Greencastle Police Dept. Report
January 2015
Calls for Service
The Greencastle Police Dept. had a total of 426 calls for
service for the month of January 2015. This puts us at 426 calls
for service through the month of January 2015. In 2014 we had
404 calls for service through the month of January.
Community
On Jan. 24 the Greencastle Police Dept. and the family of
Sgt. Terry Eastham had a retirement party for Sgt. Terry Eastham
honoring him for his 33 years of service to the City of
Greencastle. Sgt. Eastham started as a Reserve Officer for the
Greencastle PD in May 1981 and was sworn in as a fulltime
Police Officer in Dec. 1987. Sgt. Eastham saved the City of
Greencastle several thousands of dollars because of his
computer related skills. Sgt. Eastham has agreed to stay on as a
Reserve Officer so he can continue to assist with computer
related issues here at the Greencastle Police Department. We
had a great turn out from the Community and once again a Police
Officer for the City of Greencastle is able to retire in good health
after serving his Community for over three decades.
Department
On Jan. 10t the Greencastle Police Department conducted
written and physical agility testing for new applicants at the Area
30 Career Center. 18 applicants were given a written aptitude
test along with completing the physical agility requirements set
forth by the Indiana Law Enforcement Academy. Five applicants
successfully completed both the written exam and the physical
agility requirements. The five applicants have gone through
extensive background investigations and on Feb. 11 the Board of
Captains will be conducting interviews for those applicants who
pass their background investigation.
On Jan. 26 the Greencastle Police Department conducted
10 interviews for the Parking Violation Officer position. Darcy
Hendershot has worked for the past 12 years as the PVO,
however has made a decision to work fulltime for the family
business Hendershot Service Center. Darcy has done a fabulous
job as the PVO and she will be greatly missed. The Greencastle
Police Department hired part time Administrative Assistant Alicia
Linton as the new PVO. Alicia was able to spend four days
training with Darcy before she officially left the Police
Department. Darcy's last day as the PVO was Friday Jan. 30
On Feb. 2 the Greencastle Police Department interviewed
four applicants for the part time Administrative Assistant
position that was left vacant after the hiring of Alicia Linton as
the new PVO. The Greencastle Police Department hired Brittany
Brown as the new part time Administrative Assistant. She
officially started on Feb. 3, 2015.
Reserves
The Greencastle Police Dept. reserves were busy during the
month of Jan. The Reserve Program continues to improve under
the great leadership of Patrolman Ed Wilson. I have given you
the hours that each reserve officer worked for the Month of
January below:

Sign Work:
We used 1 square pole this month. Also the Stellar Communities and the Peace
Luthern School banners went up across Washington at Spring St.
Mechanical Work:
L 555E Backhoe Replaced right front headlight. Repaired hydraulic cylinder and
repaired cooler hydraulic hose.
2. 2013 JCB Backhoe Repaired hydraulic leak under warranty.
1 2004 Chevv 3500 Replaced bulb in top strobe light. Replaced 2 hydraulic hoses.
4. 2012 Chevv 3500 Repaired bad wires on rear parking lights.
5. 2007 Chevv 7500 Repaired bad wire on top strobe. Replaced plow left
hydraulic connection and hydraulic return hose. Repaired plow light left turn.
Adjusted plow rubber cutting edge.
6. 2011 Ford F650 Replaced spinner motor and 1 hydraulic hose. Repaired 3 wires
for rear strobes and right turn light.
7. 2003 Chevv 2500 Replaced left rear seal and dust shield.
8. 2003 Dodge 1500 Plugged right rear tire.
9. 1996 Ford F150 Reinforced right front cab mount.
Road Patching:
We used 2 tons of winter mix asphalt this month for patching City streets.
Emergency Response:
We used 191 tons of salt. 343.2 gallons of gas, 104 gallons diesel fuel and
covered a total of 1.904 miles. We worked on 4 snow /ice events for the month of
January.
Tree Work:
Trimmed back tree canopies hauling away 19 loads of limbs.
Drainage (MS4):
We picked up and disposed of 25 cubic yards of debris from storm drain
cleaning.

Facilities Performance
During the month of January the Wastewater Treatment Plant operated efficiently and well
below the NPDES permit limits as the following tables indicates. The wastewater plant operated
under the Winter NPDES permit limitations during the month. Discharge limits included, total
suspended solids (TSS), biochemical oxygen demand (CBOD5), ammonia - nitrogen (NH3N),
dissolved oxygen (D.O.) and pH. These permit limits, along with actual facility performance are
listed in the tables below. Units for TSS, C130135, NH3N, and D.O. are mg/L; flow is million
gallons per day (MGD).

