Minutes
7:00 P.M.
Call to Order; Roll Call
Greencastle City Hall
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk -
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Tyler Wade, and Phyllis Rokicki
Public Petitions and Comments: None
III. Special Requests: None
V. Department Reports:
a. Cemetery — Ernie Phillips
b. Engineer —
c. Fire Department — Bill Newgent
d. Park and Recreation — Rod Weinschenk
e. Planner — Shannon Norman
Police Department — Tom Sutherlin
Department of Public Works — Brad Phillips
Water & Wastewater Department — Robert Lovell
City Attorney - Laurie Robertson Hardwick
VI. Reports
a. Mayor's Report- Mayor updated the council on the following items:
• Vine Street letting is tomorrow January 14, 2015
• South Street- Working on land acquisitions and utilities.
Water Plant- Construction will be beginning within the next 30 days.
Inside work will begin first.
Loft Apartment- We will be receiving a $775,000 grant for Loft
Apartments
Mayor requested that if you hang a flyer on the utility poles please
remove when the event is over.
b. Clerk- Treasurer's Report- Working on year -end reports for the state.
Should be receiving 1782 anytime so we can move forward with our budget.
c. Councilors- Phyllis reported that the Putnam County Foundation will be
announcing the grant recipients' at the Chamber Dinner. The grants total

$200,000. Jinsie requested and updated Board Members appointment list
be sent to all council members.
VII. Approval of Minutes
a. Regular Session - December 9, 2014 - Motion by Phyllis Rokicki to approve
minutes as presented, second by Jinsie Bingham, 5 -0, motion carried.
VIII. Approval of City Claims
a. Motion by Mark Hammer to approve claims as presented, second by Adam
Cohen, 5 -0, motion carried.
IX. Old Business -None
X. New Business
A. Resolution 2015 -1- A Resolution of the Greencastle Common
Council of the City of Greencastle Providing Financial Support for
Infrastructure for Area 30 — Motion was made by Adam Cohen to
accept Resolution 2014- 1 as presented, second by Mark Hammer, 5 -0,
motion carried.
B. Resolution 2015 -2- A Resolution of the Greencastle Common
Council of the City of Greencastle Creating the Objective and Criteria
for the Issuance of Alcoholic Beverage Permits Pursuant to I.C. 7.1-
3.20-16(g). A motion was made by Tyler Wade to accept Resolution
2015 -2 as presented, second by Adam Cohen, 5 -0, motion carried.
C. Organizational Matter
1. Election of Council President
a. Motion by Mark Hammer to nominate Adam Cohen, second by
Jinsie Bingham, Adam Cohen abstained, 4 -0, motion carried.
2. Date, Time and Place for 2015 Council Meetings
a. Motion was made by Mark Hammer to have the Council meeting
on the second Tuesday at 7:00 p.m. at City Hall, second by Adam
Cohen, 5 -0, motion carried.
3. Annual appointment to Redevelopment Commission
a. Tanis Monday and Erika Gilmore were presented to the Council for
reappointment for one year. A motion by Adam Cohen was made
to accept these names and second by Mark Hammer, 5 -0, motion
carried.
D. Council Assignment: The following assignments were made:
1. Planning Commission — Mark Hammer
2. Park Board - Phyllis Rokicki
3. Economic Development Commission — Jinsie Bingham
4. Cable Access — Adam Cohen
5. Chamber of Commerce —Tyler Wade
6. Tree Board —Adam Cohen

8. Putnam County 911 — Tyler Wade
E. Department Liaisons: The following assignments were made:
1. Department of Public Works — Mark Hammer
2. Fire Department — Tyler Wade
3. Forest Hill Cemetery — Jinsie Bingham
4. Parks and Recreation — Phyllis Rokicki
5. Planning — Mark Hammer
6. Police Department — Adam Cohen
7. Utilities — Adam Cohen
XI. Adjournment
Motion by Jinsie Bingham to dismiss at 8:01 PM, second by Mark Hammer,
5 -0, Motion carried.
