Special Meeting of November 1, 2022 Board Member Roach made a motion to accept the minutes of the Regular Meeting of October 27, 2022, and the Special Meeting of November 1, 2022. April 27, 2023, at 8:30 A.M. Chairman Murphy called attention to the meeting dates. Board Member Smith stated she would not be available for the December 15, 2022, meeting. VI. Public Hearing A. Declaration of Ex-Parte Communication Chairman Murphy stated he had been in contact via text with Peter Bennett and would read the text later in the meeting. Minutes of ARPB Meeting & Public Hearing Held 10-27-2022 @ 8:30 A.M. B. Administer Oaths Town Clerk Basel swore in Cary Glickstein, Chet Snavely and Jim Malone. C. Application for Development Approval 1. An application submitted by Courchene Development Corporation, as Agent for the Town of Gulf Stream, Avenue au Soleil Entrance, Gulf Stream, Florida, legally described as PLACE AU SOLEIL ADD NO 1 TH PT OF AVENUE AU SOLEIL K/A/R/W. a. Level 3 Architectural/Site Plan Review to permit remodeling of the entry guardhouse of Place au Soleil and new entry sign in same location. Mr. Cary Glickstein gave a PowerPoint presentation of the changes they would like to make to update the entry guardhouse and monument sign. He stated it was only cosmetic changes being made and it had been requested by multiple residents of Place au Soleil. Mr. Glickstein noted that the guardhouse would become more Anglo Caribbean in architectural style and added that the roof would be raised to give more dimension and be cedar shake with exposed rafter tails, and light fixtures added to the sides. Mr. Glickstein stated the entry sign was going to mimic what the Town used presently for its street signs. Vice Chairman Dockerty asked about Anglo Caribbean and stated the application said West Indies to which Mr. Glickstein answered it was just semantics and interchangeable. Board Member Smith asked about landscape plans to which Mr. Glickstein stated the landscaping wasn’t changing. He stated the landscaping would be done concurrently with the construction of the front entrance. Board Member Roach asked about septic to sewer to which Mr. Glickstein answered that they would be connecting the existing guardhouse to the lift station in Bluewater Cove. Mr. Roach stated that he was glad so many from Place au Soleil were in attendance as he wanted to know what they thought of the new updates. Mr. Glickstein stated that in his experience, doing something like this by committee was not a good idea, as opinions and tastes were different, so that is why they approached Town Staff and the HOA President of Place au Soleil. Town Attorney Nazzaro concurred that a pre- application meeting was had with Staff, and it was decided even though this was strictly a Level 2 Application, the Staff was going to recommend a Level 3 since it was an entrance for the entire community of Place au Soleil. Chairman Murphy noted that notices had been sent by the Town and Mr. Chet Snavely had also e-mailed the residents of Place au Soleil noting this item would be on the agenda at the ARPB meeting. Chairman Murphy asked if the cameras would be retained to which Mr. Glickstein answered everything would be maintained as is and if anything was damaged while work was being done it would be their responsibility to replace it. Chairman Murphy asked about timing of the project and Mr. Glickstein stated he has asked the site-work contractor to meet with Chief Allen and Town Manager Dunham to discuss the two options that were available. One being trying to maintain the existing entrance during 2 Minutes of ARPB Meeting & Public Hearing Held 10-27-2022 @ 8:30 A.M. construction, which would mean a lot of flagmen and only being able to work on one side at a time. The other option, he explained, would be to build a temporary road that would take residents through a temporary access that has already been permitted through DOT for their construction entrance. In doing that, Mr. Glickstein explained, it would cut the disruption time in half. Mr. Glickstein added that everyone who had discussed this thus far believed the temporary road was much safer as well. Chairman Murphy asked how word would get out to the residents and Mr. Glickstein assured him there would be plenty of notice given before they began construction. Board Member Roach wanted to make sure that if they did the temporary road, that Mr. Glickstein wasn’t going to come back later and ask to make it a permanent entrance. Mr. Glickstein assured him that it was permitted as a temporary access road, and they were doing all this work on updating the current entrance as it would be the sole entrance to the community. Mr. Jim Malone, Town resident, stated he had lived in Place au Soleil for 