A special meeting of Co_=ncilwas held to -day at 4 :00 p.m. and was
attended by Eayor Gamble, who oresi._ied, and Councilmen spy,

The Mayor informed tholes present that his reason for calling t e
meeting was for the purpose of going into some of the details re-
lative to the water and fire protection system ; Mr. Harris
asked how long the Town could bind itself in aaking a franchise-
the Mayor said that he thought that a 20 year franchise would be
fair - lrr Adams said hat, that the Town could not create any debt
without the vote of the people or could anyone be given the ex-
clusive right to the use f streets - The Mayor said that he would
like to have the franchise separate from the charter - I 'r Cann
said that a contract could be made by the Town with the approval
of the voters of the Town - Mr Solomons read the terms of i,ayment
under the contract in which the TW',`' is to furnish 28 fire hydrants
at a cost of 57.00 each or 1600.00 per year payment to be made
133.33 :per month in advance water to be cut off if rent not
paid by 10th of month - Lr Cann said that he was oppossed to pay -
ing any money in advance to any comps ny - rr McIntyre su;gested
that quarterly payments be made- the Mayor said that the Town
should nt be male to pay full price on over 50 dugs - Yr Cann
said that the T W'I is asking for a franchise, a very valuable one,

The Mayor called attention : f ' ourcil to the Central Cf Georgia
Railway not not being able to ;gay its 1931 taxes amounting to
948.25 and suggested that he be empowered to barrow from one of
banks at least ' 1000.00 to cover tye delinquency of tae SRLi, and

on motion of Er Lorovitz that the "ayor be authorized to borrow

The regular meeting of Council
was attended by the ;''ayor, who

The :La: or ca,! led attention to Council the expected visit of Gov -
enor Russell to the island on Lee's Birthday ( January 19th),
at which time he is to be given an oyster roast, it is planned
to make it a 1a event- he said it would probably require about
150 bushels of oysters to take care of the visitors, among other
things, and that the Town :would furnish to oysters.
Messrs Cann and :McIntyre were appointed a comittee to draft a new
contract for the Tybee Watrworks fire protection system, as the
contract submitted by the TWW was not satisfactory.
As there was no records to show that resokIItions were ever passed
designating the sev rsl banks in which t e Town deposits its funds,
the following resolution was suggested by Mr. Walthour, which was
seconded by Tyr. Horovitz and passed unanamoulsy;

Town of Sava.,.nah 3each, Tybee Island, Georgia, in meeting assembled,
and it is re s_ 1 ed by the aath_;rity of sane that the Citizens Bank
and Trust Company, and the Liberty lattional Bank and Trust Company
benkins- institutions within the City of Savannah, Georgia, be, and
they are hereby desi7nated as depositaries for all monies belong -i °rg
to said `Gown of Savannah Beach, Tybee Island, Georgia.
Be it further resolved that all officers of said
Town of Savannah Beach, Tybee Is1E-nd, Georgia, Ere instructed and
directed to palace any monies comins. into their hands in either of
said brnking institutions named in this resolution.
The Mayor informed Council that as the semi - annual interest on the
paving bonds will be due February first and also that other ex-
penditures would have to be taken care of, he asked that Council
