STREAM ON WEDNESDAY, SEPTEMBER 21, 2022, AT 4:30 P.M., IN THE
WILLIAM F. KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA
ROAD, GULF STREAM, FLORIDA.
I. CALL TO ORDER
Vice Mayor Stanley called the meeting to order at 4:30
P.M.
II. PLEDGE OF ALLEGIANCE

of allegiance.

IV. COMMISSION ACTION
A. Interlocal Agreement Between the City of Delray
Beach and the Town of Gulf Stream to Transition
Building and Related Permitting and Inspection
Services
Assistant Town Attorney Nazzaro explained that
this agreement was approved by the City of Delray Beach on
September 20, 2022, allowing the Town to process permits that
were filed prior to the termination of the ILA with the City
of Delray Beach to the conclusion of issuance. He added that
this ILA includes engineering and landscaping reviews. Vice
Mayor Stanley asked how many permits were still being
processed by Delray to which Town Manager Dunham answered
there were at least ten.
Commissioner Smith made a motion to approve the
Interlocal Agreement between the City of Delray Beach and the
Town of Gulf Stream to Transition Building and Related
Permitting and Inspection Services. Commissioner Orthwein
seconded the motion with all voting AYE at roll call.
B. PBA Collective Bargaining Agreement
Mr. Jeff Pheterson, the Town's Labor Attorney,
gave a presentation stating they had successfully negotiated
a collective bargaining agreement with the Palm Beach County

Benevolent Association for the police officers and sergeants
in Town. This is a three-year agreement through the year
2025 and was ratified unanimously 8-0 by the Police
Department and was now before the Commission for final
ratification.
Commissioner Orthwein made a motion to accept the PDA
Collective Bargaining Agreement as submitted. Commissioner
Smith seconded the motion with all voting AYE at roll call.
C. Appointment of Town Clerk
1. Resolution No. 22-12; A RESOLUTION OF THE
TOWN COMMISSION OF THE TOWN OF GULF STREAM,
FLORIDA, APPOINTING RENEE BASEL AS THE TOWN CLERK
EFFECTIVE OCTOBER 1, 2022, AND PROVIDING AN
EFFECTIVE DATE.
Town Clerk Taylor read the resolution and
Commissioner Orthwein made a motion to approve Resolution No.
22-12. Commissioner Smith seconded the motion with all voting
AYE at roll call.
2. Administer Oath of Office
Town Clerk Taylor swore in Deputy Town Clerk
Basel as the new Town Clerk of the Town of Gulf Stream effective
October 1, 2022. Vice Mayor Stanley congratulated Mrs. Basel
and stated the Commission was proud of her.
D. Holidays for Calendar Year 2023
Town Manager Dunham stated the findings from other
municipalities in Palm Beach County regarding National Holidays
Columbus Day and Juneteenth. He stated there were 15 out of 38
municipalities that recognized Columbus Day and 24 out of 38
that now recognized Juneteenth, but five municipalities were
still in discussion. He recommended that the Town adopt
Juneteenth as a paid holiday.
Commissioner Smith made a motion to approve the
recommendation of adding Juneteenth as an additional paid
holiday. Commissioner Orthwein seconded the motion with all
voting AYE at roll call.
V. ADJOURNMENT
Vice Mayor Stanley adjourned the meeting at 4:47 P.M.
