ORDINANCE NO, :3?).
AN ORDINANCE ATTESTING TO AN INCREASE IN TAX
REVENUES FOR BUDGET YEAR 2003 FOR THE CITY OF
BEL AIRE, KANSAS,
WHEREAS, the City of Bel Aire, Kansas must continue to provide services to protect
the health, safety, and welfare of its citizens; and
WHEREAS, the cost of providing essential services to the citizens of this city
continues to increase; and
WHEREAS, the Kansas Legislature has cut growth in revenue transfers to local
governments below what is required by state statute.
NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY
OF BEL AIRE, KANSAS:
Section 1. State Law
In accordance with state law, the City of Bel Aire has conducted a public hearing
and has published the proposed budget necessary to fund City services from January 1,
2003 until December 31,2003.
Section 2, Property Tax Revenues
After careful public deliberations, the governing body of the City of Bel Aire, Kansas
has determined that in order to maintain the public services which are essential for the
citizens of the City of Bel Aire, Kansas, it will be necessary to budget property tax revenues
in an amount which exceeds the 2002 budget.

Section 3. Effective Date
This Ordinance shall take effect and be in force from and after its publication in the
official city newspaper.
