HomeMy Public PortalAbout08-01-19 AgendaAUGUST 1, 2019 AGENDA MEETING The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting, Thursday, August 22, 2019 was held Thursday, August 1, 2019 at 6:00 p.m., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Mayor Daniel J. Reiman Council President Susan Naples Councilmember Jorge Diaz " Dennis DiMascio It Ajmar Johal It Randy Krum Also noted present were Kathleen M. Barney, Municipal Clerk & Deputy Borough Attorney Michael J. Sica, Esq. Noted absent were Councilmember Vincent Bellino & Borough Attorney Robert J. Bergen, Esq. ROLL CALL NOTED PRESENT NOTED ABSENT The Municipal Clerk stated that the 2019 Annual Meeting Notice was STATEMENT OF MEETING mailed to The Home News Tribune, The Star Ledger and posted on the NOTICE bulletin board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Councilmember Krum. Upon MMS &C by Councilmembers Diaz and Johal and unanimous affirmative vote of the full Council present, the Minutes of July 18, 2019 were approved as transcribed and engrossed by the Clerk. SILENT PRAYER / PLEDGE OF ALLEGIANCE MINUTES FOR APPROVAL 1 AUGUST 1, 2019 CONT. ORDINANCE #19 -20 was introduced and adopted on First Reading and the Municipal Clerk authorized and directed to advertise same for ORDINANCE #19 -20 Public Hearing, upon MMS &C by Councilmembers Diaz and Krum. "VACATING A PORTION OF PUBLIC RIGHT OF Upon individual roll call vote Councilmembers Diaz, DiMascio, Johal, WAY" Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent. ORDINANCE #19 -20 "VACATING A PORTION OF PUBLIC RIGHT OF WAY" The clerk stated that Ordinance #19 -16 was introduced and adopted ORDINANCE #19 -12 on First Reading on July 18, 2019. PUBLIC HEARING OPEN Upon MMS &C, by Councilmember Diaz and Naples and Unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing open. PUBLIC HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Krum and unanimous Affirmative vote of the five (5) Councilmembers present. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #19 -16 "AN ORDINANCE REQUIRING THE PRICE OF BEVERAGES BE LISTED ON ESTABLISHMENT MENUS" was finally adopted. Upon individual roll call vote Councilmembers ADOPTED Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent. 2 AUGUST 1, 2019 CONT. APPROVED AND ADOPTED: August 1, 2019 INTRODUCED: July 18, 2019 Advertised as Adopted on First Reading with notice of Public Hearing: July 24, 2019 Hearing Held: August 1, 2019 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: August 7, 2019 The clerk stated that Ordinance #19 -17 was introduced and adopted on First Reading on July 18, 2019. It was duly published in The Star Ledger on July 24, 2019 with notice that it will be considered for final passage after Public Hearing to be held on August 1, 2019 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Naples and Unanimous PUBLIC HEARING OPEN affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing open. There being no comments or objections to the Ordinance, Mayor PUBLIC HEARING CLOSED Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Naples and unanimous Affirmative vote of the five (5) Councilmembers present. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #19 -17 "A BOND ORDINANCE PROVIDING FOR THE CONSTRUCTION OF A PERFORMING ARTS CENTER IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $3,300,000.00 THEREFOR AND AUTHORIZING THE ISSUANCE OF $3,135,000.00 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" was finally adopted. Upon individual roll call vote Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent. ORDINANCE #19 -17 "A BOND ORDINANCE PROVIDING FOR THE CONSTRUCTION OF A PERFORMING ARTS CENTER, APPROPRIATING $3,300,000.00 THEREFOR AND AUTHORIZING THE ISSUANCE OF $3,135,000.00 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" ADOPTED 3 AUGUST 1, 2019 CONT. PUBLIC PORTION RESOLUTIONS / AGENDA ITEMS AND NEW BUSINESS OPEN TO THE PUBLIC APPROVED AND ADOPTED: August 1, 2019 INTRODUCED: July 18, 2019 Advertised as Adopted on First Reading with notice of Public Hearing: July 24, 2019 Hearing Held: August 1, 2019 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: August 7, 2019 A copy of each Resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Council and Upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions / Agenda items and new business. PUBLIC PORTION There being no comments or objections to the Resolution / Agenda CLOSED items or new business, Upon MMS &C by Councilmembers Diaz and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the public portion of the meeting was closed. RESOLUTIONS RESOLUTIONS: Mayor Reiman read the Resolutions into the record: 1. #19 -127 Approving Payment Certificate #2 & Change Order #1 Pershing Avenue Improvements Project. 2. #19 -128 Approving Amendment to Redevelopment Agreement, Carteret Lofts, LLC. 3. #19 -129 Authorizing the Public Sale of Certain Scattered Site Real Property Within the Borough of Carteret. 4. #19 -130 Setting Level of Employee Benefits for Dispatchers and Copay /Coinsurance Requirements. 5. #19 -131 Accepting Grant and Authorizing Bids for Industrial Highway. 4 AUGUST 1, 2019 CONT. Mayor Reiman asked for a motion on the Consent Agenda. PAYMENT OF BILLS Upon MMS &C by Councilmembers Diaz and Krum all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote, Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. Councilmember Bellino was noted absent COMMITTEES Business To Be Added: Mayor - 1. Proclamation — National Night -Out, August 6, 2019 2. Appointment to the Housing Authority PROCLAMATION — BOROUGH OF CARTERET NATIONAL NIGHT -OUT MIDDLESEX COUNTY NEW JERSEY 2019 PROCLAMATION NATIONAL NIGHT OUT 2019 WHEREAS, the National Association of Town Watch (NATW) is sponsoring a unique, nationwide crime, drug and violence program on August 6, 2019 called "National Night Out "; and WHEREAS, the "36th Annual National Night Out" provides a unique opportunity for the Borough of Carteret to join forces with thousands of other communities across the country in promoting cooperative, police- community crime prevention efforts; and WHEREAS, the Crime Prevention Unit plays a vital role in assisting the Carteret Police Department through joint crime, drug, and violence prevention efforts in the Borough of Carteret; and WHEREAS, it is essential that all citizens of the Borough of Carteret be aware of the importance of crime prevention programs and the impact that their participation can have on reducing crime, drugs and violence in the Borough of Carteret; and WHEREAS, police- community partnerships, neighborhood safety, awareness and co- operation are important themes of the "National Night Out" program; NOW, THEREFORE, WE, The Mayor and Council, do hereby call upon the citizens of the Borough of Carteret to join the Carteret Police AUGUST 1, 2019 CONT. Department's Crime Prevention Unit and the National Association of Town Watch in supporting the "36 Annual National Night Out" on August 6, 2019 as "National Night Out" in the Borough of Carteret. FURTHER, LET IT BE RESOLVED THAT, WE, The Mayor and Council do hereby Proclaim Tuesday, August 6, 2019 as "National Night Out" in the Borough of Carteret. Appointment to the Housing Authority: Housing Authority Member Richard Hrycuna 10/14/2019 The Mayor asked for a Motion on the Appointment and said Joe Popek Died, we will replace him will Richard Hrycuna. Upon MMS &C by Councilmembers Diaz and Krum the appointment was adopted. Upon Individual roll Call Vote Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. Councilmember Bellino was noted absent. After no further discussion, upon MMS &C by Councilmembers Diaz and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was adjourned at approximately 6:04 P.M.
