REGULAR MEETING
June 22, 2010
The Moab City Council held its Regular Meeting on the above date in REGULAR MEETING &
the Council Chambers of Moab City Offices, located at 217 East ATTENDANCE
Center Street, Moab, Utah. Mayor David L. Sakrison called the Pre -
Council Workshop to order at 6:30 PM. In attendance were
Councilmembers Kyle Bailey, Jeffrey Davis, Kirstin Peterson and Gregg
Stucki; City Manager Donna Metzler, City Recorder/Assistant City
Manager Rachel Ellison, City Treasurer Jennie Ross, Community
Development Director David Olsen, Police Chief Mike Navarre and
Planning Director Jeff Reinhart.
Mayor Sakrison called the Regular City Council Meeting to order at CALL TO ORDER
7:00 PM and led in the Pledge of Allegiance. Two (2) members of the
audience and media were present.
Councilmember Stucki moved to approve the minutes of May 25 and APPROVAL OF MINUTES
June 8, 2010. Councilmember Peterson seconded the motion. The
motion carried 4-0 aye.
There were no Citizens to be Heard. CITIZENS TO BE HEARD
Under Community Development Department Update, Community
Development Director Olsen stated that the Millcreek Drive project
was 90% completed and that the new bridge would be attached in
July. Community Development Director Olsen also stated that the
schematic design had been completed for the Lions Park project and
that the Pipe Dream Trail was complete.

DEVELOPMENT UPDATE
An Engineering Department Update was not given. ENGINEERING UPDATE
Under Planning Department Update, Planning Director Reinhart
reviewed the Planning Commission agenda for the next meeting.
A Police Department Update was not given.
A Public Works Department Update was not given.

PUBLIC WORKS UPDATE
Councilmember Peterson moved to approve a Contract by and CONTRACT FOR
between the State of Utah, Department of Natural Resources and the PHOTOVOLTAIC
INSTALLATION WITH STATE
City of Moab to Provide Funding for the City Center Solar Photovoltaic OF UTAH, APPROVED
Installation Project. Councilmember Stucki seconded the motion.
The motion carried 4-0 aye by a roll -call -vote.
Councilmember Davis moved to approve a Moved -on Structure
Permit for Moab First Assembly to Conduct a Fireworks Stand Located MOVED ON STRUCTURE
PERMIT FOR MOAB FIRST
at 446 South Main Street from July 1 to 4, 2010. Councilmember ASSEMBLY. APPROVED
Stucki seconded the motion. The motion carried 4-0 aye.
Under Discussion Regarding Historic Preservation Review Board, HISTORIC PRESERVATION
Planning Director Reinhart made a presentation. Discussion followed. PRESENTATION
Councilmember Bailey moved to approve the City of Moab HEALTH/DENTAL/VISION
Health/Dental/Vision Plan for 2010-2011 with an additional PLAN FOR 2010-2011,
contribution to the employees' cafeteria plan not to exceed 5% of the APPROVED
total premium with the budgeted increase. Councilmember Davis

as a smoke free environment. Councilmember Peterson seconded
the motion. The motion carried 4-0 aye.
Councilmember Peterson moved to approve a Special Event License
for Brian Merrill/Jason Taylor to Conduct Raft For a Cure Benefit
Event on June 26, 2010. Councilmember Bailey seconded the
motion. The motion carried 4-0 aye.
Mayor Sakrison opened a public hearing on Proposed Resolution #13-
2010 — A Resolution Amending the Fiscal Year 2009-2010 Budget and
Proposed Resolution #14-2010 — A Resolution Amending the City of
Moab Classified Hourly Pay Rate Schedule and Exempt and Elected
Officials Salary
at 7:22 PM.
No public comment was given.
Mayor Sakrison closed the public hearing at 7:25 PM.
Councilmember Bailey moved to approve Proposed Resolution #13-
2010 — A Resolution Amending the Fiscal Year 2009-2010 Budget.
Councilmember Stucki seconded the motion. The motion carried 4-0
aye by a roll -call -vote.
Councilmember Peterson moved to approve Proposed Resolution
#14-2010 — A Resolution Amending the City of Moab Classified Hourly
Pay Rate Schedule and Exempt and Elected Officials Salary.
Councilmember Bailey seconded the motion. The motion carried 4-0
aye by a roll -call -vote.
There was no Correspondence to be Read.
Under Administrative Report, City Manager Metzler stated that the
joint city county meeting had been postponed until August 27, 2010.
City Manager Metzler then stated that the lap pool had been
delivered for the Aquatic Center and that the new City Engineer
would start work on July 19, 2010 and that her name was Rebecca
Andrus.
A Report on City/County Cooperation was not given.

Councilmember Bailey moved to approve Proposed Ordinance #2010- PROPOSED ORDINANCE

Under Mayor and Council Reports, Mayor Sakrison stated that he had MAYOR AND COUNCIL
attended the governor's rural partnership board meeting. REPORTS
Councilmember Stucki moved to pay the bills against the City of Moab APPROVAL OF BILLS
in the amount of $809,780.61. Councilmember Peterson seconded
the motion. The motion carried 4-0 aye by a roll -call -vote.
Mayor Sakrison adjourned the meeting at 7:44 PM.
