HomeMy Public PortalAboutP&RAC Minutes 1995 03/08OVERSIGHT COMMITTEE OF PAYETTE LAKE AND CITY OF MCCALL PATHWAYS PROJECT THURSDAY, MARCH 8, 1995 10:30 - 11:40 AM ATTENDANCE: LOCATION: MINUTES Cliff Lee, Gary Shimun and Les Ankenman Tom Kerr, Bob Fuhrman, Jim Fronk also attended. Toothman-Orton office in McCall, Idaho. This meeting was continued from the meeting on February 23, 1995. Discussion centered on negotiations with the Engineering firm and ITD. Bruce MacEwan's letter dated 3-3-95 was discussed. Bob Fuhrman has talked to John Voght - Consultant Administrator for ITD. Bob is expecting John to return a recent call for more information and clarification of ITD requirements for the contract. John is looking for a scope of services with hours and cost to attach to ITD's boilerplate'. None of us have seen the boilerplate material. The Engineers will continue working with ITD to develop an acceptable contract. ITD expects Engineering Services thru design will range from 10% to 15% of the construction cost of the project. The Committee still wants: 1. To clarify who the Engineering contract is with ITD or the local sponsors/owner. 2. What other role the owner will play in the project - how free we will be to work with the Engineers and how we will be able to provide input. 3. Written communication from ITD addressing the above issues. 4. What the State will charge and how will they be accountable for their charges. Dave Okerlund of Idaho Parks Department has been in touch with Bob regarding the Parks' path project on the peninsula and connections to our project, especially at Pilgrim Cove Road. The next meeting will be at 10:30 a.m. on Friday, March 10, 1995. Four of ITD personnel will tour the project with the Committee and Engineers. The Committee will then meet again on Tuesday, March 14, 1995 at 9:00 a.m. to final the Engineering negotiations. The meeting will be held at Toothman-Orton office in McCall. The MatchMaker Fund has been established to aid in the development of the Riverfront park site (the old city dump across from the Smokejumper Base). The funds we raise with Ice Breakup'95 will be earmarked to attract grants to finance engineering and construction of regulation size softball fields on the site (Cascade for the last few years has reaped the monetary benefits of 8-16 baseball tournaments per season because McCall has only one regulation size field). As a business owner or manager, you surely have noticed what grants have done for the McCall area in the last few years. Because we could provide a match, we will all enjoy a bike path network through the City and around Payette Lake soon. But the city's grant would not have been awarded had it not been fortunate at the time to have a piece of expendable property to sell to provide the required match. The MatchMaker Fund will give the City match power when applying for these lucrative grants. So —please, put ICE BREAKUP'95 on your donations priority list.
