IN THE WILLIAM F. KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. 3 Iwo Call to Order Mayor Morgan called the meeting to order at 5:01 P.M. Roll Call. Presentation of the Proposed Budget and Proposed Millage Rate for Fiscal Year 2022-2023 A. Explanation and discussion of Proposed Millage Rate as compared to the rolled back rate Town Manager Dunham read from the 2022-23 Tentative Budget for the record and noted that the prominent source of revenue for the general fund was the ad valorem tax. He added that over the past five years the Town has either lowered the ad valorem tax rate or set it at the rollback rate. Mr. Dunham stated that in July of this year, the Commission decided to set the millage rate at the existing rate of 3.6724 instead of the 2023 rollback rate of 3.2849. He then gave numbers of ad valorem proceeds for the 2022 year of $4,626,948, what the proceeds would be at the 2023 rolled back rate ($4,673,891), and the proceeds at the proposed millage rate of $5,225,242, stating it would be an increase of 140. Mr. Dunham stated the total budget proposed for 2023 is $9,795,393. Town Manager Dunham stated for town personnel he was proposing a 50-. COLA along with a $2,400 fuel assistance for one year that would not be added to the base salary rate, which would be $200 per month. He added that other municipalities were doing this very same thing due to inflation. He stated that the CPI was now at 7.9, which was down from 10.6 back in June. Town Manager Dunham recommended promoting Rene6 Basel to the position of Town Clerk, a title change for Anthony Beltran from Water Maintenance Supervisor to Public Works Director, and promoting Trey Nazzaro to the position of Assistant Town Manager/Legal. B. Comments from the Commission and the public There were none. Town Commission Budget Public Hearing Held On 9-9-2022 @ 5:01 P.M. IV. Adoption of the General Fund Tentative Millage Rate for Fiscal Year 2022-2023 Vice Mayor Stanley made a motion to adopt the General Fund Tentative Millage Rate for Fiscal Year 2022-23 at 3.6724. Commissioner Orthwein seconded the motion with all voting AYE at roll call. V. Adoption of the Tentative Budget for Fiscal Year 2022-2023. A. General Fund Vice Mayor Stanley made a motion to adopt the 2022-23 General Fund Balance at $7,939,519. Commissioner Orthwein seconded the motion with all voting AYE at roll call. B. Enterprise Fund (Water) Vice Mayor Stanley made a motion to adopt the 2022-23 Enterprise Fund (Water) at $1,831,414. Commissioner Orthwein seconded the motion with all voting AYE at roll call. C. Penny Sales Tax Fund Vice Mayor Stanley made a motion to adopt the 2022-23 Penny Sales Tax Fund at $100,000. Commissioner Orthwein seconded the motion with all voting AYE at roll call. VI. Public Hearing Date for Final Adoption of Millage Rate & Budget. Commissioner Orthwein made a motion to set the public hearing date for Final Adoption of Millage Rate and Budget for September 21, 2022, at 5:01 P.M. Commissioner Smith seconded the motion with all voting AYE at roll call. VII. Resolutions. A. No. 22-4; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE TENTATIVE LEVYING OF AD VALOREM TAXES FOR THE TOWN OF GULF STREAM GENERAL FUND FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 2022, AND ENDING ON SEPTEMBER 30, 2023; PROVIDING FOR AN EFFECTIVE DATE. Town Clerk Taylor read the resolution with an effective date of September 9, 2022. Commissioner Orthwein made a motion to adopt Resolution 22-4. Vice Mayor Stanley seconded the motion with all voting AYE at roll call. B. No. 22-5; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE GENERAL FUND TENTATIVE BUDGET FOR THE TOWN OF GULF STREAM FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2022, AND ENDING ON SEPTEMBER 30, 2023; PROVIDING FOR AN EFFECTIVE DATE. Town Clerk Taylor read the resolution with an effective date of September 9, 2022. Commissioner Orthwein made a motion to adopt 2 Town Commission Budget Public Hearing Held On 9-9-2022 @ 5:01 P.M. Resolution 22-5. Commissioner Smith seconded the motion with all voting AYE at roll call. C. No. 22-6; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE WATER FUND TENTATIVE BUDGET FOR THE TOWN OF GULF STREAM FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2022, AND ENDING ON SEPTEMBER 30, 2023; PROVIDING FOR AN EFFECTIVE DATE. Town Clerk Taylor read the resolution with an effective date of September 9, 2022. Commissioner Orthwein made a motion to adopt Resolution 22-6. Commissioner Smith seconded the motion with all voting AYE at roll call. D. No. 22-7; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY FLORIDA, ADOPTING THE PENNY SALES TAX FUND TENTATIVE BUDGET FOR THE TOWN OF GULF STREAM FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2022, AND ENDING ON SEPTEMBER 30, 2023; PROVIDING FOR AN EFFECTIVE DATE. Town Clerk Taylor read the resolution with an effective date of September 9, 2022. Commissioner Orthwein made a motion to adopt Resolution 22-7.
