Present: Jeff Doherty, Ed Harrow, Nancy Peters, and Don MacAdam, Conservation Administrator At 7:33 p.m., Jeff Doherty called the meeting to order. 7:33 PM: OSPC Business Ms. Peters made a motion to approve the draft minutes of 03 May 2018. The motion was seconded by Mr. Harrow and it passed unanimously. The OSPC determined to table a reorganization discussion until the next scheduled meeting. 7:35 PM: Discussion of Proposed Development of the Hughes Open Space Parcels A discussion was held with Mr. Dan Terry, Parks & Recreation Commission, Mr. Peter LaGoy and Mr. Ed Boelsen, Hopkinton Trails Club, Ms. Liz Auteri, 2 Blackthorne Circle, Ms. Patricia Gorgol, 5 Blackthorne Circle, and Ms. Valerie Whitehouse, 13 Blackthorne Circle. A discussion was held about the age of the granite bridge crossing. A discussion was held about the conservation restriction (CR) required for the parcels. Mr. Terry noted that if the Parks & Recreation Department (P&R) determines not to pursue developing a dog park on the Hughes Parcels then the P&R would notify the OSPC when the determination is made. A discussion was held regarding the memorial garden area, the memorial monument, and the proposed parking area. The three Blackthorne Circle residents handed out copies of a written synopsis of the most recent Board of Selectmen (BOS) meeting discussion of the proposed development of the Hughes Open Space Parcels. The three Blackthorne Circle residents provided an overview of the written synopsis and their concerns and the concerns of their neighbors. A discussion was held about issues subject to parking, traffic, the spur trail portion of the proposed recreational trail which was put on hold by the BOS, the lack of an overarching authority to oversee the centralized management for the interests of various parties seeking to utilize the property, and aspects of the Town’s financing for the development of the property. Draft Not Reviewed or Approved by the OSPC Open Space Preservation Commission 07 June 2018 Page 2 of 2 The OSPC determined to invite representatives of the Upper Charles Trail Committee to a continued open discussion of the proposed development of the Hughes Open Space Parcels at the next scheduled OSPC meeting. The OSPC determined to schedule the next public meeting to 02 August 2018. 8:30 PM: Adjournment Mr. Harrow made a motion to adjourn the public meeting.
