SUBJECT: ADOPTION OF RESOLUTION NO. 13-4926 IMPLEMENTING A 2%
COST OF LIVING ADJUSTMENT (COLA) AND ADOPTING SALARY
RANGES FOR FULL TIME AND PART-TIME CLASSIFICATIONS FOR
FISCAL YEAR (FY) 2013-14
RECOMMENDATION:
The City Council is requested to adopt Resolution No. 13-4926 (Attachment "A"),
implementing a 2% COLA and adopting salary ranges full time and part-time
classifications for FY 2013-14.
BACKGROUND:
1. On July 5, 2011, the City Council approved Resolution No. 11-4765 implementing
the full time classifications and salary range schedule to reflect the 2% COLA as
recommended by the City Council Budget Ad Hoc Committee (i.e., Mayor Chavez
and Mayor Pro Tem Yu). Prior to this increase, staff had not received a COLA
since September 2008.
2. On June 19, 2012, the City Council approved Resolution 12-4828 implementing
the full time and part-time classifications and salary range schedules to reflect the
2% COLA as recommended by the City Council Budget Ad Hoc Committee (i.e.,
Mayor Yu and Councilmember Blum).
3. On June 4, 2013, the City Council adopted a Compensation Plan and implemented
salary ranges for full time and part-time classifications for FY 2013-14.

4. Also on June 4, 2013, the City Council adopted the FY 2013-14 City Budget which
included funding for a 2% COLA for all full and part-time classifications as
recommended by the City Council Budget Ad Hoc Committee (i.e., Mayor
Sternquist and Councilmember Vizcarra).
ANALYSIS:
Consistent with the City Council's adoption of the FY 2013-14 City Budget, staff has
updated the salary ranges to reflect the 2% COLA.
CONCLUSION:
In order to process the payroll with the beginning date of June 28, 2013, and a pay date
of July 18, 2013, the salary schedules reflecting the 2% COLA must be approved by
City Council.
FISCAL IMPACT:
The adopted FY 2013-14 City Budget includes the implementation of the 2% COLA for
