills; payroll # 5617-5625 in the amount of 83397.62. Motion declared carried 16. BUILDING INSPECTOR Loren Kohnen discussed his contract with Council and requested that he be paid 100% for plan reviews and 80% of permit fees. He stated that he would be able to work with that arrangement for 2 years. Thomas Crosby stated that he would like the percentage paid to Mr. Kohnen to be lower in Medina than other cities he works for because the greatest portion of his work is done for Medina. Motion by Reiser, seconded by Crosby to amend contract with Loren Kohnen to indicate payment of 100% plan review fees and 80% building permit fees. Motion declared carried 17. ROBERT DERUS Robert Derus discussed his proposal for working as planning and zoning Administrator with Council. Council tabled the matter until the February 5th meeting. 18. MEDINA MORNINGSIDE SEWER Richard Schieffer reported that he and of the Orono -Medina agreement and that 5th Council meeting. Motion by Laurent, seconded by Lutz to Motion declared carried sa. iL the Orono City Attorney had agreed upon all aspects he would have it prepared for signing by the February enter into the agreement with Orono. Thomas Anderson reported that he had talked with pCA representatives and found that the grant application was back on schedule as they had found the information they needed. 19. POLICE NEGOTIATIONS Thomas Anderson explained that the next step in police negotiations was for either the police Officers or the city to file a request for arbitration and that the cost would be approximately 82000. for each side. He advised that the city let the Union ask for the arbitration. Councilmembers agreed with the suggestion. 20. FIRE DEPARTMENT CONTRACTS William Reiser stated that the Long Lake Fire Department has asked for a meeting with the city to discuss the 1980 contract. 21. BOARD OF REVIEW MEETING Motion by Reiser, seconded by Lutz to hold the 1980 Board of Tax Review meeting on Tuesday, June 3, 1980 at 6:30 p,M. Motion declared carried 22. INDEPENDENCE BEACH WATER Ron Duran explained the remodeling of the Chlorine injection system that was done by Feed - Rite controls. Motion by Crosby, Seconded by Reiser to adjourn.
