A CAPITAL PROJECT AUTHORIZING RESOLUTION OF
THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA, CONCERNING SERVICES,
SUPPLIES AND EQUIPMENT FOR THE RESTORATION OF
BRONZE PLAQUES FOR KEY BISCAYNE HERITAGE
TRAIL AND VILLAGE GREEN; AUTHORIZING THE
PURCHASE OF SUPPLIES, EQUIPMENT AND SERVICES
FROM OMAR'S BRONZE RESTORATION CORP, FOR
SUCH PURPOSE; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, pursuant to Section 3.07(b) of the Village Charter, the Village Council desires
to authorize the expenditure of Village funds for the purchase of supplies, equipment and services
(collectively referred to as the "Services") for the restoration of thirty (30) bronze plaques for the
Key Biscayne Heritage Trail and Village Green, from Omar's Bronze Restoration Corp (the
"Contractor") as described in the Village Manager's Memorandum, marked as Exhibit "A" and
attached hereto; and
WHEREAS, the Village Council finds that the Services are exempt from competitive
bidding pursuant to Village Code Section 2-87(2) as skilled professional services, and that, in any
event, competitive bidding procedures for the purchase of the Services may be, and are hereby,
waived by the Village Council pursuant to Village Code Section 2-85 upon the Council finding, as
is hereby found, that it is impractical to apply such competitive bidding procedures in light of the
need to obtain the specialized bronze restoration skills offered by the Contractor and the need to
expeditiously complete the purchase of the Services; and
WHEREAS, the Village Council finds that it is in the best interest of the Village to proceed
as indicated in this resolution.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE VILLAGE COUNCIL
OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals Adopted. That each of the above stated recitals is hereby adopted
and confirmed.
Section 2. Purchase Authorized. Specification of Funds.
A. That the purchase of the Services, as described herein and in Exhibit "A" attached
hereto, is hereby approved and authorized, subject to the condition that the cost of the purchase of
the Services shall not be more than a total of Fifteen Thousand Two Hundred Forty Five
($15,245.00) Dollars for the Services.
B. That the fund amount and source for the purchase of the Services is hereby authorized and
approved as described in Exhibit "A."
Section 3. Transaction Approved.
That the Village Manager is hereby authorized to purchase the Services, in a manner which
is consistent with the requirements of this resolution, and the transaction is hereby approved, subject
to approval of the Village Attorney as to form and legal sufficiency of any invoice or purchase order.
Section 4. Implementation. That the Village Manager is hereby authorized to take
any and all action which is necessary to fully implement the purposes of this resolution, and the
Services purchasing transaction.
Section 5. Effective Date. That this resolution shall be effective immediately upon
adoption hereof.

Bronze Plaque Restoration
RECOMMENDATION
It is recommended that the Village Council engage Omar's Bronze Restoration, Corp. to
restore thirty (30) bronze plaques.
BACKGROUND
The bronze plaques on the heritage trail and in the Village Green have never been
refurbished. The plaques have weathered over the past nine (9) years. Omar's Bronze
Restoration completed the restoration of the bronze plaques placed on the municipal
buildings within the Civic Center. The work was completed at the estimated expense and
the Village was satisfied with work completed. Therefore, the Village would like to waive
competitive biding so this firm may complete the restoration of these plaques.
The work involved will include the following:
1. Each plaque is removed from the coral rock
2. The remaining coral rock is chipped of the back of the plaque
3. Each plaque is acid washed
4. Each plaque is sand blasted
5. Each plaque is stripped
6. Each plaque is primed
7. Each plaque is painted
8. Each plaque is buffed
9. Each plaque is touched -up were needed
10.1 layer of cleaner is applied to each plaque
11.1 layer of clear coat is applied to each plaque
12. The plaques are reinstalled
Funding for this project will be taken from the Public Works Contractual Line Item.
