Regular Meeting
Minutes
February 10, 2015 7:00 P.M. Greencastle City Hall
I. Call to Order; Roll Call
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk -
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Tyler Wade, and Phyllis Rokicki
II. Public Petitions and Comments: None
111. Special Requests:
A. Street Closure- Greencastle Custom Cycle — Scott Eaton
B. Noise Waiver — Greencastle Custom Cycle — Scott Eaton
( Motion was made by Adam Cohen to allow both the street closure and
noise waiver for Greencastle Custom Cycle as presented, second by
Jinsie Bingham, 5 -0, motion carried.
C. Street Closure- DePauw's Little 5 Bike Race- Street Closure was tabled
and will be presented at a future meeting.
D. Street Closure- Farmer's Market- Paula Evans- Motion by Mark Hammer
to accept the street closure for the Farmer's Market as presented, second
by Tyler Wade, 5 -0, motion carried.
V. Department Reports:
a. Cemetery — Ernie Phillips

d. Park and Recreation — Rod Weinschenk
e. Planner — Shannon Norman
f. Police Department —Tom Sutherlin

VI. Reports
a. Mayor's Report- Mayor updated the council on the following items:
i Vine Street received 2 bids and they were both over bid. Will be
making changes to the specs and will send out for re -bid.
Construction is scheduled to start in June.
• Parking Lots are open but have not received final coat of asphalt.
( That will be completed when temperatures warm up.
• Loft Apartment and Facades are moving forward
• Redevelopment Commission is looking at a bond issue for a
community center. It will need to be in place by June 30, 2015.
b. Clerk- Treasurer's Report- Working on year -end reports for the state. Have
received our 1782 from the state. DLGF accepted our budgets except for a
$10,000 reduction to the Cemetery budget.
c. Councilors' Report-. Jinsie thanked the Cemetery Superintendent for
providing to the Cemetery Board a report on what happened in 2014.
VII. Approval of Minutes
a. Regular Session - January 13, 2015 - Motion by Jinsie Bingham to
approve minutes as presented, second by Phyllis Rokicki, 5 -0, motion
carried.
VIII. Approval of City Claims
a. Motion by Mark Hammer to approve claims as presented, second by Phyllis
Rokicki, 5 -0, motion carried.

X. New Business
A. Cancellation of Outstanding Warrants— Motion was made by Adam
Cohen to cancel the outstanding warrants (checks) as presented, second
by Mark Hammer, 5 -0, motion carried.
B. Resolution 2015 -3- A Resolution Approving Indiana Housing &
Community Development Authority (IHCDA) Community
Development Block Grant - Disaster Relief II for the City of
Greencastle- A motion was made by Adam Cohen to accept Resolution
2015 -3 as presented, second by Tyler Wade, 5 -0, motion carried.
C. Ordinance 2015 -1 (First Reading) — City of Greencastle Fair Housing
Ordinance- Motion by Adam Cohen to waive the reading of Ordinance
2015 -1 on first reading, second by Jinsie Bingham, 5 -0, motion carried.
Motion was made by Tyler Wade to accept Ordinance 2015 -1 (First
Reading) as presented, second by Phyllis Rokicki, 5 -0, motion carried
D. Special Session Meeting will be held on Tuesday, February 17, 2015 at
11:30 a.m. at Greencastle City Hall.
XI. Adjournment
Motion by Jinsie Bingham to dismiss at 7:59 PM, second by Mark Hammer,
5 -0, Motion carried.