30 years, and the Town had maintained great control on architectural styles allowed in the Town. He added that he personally liked the way the guardhouse and sign looked at the present time and thought the updates did not fit the traditional style of Place au Soleil. He also didn’t like the cedar shake roof being presented. Mr. Chet Snavely, Town resident and HOA President, stated the HOA Board had looked at the plans and had approved them. He added that he did not know about the cedar shake roof and did not want to redesign anything, but he did think that a concrete roof would be more consistent with the neighborhood, but they thought everything else presented was new and fresh, giving a more current feel for the development of PAS. Mr. Snavely added that the stone in the sign was very Bermuda inspired with the coral stone. Chairman Murphy read a text from Mr. Peter Bennett, Town resident, regarding the type face on the sign who stated although it was trending presently, he thought it would go out of style and suggested a more traditional type face and added that his background was in typesetting. Mr. Glickstein thanked everyone for the comments and stated that it underscored what he stated earlier about it being impossible to satisfy everyone. He added that he wouldn’t know a modern type face from a traditional one, but they could look at an alternative and thought it could be an easy fix. Mr. Glickstein stated there were several homes in Gulf Stream with siding and cedar shake roofing, and added that cedar shake was one of the most expensive roof finishes, and they would be open to changing it, but added that multiple homes in Bluewater Cove had already been approved that would be the same architectural style as the guardhouse with the siding and cedar shake roof. Board Member Smith stated that if they changed the roof, then they would have to change the bronze door and window frame because it would then become a modern look and added that she preferred the cedar shake roof. Mr. Snavely asked if the eave of the roof was being raised to which Mr. Glickstein answered in the affirmative by 12 inches and added that the traffic lanes were going to be expanded as well. Mr. Malone 3 Minutes of ARPB Meeting & Public Hearing Held 10-27-2022 @ 8:30 A.M. asked if there was going to be a guard at the guardhouse for security and/or a gated entrance to which Town Attorney Nazzaro answered this was purely aesthetic and due to the roads being public, legally there is no requirement to ID people going in and out. He added that there was only one entrance and there were security cameras at that entrance of everyone coming and going. He added that if the HOA wanted to take over maintaining the roads and the added expense of a gate and a guard, then that would be a conversation with the HOA for another time. Board Member Roach made a motion to recommend approval of a Level III Architectural/Site Plan to permit the renovation of the Place au Soleil guardhouse, sign and upgrade existing landscaping and materials with the following conditions: 1. Any minor modifications to the approved landscaping shall be submitted to the Town Manager for review and approval and any major modifications shall be brought back to the ARPB for review and approval, prior to commencement of landscaping. 2. Prior to the Commission meeting, the applicant will be presented with a new type face on the entry sign. Board Member Smith seconded the motion with all voting AYE at roll call. VII. Items by Staff Town Attorney Nazzaro stated that Mayor Morgan had suggested possibly doing a joint workshop with the Commission to go over design guidelines, FEMA changes, massing, special exceptions, variances, ex parte communication, etc. The Board agreed and wanted everyone to be on the same page with the Commission. Mr. Nazzaro added that Staff would be taking a more aggressive approach in the pre-application process as well. Chairman Murphy asked if that would be a public meeting to which Town Attorney Nazzaro answered in the affirmative. VIII. Items by Board Members There were none. IX. Public There was none. X. Walls and fences: alongside and rear property lines and locations not visible from street, providing that all walls in the Gulf Stream Core District alongside and rear property lines be a maximum height of 6’ measured from the lowest abutting grade. The lowest abutting grade is located on the adjacent property to the north. Staff advised client that an alternative option of bringing the fence 2’ inside of the property line would not require a variance. The client decided to pursue a variance. Due to FEMA Floodplain regulations additional fill was brought in to raise the minimum elevation to 8’ NAVD for the construction of the home.
