HomeMy Public PortalAboutP&RAC Minutes 1995 02/23OVERSIGHT COMMITTEE OF PAYETTE LAKE AND CITY OF MCCALL PATHWAYS PROJECT THURSDAY, FEBRUARY 23, 1995 10:00 - 11:45 AM ATTENDANCE: MINUTES Cliff Lee, Gary Shimun and Les Ankenman Tom Kerr, Bob Fuhrman, Tim Fronk also attended. Bob Mac Ewan of I.T.D. met with the committee LOCATION: Committee met at I.T.D. District III offices in Boise, Idaho The purpose of this meeting was to discuss the Engineers proposed scope of services and the various other items mentioned in last meetings minutes. Bruce handed out a document called "Bicycle Path Project Procedures". This is a brand new production of I.T.D. It will be helpful in our understanding the project procedures including negotiations with the Engineering firm. The Committee outlined the history of the project, the formation of the committee, and the plan that has been formulated to -date. The State is impressed with the degree of community interest and commitment and the way this project is being pursued. Bruce recommended the planned public information meetings be called "meetings" and not "hearings". Bruce had reviewed the first amended Engineer's proposal and understands what we are trying to do. The Engineers proposal must be prepared on I.T.D. forms and in accordance with I.T.D. format. The Engineers will attempt to accomplish the Committees desires in complying with I.T.D. requirements. A time and cost budget is required. If certified inspectors are available locally they might be used on the project in lieu of I.T.D. inspectors. I.T.D. will likely retain management of the construction inspection phase thru a resident Engineer. The 15% budget amount is the maximum allowed for the project by federal guidelines. (The State/Local agreement provides for costs in excess of 15% to come from local funds). Toothman- Orton have a certified inspector in their Boise office. It is hoped their inspector will be approved for this project resulting in better control of that part of the project by this committee with reduced cost. Bruce will check into this matter and let us know. We discussed the environmental document required for the project. A field trip is set to start from Toothman-Orton's office on March S, 1995 at about 10:30 a.m. The environmental document could possibly be completed on that field trip. Les Ankenman reported that the Prosecuting Attorney has advised that this Committee is subject to the open meeting rules. The Secretary will work to provide notice and Agenda's of the meetings. The meeting was adjoumed at 11:45 a.m. to reconvene at Toothman-Orton's office at 10:30 a.m. on Wednesday, March 8, 1995 to: • Review the project site - field trip • Review the environmental document - form 654 and fill in all of the form or as much as possible • Continue review of the Engineers proposal.