Glossary of terms
CBODs
"BOD or Biochemical Oxygen Demand represents the rate at which organisms use the
oxygen in water or wastewater while stabilizing decomposable organic matter under
aerobic conditions. BOD measurements are used a measurement of the organic
strength of wastes in water"
TSS
"Total Suspended Solids, are solids are that either float on the surface or are suspended in
water or wastewater"
NH3N
"NH3 is the chemical sign for Ammonia nitrogen which is present in sewage. High levels
of ammonia nitrogen create a high oxygen demand on the receiving waters, and can be toxic
to aquatic life"
D.O.
D.O. is the abbreviation of Dissolved Oxygen. D.O. is the (atmospheric) oxygen dissolved in
water or wastewater
PH
The weight of hydrogen ion in molecules per liter of solution. Commonly expressed as the pH,
the pH measurement used is an indicator of the acidic or alkalinity level of a solution.

Additional Requirements of Restaurants
I. The Act provides that an Applicant is not eligible to obtain a liquor license if, less
than two years before the date of application, the applicant sold a retailer's permit that was
subject to Indiana Code 7.1 -3 -22 and that was for a site within the downtowm district or within
700 feet of the district. Dovvntowm Licenses are nontransferable.
2. All restaurants must be fully non - smoking and in full compliance with the City's
and State's Smoking Laws.
3. The restaurant must comply with all building, health, and zoning laws and
ordinances.
4. The Applicant shall enter into a written commitment with the City agreeing to
comply with this Policy and any conditions that the City places on the restaurant. Failure to
abide by written commitments shall constitute grounds for the City to suspend Applicant's
ability to offer alcohol in its restaurant.
Compliance /Annual Review/Enforeement
Successful Applicants that obtain Downtown Licenses from the ABC are responsible at
all times for operating their restaurants in compliance with their Application, Written
Commitments and supporting information presented to the Committee and Council. Successful
Applicants shall not change the name.. location, owmership and/or otherwise make substantial
changes in the operation of their restaurants (i.e. change in type of restaurant and/or cuisine, etc.)
without notifying the City Planner and, if deemed necessary, obtaining the approval of the
Committee and Council. Requests for approval of the above changes must be submitted in
writing to the Greencastle City Planner and shall follow the procedure applicable to applications
for the issuance of a new license. Each Applicant will designate at least one key individual. who
will maintain a direct association with the Applicant and restaurant, while the Applicant
maintains a Downtown License.
Successful Applicants for Dowmtowm Licenses shall be responsible for attending one
meeting of the Committee and providing an annual report to the Committee concerning their
operations. Applicants will be notified by the Committee in advance of the scheduling of their
annual report. Applicants shall provide documentation to the Committee in advance of the
scheduling of their annual report including, but not limited to. alcohol /food sales, menu, hours of
operation. documentation provided to the Alcoholic Beverage Board of Putnam County and/or
ATC in support of a request for a renewal of the Downtown License.
In addition to the above requirement concerning presenting an annual report to the
Committee, successful Applicants for Downtown Licenses may also be required to attend other
meetings of the Committee and/or Council in order to answer questions concerning its
compliance with the terms of the Applicant's application, these requirements and/or other

matters related to the operation of its restaurant and/or be subject to inspection by the Cite
Planner or other City official.
In the event that a successful Applicant for a Downtown License fails to comply with any
of these requirements. the City shall take all actions it deems necessary in order to obtain
compliance, including revocation of its approval.
Greencastle Downtown Alcoholic Beverage License Application
In addition to completing the Indiana State Form "Application for New
Downtown Alcoholic Beverage License" for the Indiana Alcohol & Tobacco
Commission. the Committee requires each applicant to provide complete answers to the
following:
Corporate Condition and Operations:
Provide an executive summary of your business plan, including indicators of:
• the demonstrated financial strength of the business and the owners;
• a description and history of the operation;
• your reputation in your business community;
• the participation of owner(s) in the day -to -day operation of the business;
• the number and nature of the jobs added or retained in Greencastle.
Restaurant Operations:
Provide a summary of your restaurant operations which includes references to:
• experience operating a restaurant similar to that proposed;
• the nature of the restaurant and its proposed menu:
• the unique features of the proposed restaurant;
• the restaurant's ability to draw people to downtown Greencastle;
• quantifiable information indicating the focus of providing a dining experience
rather than an alcohol consumption experience.
Community Participation and Commitment:
Provide information supporting your demonstrated commitment to the Community by
addressing the following with specific responses:
commitment to the Greencastle community, and the downtown area;
indicators of the impact of the business on the downtown and Greencastle in
general.
Location and Physical Elements:
Provide information on the following:
• the location of the establishment:
• the size, floor plan, and layout of the establishment;
• exterior dining areas, if any;
• consistency of the architectural elements with the downtown architecture;
• describe, in detail, the estimated investment in personal property and real property
improvements;
